Global control of business by a state causes a conflict of interests and additional barriers to the development of international trade, which necessitates the formation of an appropriate strategy for balanced relations between business and society in the digital economy. Taking into account the main provisions of the agency theory, the choice of an effective strategy for interaction between state institutions and FEA participants requires the adoption of an effective toolkit for estimating such interaction. Using the main provisions of game theory, the study developed a corresponding game model, which includes three participants: state, economic operators, society. Based on the modelling of relevant processes, it was concluded that a state has 80 pure strategies, economic operators have 20 pure strategies, and society has 5 pure strategies, while results of a current game make it possible to determine the most advantageous situation of interaction for a state and economic operators.Thus, from the standpoint of regulating international trade, the issues of forming a balance of interests of all participants in this process allow to obtain positive results not only for specific business entities, but also for society as a whole.

The purpose of the study is to develop a model of the influence of state institutions on the enterpriseeconomic security system of using the provisions of game theory. For each of the two participants in the game -state institutions and enterprises - proposed indicators determine the strategy of the game participant and theirbehavior in such a game. The content of each of the proposed indicators is considered and it is shown how theirvalue can be obtained. The proposed indicators for both participants in the game are leveled to a single scale.The indicators of the model of the antagonistic game between the enterprise and state institutions aredetermined that became the basis for the construction of the game model, which is a tuple. The developedmodel of the influence of state institutions on the enterprise economic security system, represented by acombination of possible strategies for the behavior of both participants in the game in hyper cubic fivedimensional space, which are expressed by the values of indicators for each of these participants, as well as thecalculated “gain” for each of these combinations. Using this model allows to achieve different resultsdepending on the goal of the study. The main result of the model is the search for a balance of interests in the“enterprise-state” system. That is, the search for those points of stable choice that can be obtained using thedeveloped model, namely: search for a local or general extremum in the game field, which will determine themaximum win for one of the participants or the total win of two participants at the same time; research andquantitative estimation of the actual and maximum possible negative impact of state institutions on theeconomic security system of business entities; determining the expected change in the influence of stateinstitutions on the economic security system of business entities due to changes in its strategy; theestablishment of the best strategy for a business entity in existing conditions, which, according to the selectedcriterion, will ensure the stable functioning of the economic security system at an enterprise; determination ofthe limits of the negative impact of state institutions on the economic security system of an enterprise.

The main purpose of this article is studying features of strategic management of the interaction of state institutions and enterprises from the position of finding compromise solutions, and the appropriate tools that allow ensuring a balance of interests of society and business in the implementation of foreign economic activity. The methodological basis of the study is game theory, since it is the most acceptable tool used if there is a conflict of interests of the parties. Moreover, the parties to such a conflict often make strategic decisions without knowing about the decisions of their opponents, which we observe in modern business. The game model of interaction between FEA participants and state institutions, developed in the main part of the study, is presented in the form of a non-coalition game. It has been established that the practical implementation of the found combined situation (solution of the game) fully relies on state institutions.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

The modern period of reform of control and Supervisory activities is full of events, novelties of norm-setting, social experiments. In recent years, the main vector of reforms is aimed at respecting the interests of controlled objects in the preparation and conduct of control and Supervisory activities, the introduction of risk-based control, allowing to concentrate resources for control and supervision in those areas where there is a high probability of violation of the values protected by law. The article considers the dynamics and the main results of the reform of control and Supervisory activities. Among the positive results of the reform are the pilot implementation of a risk-based approach in control and supervisory activities, a system for evaluating the effectiveness and efficiency of control and supervisory activities. Some positive dynamics emerged in the application of checklists. From the point of view of the author, insufficient attention is paid to questions of a critical analysis of the need and sufficiency of control and supervisory activities in terms of the protection of legally protected values; the possibility of replacing state control and supervision by other, including non-state institutions. The author substantiates the conclusion about the analysis of the need for control (supervision), systematization of control and Supervisory functions and audit of mandatory requirements before making and implementing decisions related to the technological aspects of control (supervision). Also, proposals are made to adjust the provisions contained in the draft law “on state and municipal control (supervision) in the Russian Federation”.

In the world of business special attention is paid to entrepreneurs for their potential and large corporations for their impact on the market. Due to this, small businesses often fall short of resources and tools to help them grow. The aim of this dissertation is to introduce a framework for decision making to small businesses as a tool to help embed more structure into their organization. The framework was then applied to two distinct case studies to display its functionality and usefulness. The framework consists of several steps: 1) corporate plan and financial assessment 2) a current state analysis 3) a quantitative and mathematical feasibility study of the decision The framework in each case study resulted in an objective and qualified decision. It also suggests that, due to the unique structure and characteristics of each small business, the framework proposed would only be relevant and applicable on a general level and more work is required to refine the details in order to be able apply it universally to business entities with limited working capital.

The article discusses a number of problems and prospects for the development of competition in the context of the growing digitalization of the Russian economy. It is noted that the digital economy is becoming a relatively independent environment for the economic life of business entities. The reaction of the state, business and the population caused by the COVID-19 coronavirus pandemic served as a catalyst to accelerate the digitalization of the economy.Largely, this acceleration was due to the ineffectiveness of standard measures to combat the pandemic, which made it necessary to revise the “frame of reference” for the development of the economy as a whole, to adjust the traditional approaches to antimonopoly regulation.According to the authors, the modern economic policy of Russia should be aimed at preserving and developing domestic entrepreneurship interested in developing the national economic environment, using profits for the development of domestic markets.This approach creates the preconditions for the growth of a national socially responsible business focused on competing in foreign markets.To achieve this goal, it is necessary to update the existing legal instruments (including using the mechanism provided for by the National Plan for the Development of Competition in the Russian Federation) in the field of antimonopoly control, tariff regulation, public procurement in order to ensure the growth of the competitiveness of Russian goods (including services) in foreign markets.

Abstract Recently, Gene Grossman and Esteban Rossi-Hansberg (GRH; “External Economies and International Trade: Redux,” Quarterly Journal of Economics 125 [2010], 829–858) proposed a novel way to think about the implications of international trade in the presence of national external economies at the industry level. Instead of perfect competition and two industries, GRH assume Bertrand competition and a continuum of industries. GRH conclude that the equilibrium is unique if transport costs are low, that there is no trade for high transport costs, and that there is no equilibrium in pure strategies when transport costs are intermediate. In this note we reexamine the equilibrium analysis under different transport costs for a single industry (partial equilibrium) version of GRH’s model. We confirm many of GRH’s results, but also find that there are circumstances under which there are multiple equilibria, including equilibria in which trade patterns run counter to “natural” comparative advantage, and also find that there is a profitable deviation to the mixed-strategy equilibrium postulated by GRH for intermediate trading costs. We propose an alternative set of strategies for this case and establish that they constitute an equilibrium.

Due to the dynamics and uncertainty of the current network environment, access control is one of the most important factors in guaranteeing network information security. How to construct a scientific and accurate access control model is a current research focus. In actual access control mechanisms, users with high trust values bring better benefits, but the losses will also be greater once cheating access is adopted. A general access control game model that can reflect both trust and risk is established in this paper. First, we construct an access control game model with user behavior trust between the user and the service provider, in which the benefits and losses are quantified by using adaptive regulatory factors and the user’s trust level, which enhances the rationality of the policy making. Meanwhile, we present two kinds of solutions for the prisoner’s dilemma in the traditional access control game model without user behavior trust. Then, due to the vulnerability of trust, the user’s trust value is updated according to the interaction situation in the previous stage, which ensures that the updating of the user’s trust value can satisfy the “slow rising-fast falling” principle. Theoretical analysis and the simulation experiment both show that this model has a better performance than a traditional game model and can guarantee scientific decision-making in the access control mechanism.
