Abstract. The aim of the article is to study the current state of digital inequality, factors of influence and trends in its transformation as a component of socio-economic differentiation of the population in the world and in Ukraine in order to to make optimal management decisions. The theoretical significance of the article is that it was generalized and systematized a prerequisite of socio-economic inequality — digitalization. Socio-economic factors of digital inequality are highlighted. The contradictory nature of digital wealth is shown. The interrelation between economic growth and key indicators of digital inequality is revealed. Based on statistical indicators, the problems of digital inequality and the degree of its relevance for Ukraine are highlighted. In the article digital inequality is seen as a dynamic threat that simultaneously extends to all spheres of society, broad sections of the population and has quantitative and qualitative characteristics. It is proved that the processes of digitalization, on which serious hopes were placed, do not lead to the equalization of economic potential and social structure, but are able to intensify the level of digital inequality. There are various direct and inverse interactions between digital inequality and the level of the socio-economic development in society. Not only the spread of information and communication technologies and socio-economic restrictions on access to them affect the economy and the labor market. In turn, the level of information and digital inequality affects all spheres of society and economic development of the country. The results of the study reveal the relationship between economic growth, key indicators and factors of digital inequality, allow for constant monitoring of the level of digital differentiation of Ukrainian society in order to identify and eliminate bottlenecks at different levels of governance. Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

This paper explores the uses of information and communication technologies (ICT) in the universities of Castilla y León. We believe that the integration of ICT in the universities is essential for the development of a university system in line with the requirements of the knowledge society. This piece of work must be placed within a research that has analyzed the use of ICT in higher education in the universities of Castilla y León. In our view, the uses of ICT in higher education are one of the main key indicators for its level of integration. With this research, whose goals relate to ascertaining the level of integration of ICT in the universities of Castilla y León, we seek to identify the factors that influence the use-avoidance of ICT by the professors, and to describe the uses that they do of ICT in the development of their profession (teaching and research).For this reason, we have conducted an ex-postfacto research with a descriptive and improvement-seeking motivation. Even though the results of this research highlight the widespread use of ICTs within the universities, they also point out that this use is superficial and indicate a lack of actual integration of ICT in the universities of Castilla y León. El presente trabajo se enmarca dentro de una investigación que ha analizado la utilización que se hacen de las tecnologías de la información y la comunicación (TIC) en la educación superior en los centros universitarios de Castilla y León. Bajo nuestra perspectiva los usos de las TIC por parte del docente se conforman como un indicador esencial para conocer el grado de integración que éstas tienen dentro de las universidades. De esta forma los objetivos principales de la presente investigación se encuentran en relación con la indagación sobre el nivel de integración de las TIC existente en los centros universitarios de Castilla y León, tratando de identificar los elementos que influyen tanto en la utilización, como en el no uso de las TIC por parte del docente universitario, para posteriormente hacer un descripción sobre los usos a los que el profesorado destina las TIC en el desarrollo de su actividad profesional, tanto en el ámbito docente, como en el investigador. Para ello se ha llevado a cabo una investigación ex-postfacto, con una orientación descriptiva y de búsqueda de la mejora, cuyos resultados inciden en una generalización en la utilización de las TIC dentro de la educación superior de Castilla y León, aunque se ha de señalar que esta utilización se encuentra referida a unos usos superficiales de las TIC, lo que denota una falta de integración real de las TIC en las universidades de Castilla y León.

The spread of new Information and Communication Technologies (ICTs) has been recognized worldwide. ICTs are broadly perceived as tools facilitating economic growth and development, especially in backward countries. They are easy and cheap to adopt, require minimum skills for effective use, and bring opportunities for disadvantaged societies. They enable education, knowledge dissemination and sharing, and processing and storing of all kinds of information. The existence of causal relationships between technology diffusion and general economy performance is highly probable. This chapter seeks empirical evidence in existing quantitative links between the process of Information and Communication Technologies (ICTs) adoption and dynamics of economic growth and development in Latin American countries. The authors consider ICTs diffusion patterns in Latin American countries, approximating the diffusion process by S-shaped curves. Afterwards, they aim to detect if there is any quantitative relationship between ICTs adoption dynamics and economic growth and development, and they estimate to what extend ICTs contribute to economic growth and development. The authors hypothesize on existing statistically significant and strong links between the two. They use panel data for Latin American economies from the years 1990-2011. All necessary data are derived from World Telecommunication/ICT Indicators Database 2012 (16th edition) and World Development Indicators 2012.

During the past few years, information and communication technologies and especially the internet are increasingly used in a vast range of human activities, including citizens' interaction with government. In this context, advanced technologies are also being used to more actively engage citizens in democratic processes, which are termed as electronic participation (eParticipation). eParticipation has attracted considerable attention worldwide. In Europe, a large number of initiatives have been funded providing valuable lessons. The aim of this chapter is to map the current state of eParticipation in Europe and provide practical recommendations. More specifically, the authors first present the results of a review of policy documents in the European Union in order to understand how eParticipation fits into European policies. They then present an analytical framework to aid theoretical understanding of eParticipation, followed by the results of a European study on eParticipation initiatives. Based on all these, the authors propose a number of recommendations on eParticipation for policy makers, practitioners, evaluators and research funders.

This paper makes a foray into the new innovative business technologies by presenting several important aspects of the Digital Economy, Business models, Entrepreneurship, Information and Communication Technologies (ICT), ICT4D, Innovation Technology. The second part of the paper consists of an analysis of new innovative technologies results in business, using Global Entrepreneurship Monitor (GEM), thus presenting the conceptual framework GEM, How GEM Defines Entrepreneurship, Measures of Entrepreneurial Activity, Entrepreneurial Aspirations, Entrepreneurial Attitudes. Based on this analysis, empirical results of new innovative business technologies in Romania are configured, highlighting the key indicators for Romania (2015), Entrepreneurial Activity rates in efficiency-driven EU Countries in 2014 (% of population aged between 18-64 years), distribution of entrepreneurs by gender, age, education and household income in Romania 2014 (%), both individually and overall. The paper concludes with key findings and proposals for the following questions to be explored in future research.

The development of information and communication technologies (ICT) has led to many innovative technologies. The integration of technologies such as the internet of things (IoT), cloud computing, and machine learning concepts have given rise to Industry 4.0. Fog and edge computing have stepped in to fill the areas where cloud computing is inadequate to ensure these systems work quickly and efficiently. The number of connected devices has brought about cybersecurity issues. This study reviewed the current literature regarding edge/fog-based cybersecurity in IoT to display the current state.

This chapter provides a basic understanding of emerging key information and communication technologies which are increasingly critical for economic growth and development. It establishes the distance to high-quality access to the internet for the least developed and other countries. Broad-based access is key in order to make use of ICT-related innovations. The chapter underlines the importance of governments creating a more open and competitive environment in order to attract infrastructure investment in terms, among others, of fibre-optic rings and cable links, foster rivalry among suppliers of services, thereby benefiting users and consumers with lower prices and better-quality services. Ultimately, the challenge is, through sound public policy, to steer societies from being marginalized by the major technological changes in information and communication.
