Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

The monograph presents the author's material corresponding to the idea that the implementation of the requirements of activity, competence and acmeological approaches significantly contributes to the provision of practice-oriented orientation of education. The paper reveals the potential of educational-cognitive and educational-professional activity in the formation of personal competencies of students in modern higher school. The didactic concept of practice-oriented education as a system of students ' activity, the integrity of which is provided by the personal significance of the purpose of education, its value orientation, subordination to reflective processes, personal aspirations to achieve the "peaks" of education, is presented. It is recommended to scientific and pedagogical workers of higher education, undergraduates, postgraduates, doctoral students and applicants, teachers of universities and institutions of secondary vocational education.

The methods of formation of motivation of students of secondary school to continue education in secondary vocational education are given. The new approaches to the use of the learning outcomes of students in the subject “Technology” in the educational process in college are disclosed. The author justifi ed the expediency of the formation of understanding the creative content of the work of mid-level professionals, career opportunities and getting fair remuneration and opportunities for personal self-realization in professional activity of specialists of this level and prospects of continuing education in higher education.

Examined is the problem of the content of educational standards of various levels of training: secondary vocational education (SPO), bachelor’s degree, specialty, master’s degree. Shown by the example of one enlarged group of specialties and directions, that the standards do not differ much after the changes in 2020. Noted is, that educational programs will differ after the educational organization determines the training profiles and professional competencies. Proposed is to develop generalized standards for all levels of higher education and to form a qualification characteristic for each direction or specialty, indicating the training profiles, the list of professional competencies and the professional standards recommended for use. The article considers innovative processes taking place in modern socio-economic conditions in the system of higher and secondary professional education in the Russian Federation. The study points out negative factors that prevent the formation of innovative processes in the economy. They identify innovative ways of development in the system of higher and secondary professional schools and essential differences in the definition of significant trends of development. The study has defined a socially-oriented model as the most progressive model of innovative development of higher education institutions. It is the social-oriented model that allows us integrating scientific-research and professional-oriented assets creating an innovative environment in higher education. Other processes are typical for secondary vocational education, the main purpose of which is defined as providing the middle level of the Russian economy with highly skilled workers and specialists. The study has revealed that there are approach processes of the secondary vocational education system with production. Business structures are taking more active part in the organization of the educational process every year. The article reveals the features of the spatial development of the system of higher and secondary vocational education in the Irkutsk region. Two key stages are analyzed: the Soviet one, which formed the main frame of the territorial structure of vocational education, and the modern one, which saw periods of both the rapid growth of the number of higher educational institutions and the optimization of the higher education network. The results of the study show that the spatial development of the systems of higher and secondary vocational education in recent years in the Irkutsk region is multi-directional: centripetal movement in the top-level subsystem, due to the reduction in the network of branches in municipal centers, and the gradual dispersal of the network of secondary education institutions at the expense of agricultural and industrial regions of the region. A comparative analysis of the trends in the development of vocational education in the Irkutsk region with the national and situation in other regions allows us to note that in the higher education system they are almost identical, since they occur as a result of structural and institutional transformations at the state level. For the Irkutsk region, as well as other regions of Russia with a predominantly industrial type of economy, growth trends are characteristic, caused by the needs of the market.
