In the past two decades, in the context of internationalization of higher education, the formation of a digital society in Russia and overseas the requirements for higher education have changed significantly. Digital skills and competencies should be acquired by a person in the education system, so the role of higher education and learning in general is growing. The Chinese students’ influx to the Russian universities is increasing, which presents a challenge for the Russian universities to develop the digital skills of the Chinese students demanded on the global labor market. The main objectives of the study were to determine the basic digital competencies that Chinese students need to form in the process of training at the Russian higher school. The study was conducted at three universities in Yekaterinburg. The research methodology combined both qualitative and quantitative approaches. The primary data was collected using questionnaires and in-depth interviews. 500 Russian and 500 Chinese students were questioned on the basis of quota sampling. In-depth interviews with 50 experts were conducted. The study has revealed the basic digital competencies required by Chinese students. They include: the ability to quickly respond to the intensification of ICT development, the ability to independently master and create innovations, the ability to work in network organizations with a decentralized management system (including Russian-Chinese), the skill of continuous self-education, the skill of self-study situation analysis and the skills of operational decision making. The research has found that in modern Russia there is a need to coordinate interstate, regional and university levels of innovative educational cooperation between Russia and China, to train Russian highly qualified specialists for the implementation of bilateral digital educational cooperation and to increase the financial component of the innovative development of the Russian-Chinese educational cooperation. This article is the result of a study that discusses the paradigm of Langsa Aceh scholars (Islamic scholars) to overcome multiculturalism. This study also reveals the consistency of the agreement of Islamic scholars regarding exclusivity and inclusiveness; prevent the emergence of radicalism in the Islamic community, especially the urban areas of Langsa in Aceh. It discusses the phenomenon of recent recruitment by "brainwashing" in younger students because they filled with certain radicalistic ideologies. The teachings of Islamic education are more about claiming the truth of the religion itself and consider religion as the only one to achieve salvation (emphasizing claims of self-truth and safety). This research is qualitative with a descriptive-analytical application. Primary data obtained from in-depth interviews with sources of religious leaders, lecturers of Islamic Higher Education, teachers, non-Muslim students, and community elements. Reliability of piety in diversity and the paradigm of multiculturalism converted to statistical equations. Mathematical equations applied to the Cohen Kappa coefficient (a measure of authenticity) and measured between exclusivity and inclusiveness with the claims of self-righteousness and the safety paradigm of Islamic scholars. The level of agreement between the instruments assessed illustrates the reliability between assessors -IRR- the results of the informant's interview level of consensus are identified between the safety of the results of the consistency of the contract between piety and exclusivity, because self-claims show "lack" (kappa, 0.20-0.41) , while the agreement between service and safety is "very good" (kappa 0.81-0.90). With inter-assessor reliability, K = 0.89 with an extraordinary category.

This chapter describes the digital competencies that have become essential in the workforce and how higher education institutions (HEIs) are trying to keep up in a moment in which faculty members have been acquiring digital skills alongside students. A field study was conducted with faculty from HEIs in Mexico to identify the differences between the digital skills that faculty possessed previous to the pandemic and those acquired as a result of remote work. It also analyzes the digital tools they have been provided with to perform their jobs, the training they have received, and the digital skills that they still lack to help students acquire the digital competencies demanded in the workforce. The objective is to identify areas of opportunity and create general guidelines that will help develop critical digital skills. A literature review of the most relevant aspects of digital dexterity and digital competence in higher education (HE) is presented. An analysis of the current context and how it is producing changes faster than before is also included.

The aim of the work is to analyze the digital skills of teachers of Russian universities a year after the COVID-19 pandemic. The latest research on the digitalization of education, analysis of the digital competencies of teachers and tools to evaluate the digital skills of educators has been conducted. The results of a study conducted on a sample of Russian teachers are described. It has been revealed that teachers have an average level of digital literacy, and most educators are integrators and experts in the use of technology in the educational process. They are able to assess educational resources, create digital resources and share digital materials, cope with the problem of changing existing digital courses, etc. The findings are of interest both to the university’s professional development system, which develops the digital competence of its teachers, and for teachers who wish to improve their level of digital literacy through self-education.

The article critically examines how faculty in journalism and mass communication perceive the Covid-19 impact on higher education in Egypt. Using an online survey ( N = 135) and 14 in-depth interviews in spring–summer 2020, the article contextualizes the faculty’s ambivalent perceptions within the diffusion of innovation theory. The article bridges a gap in the existing literature by localizing this disrupted delivery in relation to the broader challenges and opportunities for diffusion of digital innovations in higher education. The results nuance the debate on digital education beyond a techno-determinist focus on digital skills to encompass societal awareness of regional and culture-specific digital inequalities.

From the beginning of the 21st century, digital competencies are perceived as a "requirement and right," as a "life/basic skill". The purpose of this article is to justify the creation of a blitz-survey, designed and conducted to determine the level of digital competence of students. The completed research will try to answer the question of how training in Faculty of Engineering and Technology develops the digital competence of students - future engineers, which factors influence the development and attitudes to improve this type of competence. The spectrum of components in the digital competencies is defined when developing the conceptual model of the study. The research model also reflects European documents in this area, the needs, and requirements of the labour market related to the training of engineers and the new approaches and paradigms in higher education. The questions were provisionally divided into seven sections, which also have connecting links. At this stage, the study was carried out with 280 students. The end goal of the scientific research is to suggest strategies for adapting the training of the students to the European requirements and the needs of the labour market in order to improve their employment status, their adaptiveness, and their professional development.

Subject. This article examines the practice of first-time applying the International Public Sector Accounting Standards (IPSAS) by Russian higher education institutions. Objectives. The article aims to identify and address the problems associated with such application, and conduct a critical analysis of Russian universities' compliance with the requirements of the International Standards on their first-time adoption. Methods. For the study, we used observation, systematization, and a comparative analysis. Results. The article examines and describes the practical experience of the first-time use of IPSAS in the preparation of reporting by Russian educational institutions participating in the Russian Academic Excellence Project (5Top100 Project). It presents the results of the most typical reclassification adjustments of reporting items made by the universities when preparing their inductive statements of financial position as of the date of transition to IPSAS. Conclusions and Relevance. Most of the universities studied complied with the requirements of the IPSAS first-time adoption and provided comparative information in their first IPSAS financial reporting. The importance of the study is to justify the provision that financial reporting in accordance with IPSAS is appropriate to improve the international competitiveness of universities, which makes it possible to better reflect financial information on the activities of universities. The results of the study can be used in the practical activities of the Russian economy public sector organizations, and in the educational process of higher education institutions.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

Talent retention and employee turnover are major concerns for higher education institutions (HEIs) because they are losing highly qualified staff to the private sector and to other HEIs that are able to offer better rewards and benefits. The turnover of talented staff is therefore a major concern for the institution under investigation. The retention and voluntary turnover decisions among a workforce of 4 651 employees was thus investigated. A quantitative cross-sectional study was conducted by means of the objective analysis of organisational data in combination with the structured questionnaire (organisational climate survey). Descriptive and inferential statistics were applied to analyse the data across demographic groups, including age, employment category (academic as well as professional and support), etc. The results indicated that the institution’s turnover rate was acceptable (4.34%) and that dysfunctional turnover was marginal because employees with below-standard performance ratings had voluntarily resigned. Positive correlations and significant beta (b) values were reported between Organisational citizenship, Leadership, My manager and Compensation and the employees’ intent to stay in or to leave the organisation. These organisational climate factors were found to explain approximately 30 per cent of the variance in the employees’ intent to stay in or to leave the organisation. The article recommends that a talent retention tool be developed. In addition, it contributes to the literature on retention and turnover of high-performing employees, as it underscores the importance of measuring employee turnover

Higher education institutions play a fundamental role in the scientific, economic, social, and cultural development of each and every society. In view of new challenges such as the COVID-19 pandemic, the importance of their social responsibility and ability to effectively communicate the socially–responsible activities which are performed is growing. The aim of this article is to analyze and evaluate the scope and structure of socially-responsible activities communicated on the websites of public higher education institutions operating in a small post-communist country where education plays a traditional role—the Czech Republic, and to formulate recommendations for improvement of the level of communication of social responsibility by higher education institutions. Primary data was obtained using latent analysis of the content of the websites of all public higher education institutions operating in the Czech Republic. The CE3SPA method was applied. The survey which was performed shows that the level of communication of social responsibility by higher education institutions in the Czech Republic is low. Activities in the field of economic and social responsibility are communicated in the greatest scope. On the contrary, activities in the field of environmental responsibility are communicated the least. Public higher education institutions in the Czech Republic should therefore apply the measures proposed in the article, these also being transferrable to practice in other countries.

Less than half of adolescent mothers graduate from high school and fewer obtain a post-secondary degree. The purpose of this study is to understand how Latina mothers who experienced childbirth during adolescence transition to parenthood and higher education. We conducted 13 in-depth interviews with Latina mothers enrolled in higher education. We found that Latina mothers’ persistence in higher education is influenced by psychosocial factors, initial commitments, academic and social experiences in college, and final commitments.
