The quality of higher education through the eyes of the consumers of educational services

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.

The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

Purpose. The aim of the article is substantiation and development of theoretical and methodological bases for improving the management of the system of improving the quality of higher education institutions. Methodology of research. Methods of dialectical cognition, analytical information processing, methods of comparison, grouping, graphic methods, etc. are the methodological basis for the development of theoretical and practical provisions. The following methods are used in the study: structural and logical analysis – to build the logic and structure of work; system analysis and synthesis – to study the essence of the subject of study; system approach – to improve the system and targeted approach to the management of the system of improving the quality of higher education institutions. Findings. Peculiarities of interpretation of the concept of quality system of activity of higher education institutions are investigated. The conceptual bases of management of the system of improving the quality of higher education institutions are substantiated. Theoretical and methodological bases of management of the system of improving the quality of higher education institutions are revealed and the strategy of such management is improved. The components of the system of measures and procedures in the process of ensuring the quality of higher education are presented. Originality. Provisions for the management of the process of ensuring the quality of higher education institutions in terms of developing formalized: the concept, algorithm and system of such management from a theoretical and methodological standpoint in order to more clearly implement in practice. The symbiosis of modern innovative technologies of educational process management with emphasis on effective use of intellectual capital of all employees of higher education institutions will help to improve the quality of their activities. Practical value. The theoretical and methodological principles proposed in the work on the quality management system of higher education institutions are designed to enhance the competitiveness of domestic education and can be applied by higher education institutions of all forms of ownership. To solve the problem of quality in higher education, many different factors, including controversial ones, must be involved. To achieve the required quality of education at universities, teachers must have enough freedom to develop educational content, as well as to involve the results of scientific research and innovative pedagogical technologies into the process of education. It is necessary to establish certain standards and regulations within the university that help facilitate continuous improvement of the educational process to manage the quality of higher education. The integrated approach to management of Higher Education Institutions’ (HEI) educational activities proposed in this paper establishes the regulations of main processes, conditions and incentives to facilitate diversity and creativity at different levels of a contemporary university. These principles have been applied to form the basis of Tomsk Polytechnic University’s quality assurance approach.

It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The strategic goal of the state policy of the Russian Federation concerning education is to ensure the quality of functioning of additional professional education (APE) as means of social development, and in this regard, the creation of a modern system of continuous education, i.e. the implementation of the concept of lifelong learning. The solution of this problem is possible on the basis of the development and integration into the overall management system of the educational organization of the quality management system (QMS) of additional professional education, taking into account the specifics of this type of activity. The paper is proposed to develop the QMS of APE of higher education on the basis of a standard model of quality system proposed in 2006 by a consortium of representatives of educational institutions of secondary vocational and higher education of the Russian Federation. The creation of quality systems of educational organizations on the basis of the model of QMS of OO considered in the article, adapted to the specifics of APE will contribute to the creation of conditions for ensuring the quality of training of students of professional educational programs.

Quality has become an increasingly important and critical success factor at higher education institutions, particularly universities. Numerous discussions have been held about education quality in the context of sustainable development. However, the quality of that education strongly depends on the overall quality of the management system which operates at schools. The principal aim of this article is to present the approaches to the quality management systems’ development and their assessment at universities, and share some lessons learned from this area of research. Some possibilities of the ISO 9001 standard’s implementation, as well as the application of excellence models as a response to community demands, will be discussed, especially in the context of the recently-introduced Act No. 111/1998 Coll on Higher Education Institutions, which requires quality assurance and quality evaluation. A case study from The VSB-Technical University of Ostrava shows approaches, results and effects of the quality management system implementation.

For the guaranteed sustainable development of an educational organization it is necessary to carry out continuous monitoring related to achievement of planned results and in due time to carry out correcting and warning actions for elimination of possible failures in system. In this paper have been reflected approaches to assessment of educational organization�s quality management system functioning on the basis of ISO 9000 series international standards, has been reveled experience related to application of higher education institution�s quality management system productivity determination technique constructed on analysis of its processes� productivity, have been presented the main stages of offered mechanism realization. This technique�s purpose is providing a group of teachers and a staff of higher education institution led by a top management with necessary tools for quality management system�s effective introduction, application and certification. The offered technique creates conditions for qualitative executive decision-making on the basis of productive functioning of higher education institution�s process model with participation of all interested parties and taking into account the established facts recorded documentary. The technique can be used for distribution of experience related to steady effective management for support of regional educational systems in educational institutions of various types and education�s governing bodies, as well as for development of additional professional education on quality management.

The article is devoted to the analysis of modern demands of education quality management in the conditions of higher education institution operation. The methodological basis of the study is the concept of management, based on a system of philosophical and general scientific doctrines about the quality of education and its specifics in higher education, the concept of personality-oriented learning, systems theory, modeling and development. The authors systematized methodological approaches to modeling the quality management system of education in higher education. The study developed a model of quality management, which is presented at the levels of: subsystems of management approaches, theoretical and methodological foundations, the value of the components and factors of education of different nature; defined a system of principles of internal quality management of higher education, aimed at performing a regulatory function at the general scientific, strategic, practice-oriented, technical, specific scientific and factor levels; an algorithm for building an education quality management system in a higher education institution is presented. It is shown that the quality management of education should be carried out at levels that ensure the manufacturability of the process, the possibility of its improvement with further analysis of the results and the adoption of appropriate management decisions.
