Examined is the problem of the content of educational standards of various levels of training: secondary vocational education (SPO), bachelor’s degree, specialty, master’s degree. Shown by the example of one enlarged group of specialties and directions, that the standards do not differ much after the changes in 2020. Noted is, that educational programs will differ after the educational organization determines the training profiles and professional competencies. Proposed is to develop generalized standards for all levels of higher education and to form a qualification characteristic for each direction or specialty, indicating the training profiles, the list of professional competencies and the professional standards recommended for use. The article presents a study of the problems of integrating Federal state and professional standards in the training of specialists with secondary vocational education institutions. Federal state standard of new generation set up for the teachers of special disciplines of secondary vocational education institutions the problem of creating conditions to ensure the implementation of standard requirements to results of education, and the formation of professional competencies with the purpose of achievement of the standard of professional education. The process of implementing these requirements is complicated by the diff erent approaches to FSS and professional standard. The study is based on a practical methodology that focuses on solving practical problems and purposeful transformation of vocational training programmes, to ensure integration of FSS and professional standards in the training of specialists. The article provides an example of integration of requirements of the FSS and professional standards on the basis of professional educational organizations. The results consist in the description of the experience of the competence approach to organization of educational process, integration of standards by the example of one educational institution. This experience is applicable in any professional educational organization, regardless of the provisioning profile. The authors observed the diff erential nature of the main types of professional competencies of the FSS and the integrative nature of job functions of the professional standard, the necessity of designing professional modules having leading nature. The article describes the experience of integrating the standards applicable in any professional educational organization, regardless of the provisioning profile.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

The ever-growing demand for digital IT industry specialists brings to the fore the task of developing effective educational programs that ensure a high qualification level of graduates. The result of such activities – the turn-out of highly qualified specialists will depend on how much more detailed all the components of the educational activities of the University are considered, designed and implemented. Therefore, when developing and updating educational programs, higher education institutions will have to clarify the composition of professional competencies that must meet both the needs for effective performance of generalized labor functions and labor functions fixed in professional standards, and many educational parameters fixed in the regulatory framework of Russian higher education. The purpose of this research is to develop innovative educational programs at the stage of digital transformation of higher education and the transition to practice-oriented project training of University graduates in IT areas. The research tasks include the following stages: 1. Development of a conceptual model of an intelligent integrated educational environment based on the interface of ontologies of professional and educational standards. 2. Systematization and organization of elements of the digital repository and on its basis, the development of algorithms for generating educational-methodical and organizational-administrative content of the intellectual integrated educational environment. 3. Testing methods for generating content in the intelligent integrated educational environment. This task can be achieved only by integrating all components of the educational process into a single information and educational space. The solution to this problem is seen in the development of methods and tools for generating educational-methodical and organizational-administrative content based on the digital repository of the electronic learning system through knowledge management technologies that ensure the adaptability of the educational process using the ontological approach. Such work is currently being carried out at Plekhanov Russian University of Economics, including ICT areas. The analysis of professional activity of graduates of bachelor’s degree and master’s degree programs in terms of requirements of the Federal State Education Standards of Higher Education in the field of “Applied Informatics” has shown that these requirements with varying degrees of completeness correspond to a number of professional standards in the field of IT industry. As a result of the analysis of the factors for improving the quality of the educational process, the ways to improve training of bachelors in the field of “Applied Informatics” in the context of combining ontologies of professional and educational standards are outlined. The article also provides approaches to the development of an approximate basic educational program in this direction and reveals the method of its engineering, based on the interaction and composition of elements of the integrated information and educational space and, on its basis, semantic modeling and automatic generation of educational and organizational and managerial content. Thus, the proposed method will contribute to improving the efficiency of the educational process and meet the world trends in the development of science in this field of knowledge, which will bring the training of highly qualified IT industry specialists to a qualitatively new level.

The article is devoted to the problematic issues of integrating professional competencies into educational programs of higher education institutions. It is substantiated that the relationship between educational and professional standards should be deepened, which will ensure a balance of knowledge of applicants obtained during training in higher education, and requirements for jobs, achieving the necessary program learning outcomes that will be implemented in the labor market as effective human capital. The object of research in the article is the professional qualification of higher education students, integrated into the educational programs of higher education. The purpose of the study is to determine the prospects for the development of the system of professional qualifications for the quality implementation of professional competencies in educational programs of higher education institutions. The article performs a theoretical and analytical analysis of the prerequisites for the introduction of professional competencies in educational programs of higher education institutions. It is determined that professional qualifications should be awarded by a higher education institution on the basis of appropriate professional standards, which in turn reflect a person's ability to perform a certain set of tasks and responsibilities defined by the relevant profession. It is established that for the assignment of a certain educational or professional qualification it is necessary to have: an appropriate standard; the state (institution) authorized to assign the appropriate qualification; rules (procedure) for assigning a qualification, which includes criteria for assessing the achieved program learning outcomes. It is determined that the current challenges for the development of professional competencies and the creation of appropriate standards are the reorientation of the labor market in connection with the emergence of new qualifications; development of lifelong learning trends; creation of new preconditions for licensing of educational activity of higher education institutions; high requirements for the quality of higher education in higher education and for professional qualifications in the labor market; the need for cross-border recognition of educational and professional qualifications; development of non-formal and informal education. The main perspective steps for the development of the system of professional qualifications for high-quality implementation in higher education curricula are outlined, which include: international recognition of the adopted the National Qualifications Framework, creation of new generation educational standards, establishment of uniform requirements for recognition of professional experience. comparison of educational and professional qualifications, adoption of the Procedure for recognition in Ukraine of professional qualifications acquired in other countries, determination of an effective mechanism for recognition of competencies acquired in nonformal and informal education, creation of an effective register of qualifications, support of dual education 70 development, monitoring of education qualifications, approximation of professional qualifications to Multilingual Classifier of European Skills, Competences, Qualifications and Professions (ESCO). Today, changes are being made to the main regulatory documents in the field of education, which require a revision of the structure and content of federal state standards. In addition, the labor market requires synchronization of content with the requirements of specific industries. All this required a revision of the layout of the standard for secondary vocational education. Today, 100 educational standards are already in development.For the study, an analysis of the current federal state educational standards and their changes since their introduction in the system of secondary vocational education was carried out. And also considered the latest changes in the regulatory framework of secondary vocational education. Based on the method of analysis, the main changes in the structure and content of federal educational standards were identified. On the basis of the modeling method, the directions of changes in the approximate basic educational programs were determined.The changes identified in the course of the study will allow educational organizations to more successfully apply these standards in the development of basic educational programs.Changes in the vocational education system associated with the approbation of a new layout will allow the education system to respond to the dynamically changing demands of the labor market and provide training for workers who meet the modern requirements of the economy.
