The main purpose of this article is studying features of strategic management of the interaction of state institutions and enterprises from the position of finding compromise solutions, and the appropriate tools that allow ensuring a balance of interests of society and business in the implementation of foreign economic activity. The methodological basis of the study is game theory, since it is the most acceptable tool used if there is a conflict of interests of the parties. Moreover, the parties to such a conflict often make strategic decisions without knowing about the decisions of their opponents, which we observe in modern business. The game model of interaction between FEA participants and state institutions, developed in the main part of the study, is presented in the form of a non-coalition game. It has been established that the practical implementation of the found combined situation (solution of the game) fully relies on state institutions.

Global control of business by a state causes a conflict of interests and additional barriers to the development of international trade, which necessitates the formation of an appropriate strategy for balanced relations between business and society in the digital economy. Taking into account the main provisions of the agency theory, the choice of an effective strategy for interaction between state institutions and FEA participants requires the adoption of an effective toolkit for estimating such interaction. Using the main provisions of game theory, the study developed a corresponding game model, which includes three participants: state, economic operators, society. Based on the modelling of relevant processes, it was concluded that a state has 80 pure strategies, economic operators have 20 pure strategies, and society has 5 pure strategies, while results of a current game make it possible to determine the most advantageous situation of interaction for a state and economic operators.Thus, from the standpoint of regulating international trade, the issues of forming a balance of interests of all participants in this process allow to obtain positive results not only for specific business entities, but also for society as a whole.

This article examines the system of integrated enterprises activities, as one of the tools for increasing the competitive advantage in global market conditions. As well as, the paper provides the information for understanding the main business processes development tools, which can attract not only current customers, but even new ones. The development of strategic management system is one of the ways for effectiveness and operative activities improvements. This could lead to ensure financial and non-financial objectives in all the enterprises management levels. This corresponds the strategic analytical techniques – the balance scorecard application. The balance scorecard technique connects the strategy with business processes and operations, at the same helping to transfer the vision, mission and strategy to specific aims and tasks set in all the hierarchy levels in the enterprises. The research and practical implementation highlighted the new stage of balance scorecard effectiveness indicators – the system of integrated activities evaluation and their adoption for strategic decisions.

The purpose of the study is to develop a model of the influence of state institutions on the enterpriseeconomic security system of using the provisions of game theory. For each of the two participants in the game -state institutions and enterprises - proposed indicators determine the strategy of the game participant and theirbehavior in such a game. The content of each of the proposed indicators is considered and it is shown how theirvalue can be obtained. The proposed indicators for both participants in the game are leveled to a single scale.The indicators of the model of the antagonistic game between the enterprise and state institutions aredetermined that became the basis for the construction of the game model, which is a tuple. The developedmodel of the influence of state institutions on the enterprise economic security system, represented by acombination of possible strategies for the behavior of both participants in the game in hyper cubic fivedimensional space, which are expressed by the values of indicators for each of these participants, as well as thecalculated “gain” for each of these combinations. Using this model allows to achieve different resultsdepending on the goal of the study. The main result of the model is the search for a balance of interests in the“enterprise-state” system. That is, the search for those points of stable choice that can be obtained using thedeveloped model, namely: search for a local or general extremum in the game field, which will determine themaximum win for one of the participants or the total win of two participants at the same time; research andquantitative estimation of the actual and maximum possible negative impact of state institutions on theeconomic security system of business entities; determining the expected change in the influence of stateinstitutions on the economic security system of business entities due to changes in its strategy; theestablishment of the best strategy for a business entity in existing conditions, which, according to the selectedcriterion, will ensure the stable functioning of the economic security system at an enterprise; determination ofthe limits of the negative impact of state institutions on the economic security system of an enterprise.

There are few activities so susceptible to the impacts of the macro environment as tourism. In conditions of growing uncertainty, the importance of strategic management is steadily increasing. By studying the environment, by anticipating the future development and implication of trends on enterprises, and by developing appropriate strategies at a number of levels, strategic management seeks to actively influence the increase o f competitive advantages o f both the tourist destinations and tourist enterprises. The term “strategic management” implies a set of management decisions and actions that determine the long-term operations o f enterprises within the management system of tourism: guiding the enterprise by anticipating crucial environmental impacts and internal factors. This management concept is based on the assumption that making properly oriented strategic decisions minimizes the negative effects of the environment and creates strategic advantages for enterprises that can be capitalised only in the medium and long term (Čizmar S. (2001) Strateško upravljanje u funkciji učinkovitog razvoja turističkog ugostiteljstva u Hrvatskoj, doctoral dissertation, University o f Zagreb, Faculty of Economics, Zagreb, p. 3). It represents an integrated approach to strategic management that is the most acceptable for the development of Croatian tourism, as long-term positive results, in both market and financial terms, can be achieved by enterprises within the tourism management system of Croatia only by applying an integrated approach to strategic management, by horizontally and vertically linking the elements of all subsystems of the entire management system and by creating partnering relationships. The Croatian model of strategic management should involve the economic optimisation of all subsystems and systems by establishing efficiency not only across all subsystem elements, but through the system as a whole as well. The level of growth in entrepreneurship and innovations will determine the intensity and speed of positive development changes. These changes will also depend on establishing management responsibilities throughout all segments and managements levels of all subsystems, as well as tourism as an integral system. This paper deals with the issues of strategic management at a micro level with special emphasis on the development of responsibility for managing performance and capital investments.

In this article, we study a problem of dynamic task allocation with multiple agent responsibilities in distributed multi-agent systems. Agents in the research have two responsibilities, communication and task execution. Movements in agent task execution bring changes to the system network structure, which will affect the communication. Thus, agents need to be autonomous on communication network reconstruction for good performance on task execution. First, we analyze the relationships between the two responsibilities of agents. Then, we design a multi-responsibility–oriented coalition formation framework for dynamic task allocation with two parts, namely, task execution and self-adaptation communication. For the former part, we integrate our formerly proposed algorithm in the framework for task execution coalition formation. For the latter part, we develop a constrained Bayesian overlapping coalition game model to formulate the communication network. A task-allocation efficiency–oriented communication coalition utility function is defined to optimize a coalition structure for the constrained Bayesian overlapping coalition game model. Considering the geographical location dependence between the two responsibilities, we define constrained agent strategies to map agent strategies to potential location choices. Based on the abovementioned design, we propose a distributed location pruning self-adaptive algorithm for the constrained Bayesian overlapping coalition formation. Finally, we test the performance of our framework, multi-responsibility–oriented coalition formation framework, with simulation experiments. Experimental results demonstrate that the multi-responsibility oriented coalition formation framework performs better than the other two distributed algorithms on task completion rate (by over 9.4% and over 65% on average, respectively).

Purpose – to analyze strategic company management in the digital business environment. Design/Method/Approach. General scientific methods are applied: systematization, comparison, generalization, analysis, and synthesis. Findings. The essence of strategic management and its significance to a company has been analyzed. The relationship between strategic company management and digital business environment has been elucidated. Basic trends for doing business in the digital environment have been defined. Theoretical implications. Theoretical significance of the research is in the advancement of opinion on the strategic company management in digital business environment. Practical implications. The practical value of the research is in the possibility of applying the results obtained by both international and domestic companies for strategic management in the digital business environment that emerged as a result of the Fourth industrial revolution. Originality/Value. The main trends of modern business in the digital environment have been identified. The choice of strategies of multinational companies has been identified, as well as the areas of their application in digital business environment. Research limitations/Future research. The prospects for further research are to study the strategic management of international companies and analyze the impact of digital business environment on their development. Accounting means normally a basis while making management decisions; it is the information tool in order to highlight the strategies and to confirm their success. There are also cases where the roles are reversed and the management delineates the accounting directions according to the results obtained, thus being transformed from the company management for results to the results themselves. Even if over time, the information and activity monitoring techniques improved, the precision of the economic and financial data remains dependent on the reporting referential and the manipulation technique of the results. The article is meant to highlight the items capable to characterise the choice of a management based on results, the conditions of its development, how the financial and accounting information users are affected, particularly the investors, as well as how it can be detected. It is also highlighted the fact that the management based on results plays a very important role for the apparition and development of the accounting engineering at the level of company by the determination it exercises over the managers while achieving or surpassing the objectives. Thus, there is the issue of a false reflection of the company’s activity, regarded by the prism of the management objectives, making particularly sensitive the passage from the economic reality of the company to the management ideals of the management. The financial and accounting information remains as main source of reflection of the economic activity and of the results of these activities, both for the own managers of the entities and for the large diversity of third parties: providers, customers, employees, investors, banks, State institutions etc., that makes it vulnerable in front of the external actions. It is important that in any management plan, its accounting represents a source of information for the management and not a means of obtaining the results.

The article substantiates the theoretical and methodological principles of forming a methodological platform for diagnosing the economic activity of a trading enterprise as a basis for implementing a diagnostic process focused on the formation of special information used for making management decisions. It is noted that the diagnostics of economic activity of a trade enterprise as a component of management is a set of actions aimed at providing information support to management that requires from management staff systemic theoretical knowledge and applied skills of instrumental methods of identifying economic activity, trends, assessing causes of change, forecasting and the practical implementation of the identified opportunities to increase it, taking into account changes in the business environment and the needs of stakeholders. It is proved that the efficiency of diagnostics of economic activity is ensured by the appropriate methodology, which normalizes the organization of the diagnostic process, procedures and operations into a holistic system with clearly defined prerequisites, component composition and process of their implementation. The methodology framework is determined and the problem tree analysis of the formation of the methodological platform for diagnosing economic activity of trade enterprises is carried out. The architectural structure of the system of diagnosing economic activity of a trade enterprise through a combination of functional and support components, which are defining for productive functioning of the mechanism and efficiency of the diagnostic process, is considered. The sequence of stages of the diagnostic process and procedural aspects of verification of each of them is determined. It is proved that the efficiency of the process of diagnostics of economic activity is provided by an appropriate mechanism, which through a set of rules, special tools, methods and techniques launches and maintains a diagnostic study, thus ensuring the integrity of the diagnostic system. A conceptual model of the methodological platform for diagnosing economic activity of trade enterprises is developed, which integrates the identified preconditions and component composition of the methodology on the basis of systematicity and ensures the effectiveness of the process of obtaining information for management. The developed model allows to deepen and expand understanding of the essence of the system for diagnosing economic activity of the enterprise, its structure, regularities, the purposes and tasks of functioning, to provide high-quality instrumental support of the realization of diagnostic procedures and operations, to streamline the process of reception of the information for making management decisions focused on achieving target parameters of development of economic activity taking into account the dynamic changes in the business environment and consumer preferences.
