The spatial approach to studying the development of small enterprises is one of the modern directions of the regional economy Consideration of the sector, which has traditionally been the object of state and municipal support, receives a new understanding, which remains relevant to this topic: an integral characteristic of small enterprises is the spatial potential, the implementation of which takes the form of a tool for managing the regional economy. The purpose of the research is to develop and test procedures for forming an optimized portfolio of promising specializations of small enterprises in the region at the stage of strategic goal setting. The objectives of the study are: analysis of the accepted portfolio of promising specializations of enterprises in the Samara region, formation of targets for the implementation of the spatial potential of small enterprises at the sub-regional level using the principles of “smart specialization”, justification of complementary activities within the optimized portfolio of promising specializations. General scientific research methods, methods of priority coordination, statistical analysis, and content analysis were used to solve the tasks set. In this paper, the strategic priorities for the development of small enterprises in the economic space of the region are justified on the principles of “smart specialization” within the framework of the methodology proposed by the authors for realizing their spatial potential. As an example, the Otradny sub-region of the Samara region is considered. Targets for the implementation of the spatial potential of small enterprises have been developed and an optimized portfolio of promising specializations has been formed. The scientific novelty of the research consists in substantiating the strategic goals of spatial development of small enterprises in the region using an optimized portfolio of promising types of their activities, obtained on the basis of the principles of “smart specialization”. The results of the study can be used to justify the strategic priorities of small business development in the formation of a spatial development strategy at the regional (subject of the Russian Federation) and sub-regional levels, as well as in the development of regional economic policy measures.

Abstract: Despite the growing interest of modern scientists in the spatial approach in the regional economy, it has practically not been developed in relation to the small business sector. In a series of articles, the author described and justified the spatial potential of small enterprises as a modern tool for managing the regional economy, developed a theoretical method for its implementation. In this article, the procedures for the stage of strategic goal setting are implemented. On the basis of content analysis, the author studied and systematized priorities of spatial development of small enterprises in federal, regional and municipal documents of a strategic nature, which are classified as documents of strategic goal setting, forecasts, spatial concepts, programs and projects. He determined the correspondence between the structure of the economic space and the levels of economic management. Carried out an assessment of differentiation of development measures at the regional and municipal structural levels of the economic space, on its basis, gave a characteristic of the development policy of small enterprises implemented in the Samara Region. Strategic documents at the federal, regional, and municipal levels, as well as regional legislation and programs, are used as information sources. The modern political and economic processes have had a significant impact on the change in the economic policy of Russia and its “internal” economic space. As a result of the “sanction” blocking of the significant sectors of the economy, the importance of considering the spatial factor of socio-economic development in the basic development program documents has increased. The article examines the main approaches to spatial organization of the regional economy and strategic directions of spatial development in the context of the “Strategy of Spatial Development of the Russian Federation for the Period up to 2025”. These approaches are based on the joint evolution of this organization and the regional settlement system under the influence of a multiple external and internal factors, including the implementation of a rational state policy of regional development. The study examines the main provisions of the spatial economy as an independent scientific field and the theory of new economic geography. It shows the methodological similarity between these two scientific disciplines. The article shows that the basis of spatial development is the integration of specific forms of spatial organization of the economy into large and / or largest agglomerations. The leading role in this integration belongs to the regional communications system, which unites economic centers localized in an allocated space into an integral system and ensures the economic space unity. The implementation of the spatial economy provisions is studied on the example of the Northern Sea Route as a regional communications system, which is in fact the center of the “assembly” of the Arctic space. The functional dominant of the agglomeration as a form of spatial organization of the regional economy is creating such high-quality life conditions that are optimized with the rational economic development of the regional space while maintaining the economic situation at an acceptable level. These are the conditions that form communicative ties, which are the framework for uniting various elements of the regional space.

The article considers foreign experience in the state spatial development strategy in concord with regional clusters, as well as the impact of clusters on the growth of economies of the states and the regions therein. The study sets the goal of identifying the opportunity to implement foreign experience in support of territorial clusters at realization of the Strategy of Spatial Development of Russia. The research is based on conceptual approaches of foreign and Russian scientists in the sphere. Particular stress is made on the specifics of strategic planning systems in the European Union member states; explicitation of the notion of ‘clusters’ and ‘cluster initiatives’; specific nature of operations of specialized cluster organizations and agencies of regional development; experience of support and development of cluster entities in the USA and Canada; actual cluster policies under the strategy of spatial development; defining the role of observatories of spatial development and the cluster observatories in Europe and the USA. The conclusion is made that the implementation of foreign experience in Russia is viable with allowance for national economic policy and with regard of ‘smart specialization’ when every Russian region with its unique resource capacity employs its own development potential. For that end it is necessary to update the regional strategies of socio-economic development, territorial planning patterns, cluster policies in line with the new Strategy of Spatial Development of Russia for the period as far as 2025; invigorate the formation of centers of cluster development in all RF member territories to interact with the regional authorities, develop regional infrastructure for cluster support and start monitoring of cluster support policies; regard the opportunities to build a network of regional observatories of spatial development at Russian flagship universities; initiate the databases integration process; proceed with forming the Russian interactive cluster map

An enterprise operating in terms of market economy must always set itself the task of further development and improvement in order to be successful and competitive. To solve this problem, it is necessary to produce a development strategy. This problem is all the more relevant for small enterprises, which find it more difficult than large enterprises to survive in the competition. Therefore, small businesses face the task of developing and implementing such a strategy for their development, which allows them to clearly define their goals and outline the ways to achieve them. The article considers various points of view on the concept of «strategy», the classification of strategies that exist in the scientific literature, including those applied to small businesses, brings forth the authors' point of view on this concept. It pays a particular attention to the proposed approach to the process of strategy formation and the mechanism of its implementation in relation to small businesses. It makes a conclusion that on the basis of the systematic approach the strategy under development should be comprehensive and include such elements as marketing, product, production, personnel, management, financial strategy and risk strategies. It brings forth a description of the content of each element. It examines an algorithm for developing an integrated strategy for development of small businesses, as well as a mechanism for implementing the strategy.

Clustering of the economy of individual territories determines the most effective integration their into the world economic system, makes it possible for the accumulation and optimal use of resources from the point of view of global trends, contributes to the efficiency of state industrial policy. Clusters have become one of the main driving forces and determinants of regional competitiveness, the effectiveness of which is confirmed by world experience. They make it possible to increase the competitiveness not only of their enterprises, but also of specific industries within the region, as well as to expand the introduction of innovations, reduce transaction costs, develop and strengthen the relationship between business, science and the state. The resulting synergistic effect of creating a cluster is not only to increase the efficiency of its work as a whole in comparison with the efficiency of individual participants, but also to mutually strengthen the competitive position of both industry production and its home territory.The content characteristic of the concept of “economic cluster of the region”, which distinguishes the author’s approach from other well-known scientific approaches by the fact that as part of regional clusters, a special kind of them can be distinguished-an economic cluster of small enterprises, which is a localized and geographically concentrated group of small businesses, interconnected and complementary to each other, has been clarified in the article. In the center of cluster education are one or more large and stable in their development enterprises, that provide effective demand, have common (similar) economic interests, a common development strategy aimed at activating the activities of small enterprises in the region.Small enterprises, that are part of the regional economic cluster can provide the region with a higher level of production efficiency and competitiveness in comparison with other non-systemically organized economic structures.

В условиях разразившейся эпидемии коронавируса, повлекшей за собой режим самоизоляции, наметились серьезные проблемы в экономике страны, и самым слабым звеном в этой ситуации оказалось некрупное предпринимательство в сервисных отраслях. Выживаемость сектора малой экономики поставила под сомнение достижение целей, намеченных ранее в Стратегии пространственного развития РФ на период до 2025 г. Приоритетным становится реализация пакета правительственных мер поддержки некрупного предпринимательства. Излишняя избирательность государственной политики по сохранению малого бизнеса в стране не гарантирует получение финансовой помощи всеми нуждающимися мелкими предпринимателями и в недостаточной степени учитывает их региональную специфику. In the context of the outbreak of the coronavirus epidemic, which led to a regime of self-isolation, serious problems have emerged in the country's economy. And the weakest link in this situation was small business in the service industries. The survival of the small economy sector has cast doubt on the achievement of the growth prospects previously outlined in the spatial development Strategy until 2025. The priority is the implementation of a package of government measures to support small business. Excessive selectivity of the state policy to preserve small businesses in the country does not guarantee financial assistance to all small entrepreneurs in need and does not sufficiently take into account their regional specificity.

The article considers business practices of Moscow small industry in the XIX century, basing upon physiological sketches of N. Polevoy and I. Kokorev, statistical data and the classification of professions are also presented. The author claims that the heroes of the analyzed sketches are the forefathers of Moscow small businesses and shows what a deep similarity their occupations and a way of life bear to the present-day routine existence of small enterprises.

The subject of the research is a set of approaches to the statistical analysis ofthe activities of small business entities in Ukraine, including micro-enterprises. The purpose of writing this article is to study of the features of functioningof small business entities in Ukraine. Methodology. The research methodology isto use a system-structural and comparative analysis (to study the change in thenumber of small enterprises by major components); monographic (when studyingmethods of statistical analysis of small businesses); economic analysis (when assessing the impact of small business entities on socio-economic phenomena andprocesses in Ukraine). The scientific novelty consists to determine the features ofthe functioning of small businesses in Ukraine in modern conditions. The influenceof the activities of the main socio-economic and political indicators on the activities of small enterprises in recent periods of time has been identified. It has beenestablished that there is flexibility in the development of strategies by small businesses in conditions of significant competition, which makes it possible to quicklyrespond to changing situations in specific markets. Conclusions. The use of acomprehensive statistical analysis of small businesses functioning in Ukraine willallow government agencies to develop a set of measures to optimize the activitiesof these enterprises, which ultimately will positively affect the strengthening oftheir competitiveness and will contribute to the growth of the national economicsystem.

Leading world countries view innovative development and high-tech business as an opportunity to overcome economic stagnation and decline in economic growth. One of the modern trends in the analysis of high-tech development is the study of high-tech knowledge-intensive service industries and their development in times of crisis. The purpose of the paper is to identify patterns of development of large, medium and small enterprises in high-tech service industries in Russia during periods of crisis. Economic and economic-mathematical methods of analysis are applied to the formed samples of enterprises. The research period is 2013-2017. The financial indicators of enterprises were adjusted for the level of accumulated inflation in relation to 2013. According to results, large and medium-sized enterprises showed insignificant or weak significant positive dynamics of revenue during all years of the crisis period. The crisis period did not lead to a decrease in the revenue of these groups of enterprises. The acute phase of the crisis (2014-2015) had a pronounced negative impact on the group of small enterprises in all studied industries, but they successfully recovered in 2016-2017 and reached the pre-crisis level of revenue. The total revenue by industries and groups of enterprises in 2017 became higher than in 2013, and its growth rates were significant for many groups of enterprises, which indicates a successful overcoming of the crisis period and signs of growth in high-tech service industries. Our study shows the need for state support for small businesses in high-tech service industries in crisis conditions, and identifies the possibilities of adaptation of enterprises in these industries to an unfavorable external environment. Our results may be useful for the purposes of government stimulation of economic development in the current environment.
