At the current stage of social development, diversification of regional development is one of the central tasks for improving its socioeconomic efficiency. Therefore, it seems relevant to find “growth points” of regional development in both economic and social aspects. The ethno-economic segment plays an important role in the system of regional economy with regards to formation of strategies for optimization of the regulatory impact upon the process of regional development. The development of ethnic economy may positively affect self-organization of the regional economy, increase rationalization in the use of ethnic, natural and other resources. The research uses the example of Krasnodar Krai as a polyethnic region with ethnic resources that can be used to augment competitiveness of the region. The goal of this article is to analyze the importance of ethnic resource in the development of Krasnodar Krai as a polyethnic region, as well as work out the organizational-economic mechanism for managing ethnic cluster in order to use the recreational, natural, and cultural-historical potential of the ethnoses of Krasnodar Krai most efficiently. The scientific novelty consists in the development of organizational-economic mechanism for managing ethnic cluster in economic space of the region, which has an effective managerial impact upon the subjects of ethno-economic activity of the region. The article employs the methods of monographic analysis and systemic analysis. In the course of research, the authors determined the characteristics of ethnic cluster as an economic category; revealed that multi-sectoral orientation of functionality of ethnic cluster in Krasnodar Krai indicates the need for the development of organizational-economic management mechanism; characterized the activity of the subjects of regulation of ethnic cluster considering the management hierarchy; worked out the organizational-economic mechanism for managing ethnic cluster.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

The analysis of modern tendencies of regional development of the Kyrgyz Republic is carried out. A comprehensive assessment of the effectiveness of regional development is presented and the ranking of regions is carried out according to the level of social and economic development. Factors and conditions of disproportions of regional development, imbalance of the structure of regional economies are revealed. The ineffectiveness of the existing system of management and regulation of regional development is determined due to the weak consideration of the special conditions and advantages of the regions of the country in the regional policy of the state. Methodological aspects of improving the strategic management of the regional development of the Kyrgyz Republic in the context of integration are substantiated. The directions and mechanisms for improving the strategic management of the regions are determined on the basis of the formation of priority zones for regional development, ensuring the outstripping growth of individual regions in order to achieve a balanced development of the national economy in the context of integration. Developed proposals to improve the competitiveness of the regional economy and their effective transformation into the Eurasian economic space.

The article examines the institutional core of the regional economy in terms of decentralized management and strengthening competitiveness. The main approaches to the decentralization of economic management on the basis of localization are outlined. The factors of formation of effective territorial communities are analyzed. Reconstructive and modernization aspects of the formation of a new institutional core are proposed. The author's interpretation of the concept of harmonization of institutional influence on the processes of regional development is given.

Abstract: Despite the growing interest of modern scientists in the spatial approach in the regional economy, it has practically not been developed in relation to the small business sector. In a series of articles, the author described and justified the spatial potential of small enterprises as a modern tool for managing the regional economy, developed a theoretical method for its implementation. In this article, the procedures for the stage of strategic goal setting are implemented. On the basis of content analysis, the author studied and systematized priorities of spatial development of small enterprises in federal, regional and municipal documents of a strategic nature, which are classified as documents of strategic goal setting, forecasts, spatial concepts, programs and projects. He determined the correspondence between the structure of the economic space and the levels of economic management. Carried out an assessment of differentiation of development measures at the regional and municipal structural levels of the economic space, on its basis, gave a characteristic of the development policy of small enterprises implemented in the Samara Region. Strategic documents at the federal, regional, and municipal levels, as well as regional legislation and programs, are used as information sources. The article is devoted to the theoretical foundations and analysis of the experience of subjects of the Russian Federation in the field of regional development risk management. The article examines the concept of risk, its difference and relationship with the concepts of uncertainty, threat, danger, security and others. It is determined that dangers are constantly present in the regional economy. And risk, as a measurable uncertainty with multiple outcomes, for which the probability of occurrence of a risk event is calculated, is manifested as a result of the occurrence of a hazard. When comparing the concepts of risk and security, this means that the security of the regional economy is manifested in the ability to resist threats and manage risks, and not in the complete absence of dangers. It is revealed that ISO standards distinguish between the concepts of risk management and risk management. For further discussion, risk management is understood as a systematic approach to using the full range of mechanisms available to public authorities to reduce emerging risks and threats to the socio-economic development of the region. Further, the analysis of risk management in the practice of regional management on the example of the Omsk, Novosibirsk and Tyumen regions is carried out. The relevant tools in the activities of government bodies, such as territorial development strategies, state programs and projects, were identified, which allowed us to introduce a classification of risks with the allocation of strategic, tactical risks of territorial development and project management risks, among which there is a strategic level. The analysis of the implemented tools for compliance with the mandatory stages of risk management showed mainly the absence of risk identification, unified requirements for risk accounting and systematic risk management of regional development. Among the assessed regions, the Tyumen region has the best practices in terms of risk management. For a more detailed analysis authors highlighted the key institutional and instrumental elements of risk management such as risk committee, strategic risk map, risk register, action plan for risk management, and defined logical relationships between them.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

The importance of implementing a consistent policy of encouraging the development of industrial parks in Ukraine as a synergetic mechanism for stimulating investment and innovation activity, which has a systemic multi-purpose impact on the economy, contributes to structural and technological modernization and, at the same time, acts as a powerful engine of local and regional development. The essence of industrial (industrial) parks is highlighted, which will allow to carry out industrial modernization of the country and regions and restore the competitiveness of the national commodity producer in the global investment market. Features of mechanisms of state support of industrial parks in Ukraine and abroad are revealed. The mechanism of creation and functioning of domestic industrial parks with specification of models of management by such territorial entities in the context of world experience is proposed.

This article describes the objectives and methods of ecological environment management and sustainable environmental management at the regional level and with the impact of economic instruments. The optimum solutions to environmental management problems with a view to preserving natural resources and the reduction of risk of harm to the ecological environment were examined. Based on the analysis of conceptual approaches to the formation of the economic mechanism for ensuring environmental safety, the fundamental principles of the formation of this mechanism in Kazakhstan have been determined. On the basis of scientific research, measures are proposed for the effective operation of the economic mechanism of environmental management in Kazakhstan, which ensures the competitiveness of national products in the domestic and foreign markets, overall economic stability and national welfare in general.

The article is dedicated to developing an economic and legal mechanism for the service enterprise operation. It has been determined that the components of the economic management mechanism of a service enterprise are economic and legal mechanisms that are closely interconnected. It has been revealed that the economic mechanism lies behind the economic management and determines the deep objective basis of this phenomenon. It reflects the combination of economic, organizational, and administrative levers, and methods that regulate organizational and technical, service and technological, financial and economic processes and relations for the efficient results of a business entity in the current context. It has been proved that when determining the form of a service enterprise, it is necessary to define its meaningful individuality according to the legislation and to recognize this form as the basis for classifying such subjects into types within the relevant generic concepts thereto.
