O objetivo do artigo é apresentar os resultados de pesquisa direcionada a avaliar o processo de implementação da Política da Educação a Distância (EAD) no Ensino Superior, tendo como referência empírica a experiência do Núcleo de Educação a Distância (Nead) da UFMA nos municípios de São Luís e Humberto de Campos, com vistas a identificar a interferência de diferentes contextos socioeconômicos, culturais, políticos e institucionais na dinâmica de tal processo. Adota-se o método crítico dialético para apreender a EAD como fenômeno inserido na totalidade da sociedade capitalista contemporânea. Desenvolve-se uma pesquisa avaliativa tendo como objeto o processo de implementação da referida política, a partir da experiência dos municípios selecionados. Além de pesquisa bibliográfica, documental e análise de dados secundários adota-se como procedimentos metodológicos, na pesquisa empírica.Palavras-chave: Estado. Capital. Educação a Distância. Este artigo tem por propósito apresentar o recorte da pesquisa de mestrado que analisou a compreensão do tutor, que atua no Ensino Superior, acerca da tríade da mediação. O referencial teórico relativo à Educação a Distância se pautou  nos documentos oficiais, que regulamentam a oferta desta modalidade de ensino entre Leis e Decretos, além de pesquisadores como Moore. Quanto ao conceito de mediação, apoiou-se  nas pesquisas realizadas por Masetto, Almeida, Moran, Freire e também no exposto nos referenciais de qualidade para a Educação a distância. A metodologia utilizada nesta pesquisa foi do tipo exploratória, de cunho qualitativo. Os procedimentos metodológicos foram estruturados na elaboração do instrumento questionário, aplicação e análise dos dados. A análise dos dados foi realizada em duas etapas: i. documental; ii.questionário aplicado aos participantes da pesquisa e relatos dos mesmos. Neste artigo se discute  parte da análise da segunda etapa, que descreve a atuação dos tutores em relação à mediação pedagógica, afetiva e operacional, tríade de mediação objeto de estudo dos tutores pesquisados. Os resultados evidenciaram que os tutores compreendem a importância da mediação em suas ações junto aos alunos, porém muitos ainda não compreendem a tríade de mediação como um processo contínuo e que os programas de formação continuada oferecidos pela instituição contribuem diretamente para o enriquecimento profissional de seus tutores. Palavras-chave: Mediação. Ensino Superior. AbstractThis article aims to present the outline of the master's research that analyzed the understanding of the tutor working in higher education about the mediation triad. The theoretical reference related to Distance Education, was based on the official documents that regulate the offer of this teaching modality between Laws and Decrees, besides researchers like Moore. As for the mediation concept, it was based on research by Masetto, Almeida, Moran, Freire and also on the quality references for distance education. The methodology used in this research was exploratory, qualitative in nature. The methodological procedures were structured in the elaboration of the questionnaire instrument, application and data analysis. Data analysis was performed in two steps: i. Documentary; Questionnaire applied to the research participants and their reports. In this article  part of the analysis of the second stage is discussed that describes the tutors’ role in relation to pedagogical, affective and operational mediation, triad of mediation object of study of the researched tutors. The results showed that tutors understand the mediation importance in their actions with students, but many do not understand the mediation triad  yet as a continuous process and that the continuing education programs offered by the institution contribute directly to the professional enrichment of  the students’ tutors. Keywords: Mediation. Cassava is a major food crops which widely developed in Lampung province, it caused   high adaptability, easily cultivated, smallest risk of failure, and high price. The study was objective to analyze competitive advantage of casava farming system compared to  maize and soybean farming system. The activity were conducted at Central Lampung regency from April 2012 to February 2013. The primary data were obtained from respondents with sample of 90 farmers, using survey methods with structured interviews and questionnaires. Secondary data were obtained from the office of relevant agencies and BPS Lampung. Data analysis were financial analysis and competitive advantage analysis. The results showed that cassava farming more profitable than maize and soybean farming system  income Rp.21.109.000/ha and R/C of 2,91 compared to corn farming income Rp.15.935.000 and R/C of 2,01 and soybean farming income Rp.5.187.800/ha and R/C of 1,48.  Cassava farming system will be competitive compared corn and soybeans farming on the productivity levels at least 34.567 kg/ha and 20,788 kg/ha and cassava price at least IDR 654/kg and IDR 394/kg.

The aim of this study is to examine the structure, tasks, and resources of distance education centers of Turkey universities to determine the changes occurring in the centers during the pandemic process by interviews with center employees and to create the framework for the tasks and responsibilities of centers. For this purpose, the organizational structure, tasks, and resources of distance education centers were examined by websites and a variety of documents by content analysis. Then, new tasks, problems, and solutions in the COVID-19 pandemic process were examined with semi-structured interviews with center employees, and changes in the structuring of center were determined. According to results, it is seen that there are more support requests coming to the assessment and evaluation unit than the normal process, communication problems with instructors, slowing and delayed question checks, and technical problems.

Resumo: Este estudo analisa a trajetória da educação a distância no Brasil, utilizando os dados do Censo da Educação Superior do INEP. Esses dados mostram como a educação a distância expandiu-se de forma acelerada, conduzida pela iniciativa privada, que detêm, hoje, mais de 90% das matrículas. A educação a distância se destina aos segmentos populares da sociedade brasileira e, por isso, oferece cursos baratos, breves e de baixa qualidade e se concentram nas áreas de formação de professores, administração e serviço social. Nessas áreas, a educação a distância está criando sérios problemas para os cursos presenciais, podendo, mesmo inviabilizá-los ao longo dos anos. Nesse sentido, este trabalho se constitui num alerta sobre os dilemas que a educação a distância está produzindo no Brasil.Palavras-chave: Educação a distância; Educação superior; Privatização da educação. Abstract: This study analyzes the trajectory of distance education in Brazil, by using data from the Higher Education Census of INEP. These data show how distance education has expanded rapidly, driven by the private enterprise, which now holds more than 90% of enrollments. Distance education aims at the popular segments of Brazilian society and, therefore, offers cheap, short and low-quality courses and focuses on the areas of teacher training, administration and social service. In these areas, distance education is creating serious problems for classroom courses, and may even make them unfeasible over the years. Recently, universities keep receiving complaints from the industries regarding the capability of engineering graduates when starting their new job. The complaints were always about the inability of the engineering graduates to adapt in the industry. This is due to minimum exposure of industrial training period given by university to them. As a result, most of fresh engineering graduates do not have enough industry experience that is demanded by industry. Worse case, there is mismatching skill during industrial training which not relevance to what they are studied before. This problem contributes to unemployment issue among engineering fresh graduates. The purpose of this paper is to review and analyse about the engineering competencies from all over the world. The paper is written on extensive secondary data analysis. It is revealed that the criteria needed by employers from most developed countries are almost similar. Based on summary, technical and non-technical skills are both important to become a competent engineer. There are some recommendations to develop and improve both technical and non-technical skills that can be emphasized by authorities of higher education especially in Malaysia.

The objective of this study is to investigate the role of agile teams in the service delivery of Saudi higher education amid the COVID-19 crisis. The qualitative design of this study allows for an open-ended data collection instrument defined by a semi-structured interview process and thematic data analysis. The study employs a purposive strategy to sampling whereby direct engagements are administered between the author and individual participants. The study therefore analyzes data inductively and reports results where codes are defined, patterns are identified, and themes are generated. The first theme is that the future of Saudi higher education is learner-focused. The second theme is that the value of agile teams increases in the level of operational complexity of distance education. The Fourth theme is that the COVID-19 crisis is leaving a permanent impact on the way higher education is delivered. The fifth theme is that the agility features of adaptability and responsiveness are highly desirable in Saudi higher education settings. The sixth theme is the great potential for agile teams in the delivery of distance education is to enhance learners’ labor market competitiveness while augmenting their sense of responsible citizenship. The study implies that agile teams have great potential in the service delivery of Saudi higher education.

O Estado do Rio de Janeiro, juntamente com as universidades públicas (federais e estaduais) sediadas neste estado, iniciou no período 1999-2000 a construção do consórcio Cederj. Neste artigo são apresentados alguns aspectos importantes que influenciaram decisivamente no planejamento inicial desse projeto, tais como o contexto histórico da Educação a Distância no Brasil e em outros países, a situação do ensino superior no Brasil à época, mostrando que a metodologia de Educação a Distância passava por uma transição entre instituições tradicionais? e instituições que iniciavam oferta de cursos com e-learning sob influência das novas tecnologias. É também descrito o desenho acadêmico do projeto inicial, com a distribuição de oferta de cursos semipresenciais no ensino superior nas instituições públicas e os resultados da implementação dos primeiros cursos, que geraram grandes desafios para a continuidade do projeto, considerado um dos casos mais bem-sucedidos dos dias atuais.Palavras-chave: Consórcio Cederj, Fundação Cecierj, História da EaD no Brasil, Darcy Ribeiro, e-learning, Ensino superior, Educação pública. Cederj Consortium: The History of Project ConstructionAbstractThe State of Rio de Janeiro, together with the public universities (federal and state ones) in this referred state, began in 1999-2000 the construction of the Cederj consortium. This article presents some important aspects that influenced decisively the initial planning of this project, such as the historical context of Distance Education in Brazil and in other countries, the situation of higher education in Brazil at the time, showing that the methodology of Distance Education went through a transition between "traditional" institutions and institutions that started offering e-learning courses under the influence of new technologies. It is also described the academic design of the initial project, with the distribution of the offer of blended courses in higher education in public institutions and the results of the implementation of the first courses, which generated great challenges for the continuity of the project, considered one of the most well case nowadays.Palavras-chave: Cederj consortium, Cecierj Foundation, History of EaD in Brazil, Darcy Ribeiro, e-learning, Higher education, Public education.

The goal of this article is especially to provide information about the current situation as it pertains to the application of CSR principles within the Czech football environment, both on the part of the executive bodies in Czech football (the Football Association of the Czech Republic – FACR and the League Football Association – LFA) and all the clubs participating in the top football competition in the Czech Republic. This article combines the conclusions from secondary data analysis, content analysis of websites (top managing bodies of Czech football and all participating clubs of the highest Czech football league) and the author’s own empirical investigation based on a series of semi-structured interviews.

Through the lens of complexity theory and by utilizing the methodological framework set forth in Gander’s 1999 article regarding internal and external organizational elements of administrative intensity, this secondary data analysis study linked the internal organizational elements of administrative intensity to institutional results as evidenced by higher education student retention and graduation rates. Representing institutional investments, efforts, and outcomes from 2004 to 2014, three years of data reporting were gathered from the Integrated Postsecondary Education Data Set (IPEDS) and were then cleaned per secondary data analysis techniques. Using canonical correlation analysis, the internal elements of administrative intensity were correlated with student retention and success. Findings indicate the relationships of internal elements of higher education institutions on student retention and success, which was measured by four-year, six-year, and eight-year graduation rates. The discussion includes education policy implications.

This paper aims to describe the perceptions of undergraduate female students from public and private institutions about distance education during confinement due to COVID-19 in three cities in the state of Yucatan. The methodology used was mixed research methods, based on semi- structured interviews and data analysis from national and international sources. Among the findings the challenges of both groups of students in the implementation of online education during the first months of the pandemic in 2020 were recorded. This paper's distinctiveness is that it contributes to research on the advancement of girls’ education, through the collection of primary information, in order to make suggestions that allow them to continue in the national educational system.
