RESUMO O Marco Civil da Internet (MCI), aprovado em abril de 2014, foi resultado de um longo processo de elaboração e discussão que enfrentou a resistência de vários setores e o apoio de novos atores emergentes. Este artigo analisa a história da construção da lei e traça a emergência de um ativismo em prol de direitos na internet que ultrapassou a fronteira entre sociedade civil e Estado. O mapeamento e o estudo da rede de ativismo permitiu mostrar como os atores-chave mobilizaram o Estado, atuaram dentro e fora das esferas de governo, modificaram pautas legislativas, abriram e aproveitaram oportunidades políticas na formulação do Marco Civil.Palavras-chave: Marco Civil; Políticas Públicas; Movimentos Sociais; Redes Sociais; Agenda-Setting.ABSTRACT The Brazilian Civil Rights Framework for the Internet (MCI), approved in April 2014, was the result of a long process that faced resistance from various sectors and, at the same time, received the support of emergent actors. This article analyzes the history of the MCI and the emergence of activism in favor of internet rights. This movement transcended the boundaries between civil society and the State. The study on the activists' network shows how key stakeholders mobilized the State, acting inside and outside government instances, modified legislative agendas and took advantage of political opportunities in the  formulation of the Framework.Keywords: Civil Rights Framework for the Internet; Public Policy; Social Movements; Social Networks.

Resumen: Este ensayo es una reflexión sobre el terrorismo, mostrando su evolución a través de la historia y su exacerbación actual, señalando además que el terrorismo de Estado, a pesar de ser la forma más mortífera, tiende a ser públicamente aceptada. De igual forma, enfatiza que el ataque a las Torres Gemelas se ha utilizado para justificar ataques preventivos, torturas y hasta la suspensión de la protección legal a prisioneros, y se pregunta cuál debe ser la política pública para combatir el terrorismo de una manera ética, mostrando por qué la solución del mal menor propuesta por Michael Ignatieff es sólo un viejo truco argumentativo y no conduce a cambios reales. Por ello, se insiste en el diálogo como forma de garantizar el reconocimiento de la diversidad, la defensa de los derechos civiles y el fortalecimiento de la democracia. Finalmente, se analizan diversos aspectos del militarismo, mostrando las relaciones de esta tendencia con el género y especí- ficamente con la masculinidad. Palabras clave: ética, terrorismo, militarismo, masculinidad, género Abstract: This essay reflects on terrorism, showing its evolution throughout history and its present-day exacerbation, also pointing out that terrorism on the part of the State, in spite of being the most deadly form, tends to be accepted by the public. Likewise, it stresses the way the 9/11 attack has been used to justify preemptive attacks, torture and even the suspension of political protection to prisoners, and asks what type of public policy must be used to fight terrorism in an ethical manner, showing why Michael Ignatieff’s proposal of the lesser evil is only an old argumentative trick and leads to no real changes. Therefore, there is an insistence on dialogue as the way to guarantee the recognition of diversity, the defense of civil rights and the strengthening of democracy. Finally, diverse aspects of militarism are analyzed, showing the relations between this tendency and gender, specifically with masculinity.Key words: ethics, terrorism, militarism, masculinity, gender

The communication of the Coronavirus crisis in Spain has two unexpected components: the rise of the information on social networks, especially WhatsApp, and the consolidation of TV programs on mystery and esotericism. Both have emerged to “tell the truth” in opposition to official sources and public media. For a country with a long history of treating science and the media as properties of the state, this very radical development has surprised communication scholars.

O artigo avalia a política pública de Ciência, Tecnologia e Inovação (C,T&I) do Governo do Estado Espírito Santo, no período 2012 – 2015, por meio da análise da elaboração e execução orçamentária, a partir de dados do Plano Plurianual (PPA) do referido período. A partir de análise teórica e metodológica a respeito de indicadores de C,T&I e de componentes do orçamento público, o desempenho financeiro dos programas e ações estaduais de C,T&I é avaliado de forma a identificar os eixos prioritários de atuação da política pública e sua execução em termos orçamentários. Mostra-se que gastos substanciais no período foram realizados com ações voltadas para as áreas de trabalho e educação profissional, que revelam falta de foco da política, além de evidenciarem a forte desproporção do volume de recursos destinados à pesquisa científica em detrimento do setor produtivo, fatos que mostram a necessidade de correções de rumo a respeito de como funciona um maduro sistema de C,T&I. Isso significa que a análise detalhada da elaboração e da execução orçamentárias, além de se revelarem importante fonte de dados sobre as políticas públicas de C,T&I, são requisitos fundamentais para o aprimoramento da política para as referidas áreas, pois permitem um maior refinamento tanto no planejamento como na execução de tal política. O Espírito Santo, apesar do esforço dos últimos governos, ainda apresenta indicadores de C,T&I que evidenciam grande atraso relativo frente aos Estados mais desenvolvidos. Assim, conclui-se que, para a elaboração de uma autêntica Política de Estado para as áreas de C,T&I, além do aporte de maior volume de recursos, é necessário um mínimo de planejamento estratégico e ativa coordenação governamental para as referidas áreas, e a análise da elaboração e execução orçamentárias deve ser parte integrante deste processo.Palavras-chave: Orçamento; Ciência, tecnologia e inovação; Economia Capixaba.  ABSTRACTThe article evaluates the public policy of science, technology and innovation (STI) of the Government of the State of Espírito Santo, in the period 2012-2015, by analyzing the elaboration and execution of the budget, based on data from the Pluriannual Plan of that period. Based on theoretical and methodological analysis of STI and public budget components, the financial performance of the STI programs and actions is evaluated in order to identify the priority axes of public policy and its execution in budgetary terms. It is shown that substantial expenditures in the period were carried out with actions focused on the areas of work and professional education, which reveal a lack of focus of the policy, besides evidencing the strong disproportion of the volume of resources destined to scientific research to the detriment of the productive sector, facts that show the need for course corrections regarding how a mature system of STI works. This means that the detailed analysis of budget elaboration and execution, besides proving an important source of data on STI public policies, are fundamental requirements for the improvement of the policy for these areas, since they allow a greater refinement both in the planning and execution of such policy. The State of Espírito Santo, despite the efforts of the last governments, still presents indicators of STI that show a great delay in relation to the more developed states. Thus, it is concluded that, in order to elaborate an authentic state policy for the areas of STI, in addition to providing more resources, a minimum of strategic planning and active governmental coordination is necessary for these areas, and the analysis of budget preparation and execution should be an integral part of this process.Keywords: Budget; Science, technology and innovation; Capixaba economy.

Churches and other faith-based communities have taken the lead in the human rights sector in Russia. At a time when many secular activists have been harassed, imprisoned, forced into exile, and even murdered, interfaith partnerships working on civil rights for minorities and migrants have been tolerated and officially recognized. Part of a long history of civic–oriented religious activism, they benefit from their legacy as moral leaders. While some religious activists have publicly challenged the Russian state’s authority and values, most have been careful to present themselves as partners of the state, even if their beliefs are not always fully aligned.

This chapter investigates the causal connection between the 2004 commemoration and another racially significant transformation: Mississippi Senate Bill 2718, an education bill mandating civil rights and human rights education in Mississippi schools. Providing historical perspective on the legislation—the first of its kind in the country—the chapter traces its origins to the fortieth anniversary commemoration in Philadelphia, Mississippi in 2004. After providing a brief history of school desegregation in Mississippi and previous efforts to mandate Holocaust education in the state, the chapter demonstrates how the 2004 commemoration and subsequent civil rights trial mobilized a new generation of local memory activists. When joined with institutional resources at the state-level, these developments generated the commemorative capacity for local organizers to institutionalize civil rights memory through curricular change. Thus, in contrast to other multicultural or human rights education mandates, which have typically been outgrowths of large-scale progressive social movements or the diffusion of global norms, Mississippi’s civil and human rights education bill emerged out of local commemorative efforts.

On Congressional approval in 2014, Brazil’s charter of civil rights for the Internet, the Marco Civil da Internet, was widely acclaimed as a template for national Internet policy elsewhere in the world. This was the result of a phenomenon I dub “draft once; deploy everywhere,” a pervasive belief in the universality of Internet law. This presumption underpins multiple charters of Internet rights drafted by digital rights organizations and policymakers. By showing how the Marco Civil was bitterly contested by blocks of powerful actors, the role played by Brazil’s recent history of dictatorship as well as its status at the margins of the global digital economy, I problematize the Marco Civil’s status as a global blueprint. This matters because without proper contextualization, the effective transfer of Internet law across national jurisdictions will be harder to realize, and their democratic virtues will prove more elusive.

At first glance, the relationship between philosophy and theory of law is not applied but is considered a purely theoretical aspect. This thesis is not correct due to the adoption of the European legal standard of human and civil rights, the role of philosophy of law, the foundations of the theory of state and law in the training of lawyers, the formation of future lawyers of high philosophical and methodological culture.In this article, based on the analysis of the history of philosophy of law and the general theory of state and law and their development, the authors justify as an autonomous status in the jurisprudence of the two disciplines, their relationship and vice versa - differences.To do this, the authors explored the historical excursion of world philosophical and legal thought, grouped scientific and theoretical views on the relationship between philosophy of law and theory of state and law and provided an argument for the close intersection of philosophy of law and theory of state and law, mobility between scientific disciplines.Close contact between philosophy and jurisprudence contributes to the understanding of law not only as a function of the state but also the essence of human spirituality.The authors concluded that the in-depth study of scientific and theoretical aspects of the relationship between philosophy, philosophy of law and theory of state and law is the result of bridging the gap between theory and practice and will further focus on expanding the interaction of philosophy, theory and law results of the functioning of the state and law.Emphasizing the relevance of the topic in terms of bridging the significant gap between theory and practice, between the declarative provisions of laws and their actual implementation, the legal, scientific community is increasingly expanding to enter the plane of the practical application of philosophical - theoretical thought.

This paper identified and analyzed some interactions on the internet in the daily of people living with HIV and AIDS (PLHA) in Brazil. As methods we made interviews with PLHA analyzed by content analysis and a virtual ethnography of a secret group of PLHA on Facebook. These are the following results: sociability produced in the internet helps to reduce suffering in relation to prejudice; there are not many welcoming zones for PLHA on the internet; PLHA linked to social networks have more encouragement to not give up the medication; negotiations about medication and symptoms take place in social networks. We conclude that there is a need to have welcoming zones to PLHA on the internet guaranteed by public policy; medical education needs to cover issues related to the internet and health.
