Indonesia often experiences natural disasters, including in the city of Banda Aceh. Therefore, professional and proportional workers are needed. This research is important to do with the general objectives of knowing: "Performance Analysis of BPBD Civil Servants (ASN) in the Natural Disaster Management of Banda Aceh City". While the specific objectives are to find out: BPBD facilities in natural disaster management so far; ASN BPBD Qualifications in implementing natural disaster management; and Programs formulated and implemented by ASN BPBD in natural disaster management in Banda Aceh City. This study uses descriptive analytical methods with a qualitative approach to 10 (ten) subjects selected by purposive sampling. Data collection is done by observation, interview and documentary review. The data analysis technique was carried out in three ways, data display, reduction and conclution. The results of the study stated that the analysis of the performance of the State civil servants in the Implementation of Natural Disaster Management was not yet professional and proportional, both seen from the BPBD Facility, ASN Qualifications and the program of activities that were formulated and implemented that were not so synchronous, so it did not significantly affect the welfare of victims. For this reason, the government needs to review the synchronization of policies in terms of adequate regulations, institutions, employees and programs and finances.

Natural disaster managements in Indonesia carried out by the government seemed centralized, slow and is not well prepared. Even the government seems to ignore the management of natural disasters that has long been entrenched in the pulse of local community knowledge systems. Considerations in decision-making mitigation of natural disasters is too scientific-positivistic and ignores the philosophical aspect of the work. This paper attempts to offer a perspective of natural disaster management with support of Indonesian local wisdom and Heidegger hermeneutics. Most of the ethnic groups in Indonesia have already had a set or system of knowledge in the management of natural disasters. This knowledge system exists since the long experience of Indonesian society in dealing with natural disasters. This system is then passed on and transformed from many generations through oral hystory. Some studies indicate that local knowledge systems on the management of natural disasters so far   are very effective in minimizing the number of dissaster victims. In addition, Martin Heidegger hermeneutics offeres a concept of natural disaster management with the starting point of the idea of being-in-the-world.The idea is one of the basic principles of hermeneutics-facticity Martin Heidegger who supposes that a real human living being has awareness of this universe. In the 'living earth', man does not necessarily accept the fate thrown into the earth, but he has the ability to exercise the creativity for survival. As a result of the awareness of the throwness into the universe, in turn, human beings have awareness that they have a relation to one another, empathy and sensitivity as human beings.

<p>This research discussed Leadership, Competence and Performance on civil servants’ Career Development in Palembang City. With the aim of whether or not there was an influence of Leadership, Competence and Performance on civil servants’ Career Development in Palembang City. The population used in this research was Civil Servants (ASN) at the Secretariat Staff in the Government of Palembang City. The sample in this research was 100 respondents. The data analysis technique used was Structural Equation Modeling (SEM). The results of test proved that: 1). Partially the results revealed that there was a significant and positive influence between Leadership, Competence and Performance on civil servants’Career Development in the City of Palembang.2). Simultaneously Career Development was influenced positively and significantly by the Leadership variable, Competence and Performance.</p><p><strong><br /></strong></p><p><strong>Keywords:</strong>leadership, competence, performance, civil servants’ career development, Palembang city.</p>

Geographically, Indonesia is located on disaster prone area. Natural disasters such as earthquakes, tsunamis, floods, landslides, volcanic eruptions and non-natural disaster such as Covid-19 Pandemic often occur in various places in Indonesia including in Pidie Jaya, Aceh Province. These disasters have a big influence on many aspects of the socio-economic life of the affected communities. Managing disaster properly will reduce the risk so that it will provide security and resilience community that can anticipate all the impacts of disasters. Collaboration in the form of the Pentahelix Synergy concept involving elements of the Government, Society, Academics, and the Business Industries is one of the important aspect in disaster management. Furthemore, the mass media and the private sector will provide great energy to solve the problem during disaster. This paper discuss about the synergy of Pentahelix in dealing with natural and non-natural disasters in Pidie Jaya Regency, Aceh Province. The results will be useful as lesson learned to support National Security program in Indonesia.

This research studied the City Government’s endeavor of Banda Aceh to make the city as a civilized city model. Describing the efforts and constraints faced by the government, revealing responses of local citizens, and defining the present conditions of the city became the objective. A qualitative approach covering field observations, documents, and interviews, was applied and followed by data reduction, data display, and concluding. By involving related stakeholders, the new government duo headed by Aminullah Usman and Zainal Arifin has extended the Medium-term Development Plan to realize anew Long-term Development, Land Use, and Area Plan. Nevertheless, a lack of participation in the implementation of sharia appeared, less than optimal governance systems and uneven economic empowerment. Those generated varied responses from the lower, middle, and upper-class citizens. Therefore, to bring the glory of Banda Aceh, the duo has launched the concept of Banda Aceh the Brilliant City.

A natural disaster is an undesirable event and it can happen anytime. The government should be present to decrease the consequences of natural disaster, so it is necessary to make public policy and coordination between government agencies to handle a natural disaster. The purpose of this study is to analyze the influence of the implementation of disaster management policy towards coordination between regional work units in realizing the effectiveness of disaster management. The research methodology used is a quantitative method with path analysis technique. The research was conducted in Regional Disaster Relief Agency of Garut District (Indonesia) with 73 respondents. The results showed that the disaster management policy has a positive and significant effect on the coordination between regional work units in realizing the effectiveness of disaster management. The research finding showed that the good implementation of policy can be performed through improving coordination between Regional Work Units to realize the effectiveness of disaster management.

<p>Indonesia is one of the most prone countries to natural disasters in the world because of the climate, soil, hydrology, geology, and geomorphology. There are many different natural disasters, but the three most common natural disasters in Indonesia are flood, landslide, and tornado. This research aimed to cluster the provinces in Indonesia based on the flood, landslide, and tornado’s intensity in 2018. The results of clustering by K-Means method in this research divided the provinces in Indonesia into four clusters. The second cluster contained West Java, Central Java, and Bali, the third cluster contained DKI Jakarta, the fourth cluster contained DI Yogyakarta, and the first cluster contained the other 29 provinces. The result of this research hopefully can help the government in order to make decision and improve the natural disaster management system, such as preparedness, disaster response, and disaster recovery based on the most common disaster in each province. Furthermore, the society is expected to be more aware on natural disaster management based on the most common natural disaster in province that they lived.</p><p><strong>Keywords : </strong>natural disaster, cluster, k-means</p>
