Abstract. The article develops and substantiates the need to determine the causal links between concepts that contribute to the quality of higher education. The lack of motivation for radical reform of higher education is still hampered by attempts to use the successful international experience of the process of building a full-fledged system of quality assurance in the provision of educational services. The aim of the article is to develop a model for identifying causal links between the concepts of financial and economic support, which contribute to improving the quality of higher education. A system of concepts of the internal state and macro-environment of financial security has been formed, which has a positive or negative impact on the intensification of higher education. A fuzzy cognitive map of the impact of financial and economic support on improving the quality of higher education has been built. Scales and criteria for providing a qualitative assessment of the impact of the concepts of financial and economic support for the intensification of higher education in accordance with the introduced linguistic sets are calculated on the basis of the trapezoidal number method. The concepts of internal state and macroenvironment for activation of higher education are defined. The negative impact on the level of public spending on education and opportunities for access to ICT, which constrains the prospects for development and realization of the potential of participants in the higher education process, has been proved. The negative impact on the quality of higher education on the migration of students to study abroad has been identified, as access to higher education is almost unlimited due to significant government procurement and relatively low cost of contract education, and the return on higher education is relatively low. According to the simulation results, in order to intensify higher education, it is necessary to focus on the quality of teachers, provide opportunities for development, competence development, obtaining a higher level of qualification, which includes postgraduate and doctoral studies and academic degrees. Currently, an important priority of the European innovation system is the formation of the European Research Area. That is why there is a need to find effective mechanisms to influence the quality of research and innovation, which is represented by the number of publications / patents / CAT, investment and innovation projects, grants. Support for these concepts will provide an opportunity to unleash scientific and innovative potential, have a high social status in society and will improve the quality of educational services provided. The article considers approaches to improving the quality of higher education in the system of state regulation. It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

At the present stage, Kazakhstan is in new socio-political, economic and international conditions caused by growing globalization. This determines, on the one hand, a significant impact on the development of the education system of Kazakhstan of world educational trends, on the other hand, the market nature of the national economy determines the inevitability of the impact of education in general, and educational services, in particular, on the country's economy and its development through the capitalization of knowledge. Currently, Kazakhstan's universities are developing in accordance with the trends that have developed in the world and domestic economy, among which globalization stands out. The modern Kazakh higher education is characterized by the desire to integrate into the world educational space. The purpose of this article is to study the international experience in managing the quality of higher education on the example of some European countries and the United States of America. The modern two models of quality management of higher education in the global educational space are characterized and the model of assessing the quality of higher education in Kazakhstan is determined. The article analyzes the Kazakh legislation in the field of state control and assessment of the quality of higher education. The best approaches to assessing the quality of higher education for the Kazakh higher education system have been identified, following the example of the foreign countries under consideration. To write the article such methods of research as analysis of legal acts and documents, case study, deduction and generalization were used.

The current study looked at how computers help students of different reading abilities. Studies have been conducted on the effect of computers on educational achievement and attitudinal levels. During this study, we have gone through the impact of Bloom’s taxonomy over the conventional system and then focused on integrating CAI in higher education. This research is branching out to encompass the use of computers in the education system. The paper aims to outline and elaborate on the way computers aid every department of life, including education. Information is much more valuable when presented within the context of education or training. Teaching to reflect well is known as “advance” teaching. This research paper is concerned with the educational faculties, facilities, and the organizational structure of the educational process. This study aims to focus on CAI to improve the quality of higher education in India. We have also discussed the areas where we can implement this technology

This chapter focuses on the problem of assessing the quality of higher education. It has been identified that the quality assessment of higher education consists of external and internal assessment of educational services quality. External assessment of educational services quality is carried out by all economic entities that are consumers. Internal assessment of educational services quality should be carried out by the university itself. For these purposes, the university develops a quality management system and organizes a department responsible for organizing and monitoring the quality of educational services. Internal assessment of educational services quality includes such parameters as the quality of student training and the quality of teaching at university. A rating assessment of students' knowledge is developed at university to control the quality of students' training. A rating assessment of the university academic staff is carried out to maintain the quality of teaching.

Purpose Education is a human right and access to high quality education is key to sustainable socioeconomic development. Improving the quality of higher education institutes is essential for generating the productive human resources. Assessing the quality of higher education from the students’ perspective can be considered a crucial factor in the monitoring of service quality in universities. The purpose of this paper is to evaluate the quality of educational services in a higher education institute, the Kermanshah University of Medical Sciences (KUMS), in the west of Iran. Design/methodology/approach A multistage sampling method was used to select 346 students from the KUMS, who were enrolled in the second semester of the academic year 2015-2016. The SERVQUAL questionnaire was used to gather data on students’ perceptions and their expectations about the quality of educational services. The authors used a statistical significance level of 0.05 to examine the gap between the students’ expectations and their perceptions of service quality in five dimensions, namely tangibles, responsiveness, reliability, empathy and assurance. Findings The results showed that there was a negative service quality gap in all five dimensions. The overall mean score of students’ expectations and their perceptions was 3.19±0.44 and 2.4±0.45, respectively. The score gap between the overall mean score of perceptions and expectations of students was −0.79, which was statistically significant (p<0.0001). The highest and lowest quality gaps were related to the assurance (−0.84) and tangible (−0.70) dimensions, respectively. Originality/value The study indicated that the quality of educational services provided in the KUMS did not meet students’ expectations in five dimensions of service quality. Thus, it warrants further investigations to determine how to improve the quality of educational services in higher education institutes such as the KUMS.

This study aimed to identify the impact of knowledge management processes on the quality of higher education from the viewpoint of university professors at the Faculty of Economic,Commercial and Administrative Sciences at the University of Muhammad Khaydar Biskra. To achieve this objective, the descriptive analytical and case study method was used. Thestudy population was 195 professors, 109 of whom were selected as a sample of the study. To collect data from the study sample, a questionnaire was used. 195 questionnaires weredistributed to the study sample, but 72 questionnaires were returned at a rate of return (66.05%). Then the hypotheses were tested based on a set of research methods, using theSPSS software. Major findings of the study indicated a statistically significant effect of knowledge management processes with their dimensions (quality of scientific research,quality of student services and graduates, quality of curricula and study programs) on the quality of higher education among professors of the Faculty of Economic, commercial andadministrative sciences at the University of Biskra. The study concluded with a set of recommendations, including the adopting knowledge management processes approach todevelop and improve the quality of higher education institutions, utilizing and activating professors&#39; roles, knowledge, ideas and expertise.Keywords: knowledge management, knowledge management processes, higher education quality, university professors, University of Biskra.

The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.
