The first steps have been taken to study microplastics in the beach areas of the Arctic seas and the southern part of the Far East. Researches have shown that the average concentration in the areas studied is about 1 particle per kilogram of beach ground which is significantly lower than in other regions of the world. However due to the difficult access and irregular nature of the work an objective situation cannot be presented yet.

The paper summarizes information on chromosome numbers (CNs) of the Grass species (Poaceae) in the flora of Russian Federation, obtained on the original material, most part - from the Russian Far East (RFE). In some species the CNs are known in Russia or in the world only from RFE, in some – from one locality or few, or from one subregion of RFE. The grass species in RFE often occur in mountain regions and near seacoasts; some species are endemics, some were studied near the limits of their geographical distribution areas. The diversity of CNs, the special features of the CNs distribution in some grass groups are discussed. The alien species are abundant in RFE, and their CNs are also involved in the study. For karyologically polymorphous species further studies are needed.

Introduction. The article analyzes the experience of creating and functioning zones of preferential economic regimes in the Asia-Pacific region. It is shown that in order to create better conditions for doing business on their territory, attract foreign and domestic investment, introduce innovative technologies, increase production volumes, increase the degree of localization and import substitution, increase exports of products and services, create new jobs. The APR countries are focused on the development and implementation of preferential economic regimes.Materials and methods. The methodological basis for the study of the formation and functioning of zones of preferential regimes are General scientific methods (analysis, synthesis, analogy) and special methods for analyzing the enclave approach, the theory of growth poles and growth triangles. The materials of the Far East development Corporation and the Ministry of the Russian Federation of the Far East and the Arctic development on the analysis of the practice of applying preferential regimes operating in the territory of the Russian Federation and abroad were used.Research result. The creation of preferential economic regimes with developed infrastructure in the last four decades in the Asia-Pacific countries has become a widespread practice that has allowed to expand the sales market, getting closer to the direct consumer, and minimize the costs associated with production and logistics through tax incentives and preferences.Discussion and conclusion. The Russian Far East, which is part of the Asia-Pacific region of the world, is inferior to the economic zones of the Asia- Pacific countries in terms of infrastructure quality and logistics development. It is concluded that additional measures are needed to support preferential regimes, increase investment attractiveness and improve the investment climate to ensure the competitiveness of the Far East in the Asia-Pacific region of the world.

The article presents one of the most promising and ambitious in socio-economic, political, humanitarian aspects of the Russian scientists’ project: “United Eurasia: Trans-Eurasian Belt of RAZVITIE — Integrated Eurasian Transport System (United Eurasia: TEBR-IETS)”. The main purpose of the project is to ensure the connectivity of the territories of the Russian Federation and their active development, first of all, the deep integrated development of Siberia, the Far East and the Arctic. The role of the project in the partnership of the progressive world community is great; the radically modernized Trans-Siberian Railway — the backbone of the project — is designed to connect the Far East, including Japan, with Western Europe and the USA in the future. This fact will make it possible to carry out on the territory of the Russian Federation and the countries included in the project, the systemic coordination of all types of transport, including river and nautical, to create a single world logistics complex of advanced technical and managerial development. The creation of the IETS will consolidate Russian geopolitical position as a transport bridge between the world economic and civilizational regions. It will create conditions for mutually beneficial cooperation with Austria, Germany, France, Czech Republic, Italy, Japan, South Korea, Singapore, India; will open up new opportunities for cooperation with North Korea, Canada and USA in the future. It will arouse interest from the PRC in the integration of a similar Chinese project, the "Silk Road" with the Russian Megaproject. The implementation of the Megaproject will allow Russia to offer the world a new effective version of a non-confrontational way of solving international problems, become a geo-economic and geopolitical integrator on the Euro-Asian continent, lay the foundations for the solidarity development of all civilizational centers around Russia as a civilization state, make it senseless and impossible to impose sanctions on Russia, and raise to a qualitatively new level of authority and the role of the Russian Federation in the modern world.

The article deals with the features of professional self-determination of schoolchildren in years 8–10 of Arctic and Russian Far East regions. The study revealed factors that influence the choice of future professions by schoolchildren; generalized schoolchildren’s ideas about the category of “profession” and its content; analyzed ideas of schoolchildren about their professional future; considered the interests of schoolchildren in building a successful career in the Arctic and Russian Far East regions. The results obtained showed that schoolchildren are more oriented towards higher education, and their chosen professions are in demand in the Arctic and Russian Far East regions where there is a deficit of qualified personnel. The students are optimistic about their professional future, and they also positively assess the opportunities of starting a career with Arctic and Far East companies. Every tenth pupil from Arctic regions and every fifth pupil from the Far East regions noted that they had planned professional implementation in these regions earlier, almost every third pupil was interested in it, but they are not sure that it suits them. The results of the research may be useful in planning themed career guidance activities aimed at involving young people in strategic regions of the country, and useful for career guidance specialists, educators, relevant authorities and researchers.

The interim results of the implementation of the new economic policy in relation to the Russian Far East are considered. A comparison is made of the macroeconomic and social results of the functioning of the Far Eastern economy during the period of implementation of the policy region (2015–2020) with the results recorded in the previous period of 2010–2014. The paper analyzes the report of the Ministry of Economic Development of the Far East and the Arctic of the Russian Federation on the results of the economic and social development of the region in 2020, which assesses the effectiveness of the new economic policy. An assessment of the ministry’s conclusions on achieving goals for the two main blocks of state policy implementation is offered – the formation of a stable trend of outstripping economic growth and the consolidation of the population in the region. It is shown that, within the framework of both blocks, no stable trends have been formed so far, corresponding to the quantitative parameters of the state priority in relation to the Far Eastern macroregion

Развитие научно-образовательной сферы в передовых странах мира за период с 1970 по 2020 годы характеризуется усилением международной конкуренции. В статье дан анализ территориальных особенностей и тенденций инвестирования в научно-образовательную сферу, динамики численности исследователей с учеными степенями и их подготовки по регионам Сибири и Дальнего Востока России. В регионах Сибири и Дальнего Востока в трансформации научно-образовательной сферы после 1991 года наметились негативные тенденции. В развитых странах мира в отличие от России, объемы инвестиций в научную сферу постоянно увеличиваются. Распределение фонда оплаты труда на научные исследования и разработки по субъектам Уральского, Сибирского и Дальневосточного федеральных округов характеризуется существенной территориальной дифференциацией и в большинстве субъектов оплата труда исследователей ниже среднего российского уровня. Большинство субъектов Уральского, Сибирского и Дальневосточного федеральных округов имеют недостаточное финансирование по текущим затратам на научные исследования и разработки. The development of the scientific and educational sphere in the advanced countries of the world for the period from 1970 to 2020 is characterized by increased international competition. The article analyzes the territorial features and trends of investment in the scientific and educational sphere, the dynamics of the number of researchers with academic degrees and their training in the regions of Siberia and the Russian Far East. In the regions of Siberia and the Far East, there were negative trends in the transformation of the scientific and educational sphere after 1991. In the developed countries of the world, in contrast to Russia, the volume of investment in the scientific sphere is constantly increasing. The distribution of the remuneration fund for research and development in the subjects of the Ural, Siberian and Far Eastern Federal Districts is characterized by significant territorial differentiation and in most subjects the remuneration of researchers is below the average Russian level. Most of the subjects of the Ural, Siberian and Far Eastern Federal Districts have insufficient funding for current research and development costs.

Drummondia sinensis Mull. Hal. var. ussuriensis (Broth.) Vitt has been found in Sokhondinskiy State Nature Biosphere Reserve (Zabaikalsky Territory, Southern Siberia). Earlier it was known in Russia from the southern part of the Far East as well as in north-eastern part of China and North of Mongolia. The type variety of Drummondia sinensis occurs in eastern part of China, Japan and India. Description and illustration of D. sinensis var. ussuriensis based on the material collected in Russia are given, comparison with close taxa is provided, and the world distribution is dicussed.

Modern trends in the development of the oil and gas infrastructure of the Russian Far East are considered. The main threats in the operation of oil and gas pipelines are described. The technology of complex protection of pipeline surfaces is proposed. Protection of the inner surface is achieved through the use of silicate enamel coatings, protection of the external surface – through the use of foam glass. On the basis of local silicate raw materials the technology of the described materials is developed, and their main properties are determined. Recommendations on the application of the developed technology for the protection of pipelines are given.
