Abstract. Pennsylvania enacted an Environmental Good Samaritan Act (PA EGSA) in 1999. The law is intended to encourage landowners and others to reclaim abandoned mineral extraction lands and abate water pollution caused by abandoned mines or orphaned oil and gas wells. The law protects landowners, groups and individuals who volunteer to do such projects from civil and environmental liability under Pennsylvania law. Prior to the PA EGSA, anyone who voluntarily reclaimed abandoned lands or treated water pollution for which they were not liable could be held responsible for treating the residual pollution under Pennsylvania law. This dissuaded people and groups from pursuing these types of projects. Only projects approved by the Pennsylvania Department of Environmental Protection (PA DEP) prior to construction are eligible for protections under the PA EGSA. PA DEP has developed a project proposal form for participants and landowners. Each proposal must identify the project participants and landowners, describe the location of the project and the environmental problems that will be addressed, and establish a work plan for the proposed project. The PA DEP evaluates each proposal to determine if the project is capable of reclaiming the land or improving water quality. The PA DEP will also advise participants on any permits that may be required. Once the project is approved, PA DEP will maintain a permanent record of the participants and landowners who are protected under the PA EGSA.

goal of the present discourse analysis is to report on the initial results of a DFG project on communication in interdisciplinary projects. Based on a case study, the following questions were investigated: 1) at what times or phases of a project communication problems occur, 2) what kinds of problems occur as a result of knowledge asymmetries, and 3) which interactive and discourse roles do participants take on when facing such problems? Three main conclusions can be drawn from the findings; first, that linguistic-communicative problems occurring in interdisciplinary projects are not simply a result of attempts to find a “common language”, but are grounded in issues of contextual, methodological, organisitory, and socio-pragmatic agreements. Second, these communication problems arise during the initial, preparatory phases of a project, earlier than social scientific process models suggest, i. e. as early as the writing and submission of the project proposal, as opposed to when the project work actually begins. Third, that these problems, induced by the inevitable presence of knowledge asymmetries among participants, must be resolved not only through active and consistent meta-communication, but also through meta-meta-communication. Evidence for these findings was gathered by means of interviews with project participants in which they reflected on the phase of jointly writing their project proposal from the perspective of their respective disciplines.

Currently, the issue of preservation and effective use of cultural heritage is relevant. Bryansk region has a significant number of valuable historical and cultural monuments. Almost every district is rich in unique places of interest, a special place among which is occupied by the estate. Within the framework of the concept of landscaping of the estate of Alexei Konstantinovich Tolstoy in the village of Krasny Rog, Pochepsky district, Bryansk region, together with the company "Bryanskpromburvod" were carried out field surveys, engineering-geological, hydrological surveys and other necessary activities in order to compile a pre-project proposal for the reconstruction of the source of artesian water, taking into account archival and bibliographic materials, with minor changes in view of the current state of the territory of the object of cultural heritage. Taking into account engineering-geological and hydrological researches, results of full-scale inspection of the territory, the technology of drilling of a well, necessary materials and the equipment for its arrangement is picked up. The article considers the issue of attracting tourists and vacationers to the source of artesian water in the estate of Alexei Konstantinovich Tolstoy. Above the source it is recommended to install a pump room for the release of water, in order to protect it from pollution, and perform it in the architectural style corresponding to the period of life of Alexei Konstantinovich Tolstoy in the estate. Historical and cultural heritage can act not only as a factor in the development of spiritual life, but also as one of the promising areas of economic development in the Bryansk region. The attractiveness of the Museum-estate increases the tourist attendance, and part of the funds can be used for the maintenance of cultural heritage.

AbstractLock-in is defined as the tendency to continue with an inefficient decision or project proposal. The front-end phase is critical to project success, yet most studies have focused on lock-in in the implementation phase. Moreover, little is known about the way in which decision-makers perceive the risk of lock-in. In this paper we identify determinants of lock-in in the front-end phase and we reveal decision-makers’ perceptions of risk of lock-in. Our findings show that risk attitudes towards lock-in vary with the level of risk aversion. However, this is not sufficiently acute to drive the level of regret needed to avoid lock-in. This implies that decision-makers do not accurately assess the risk of lock-in and as such their risk perceptions are a mediating factor in the formation of lock-in. Based on escalation of commitment, path dependency, and prospect theory, the main contribution lies in providing a more comprehensive understanding of lock-in in the front-end phase.

AbstractThis paper addresses implementation with respect to the professional development (PD) of teachers of mathematics and the educators/didacticians who work with them, through an inquiry-based developmental model. In contrast with a PD model in which educators show, guide or instruct teachers in classroom approaches and mathematical tasks, we present a developmental model in which teachers and educators collaborate to inquire into and develop their own teaching practice. The project, Learning Communities in Mathematics (LCM: e.g., Goodchild, Fuglestad and Jaworski, 2013) exemplifies this developmental model. Here we focus on a project Teaching Better Mathematics (TBM) which extends LCM and implements its developmental model at larger scale. We trace the implementation process through analysis of data gathered during and after the extended project, including written reflections of key didacticians, minutes from leadership meetings and two versions of the project proposal. Particularly, we trace learning and development through an activity theory analysis of the issues, tensions and contradictions experienced by participation in TBM.

The DeSTT concept of teacher training for leadership examines the importance of non-formal education, i.e., training for teachers. The monitoring study revealed the urgent needs of Kazakhstani teachers in training their leadership skills. The paper analyzes two sets of research questions (each consists of 6 sub-questions), which we defined as follows: 1) What are the challenges of teacher training/upskilling for leadership and their involvement in the local community? This group of questions was studied at the stage of preparing the project proposal. 2) What are the impacts of DeSTT training on teachers' leadership skills and experiences? This group of questions was studied during the 2nd year of the project lifetime. The purpose of this paper is to indicate the findings and implementation of the concept of preparing teachers for leadership from the project proposal launch to the execution of pilot trainings. Research methods employed in the study are interviews of universities specialists and analyzes of the State data/reports for the project proposal. Observations of training participants and post-training interviews were used to study the 2nd group of research questions. The findings of the study confirm the data obtained in both groups of interviews and observations. Participants were enthusiastic and interested in the pieces of training, aware and confident of the need to continue learning, share experiences, and develop leadership skills achieved in DeSTT training. The reflection on the central terms of leadership and training has proved to be crucial for teachers. Further research is to survey the implications of the DeSTT project for all its consumers. The dissemination and sustainability perspective of the project is to collaborate with the National Center ORLEU for training leadership skills to the instructors from 17 regional branches who, in turn, will train teachers for leadership. The authors acknowledge the Erasmus Plus CBHE for funding the DeSTT project.

This report reviews the overall status of the development and planning activities of compact accelerator-based neutron sources in Korea. For the last decade, the demand for the technology development and application of CANS has significantly increased, and becomes widely accepted by the science, engineering and industry sectors. Since the first technical workshop focused on CANS under the support of the Korea Nuclear Society in fall 2016, there have been numerous efforts to launch projects by several groups. Although unsuccessful, two CANS projects were newly launched in 2020. One is the 30-MeV cyclotron-based neutron source for industrial neutron imaging at the Korea Atomic Energy Research Institute (KAERI), and the other is the BNCT technology development at the Korea Institute of Radiological & Medical Sciences. A project proposal for an expansion of the proton LINAC facility at KAERI to 200 MeV for semiconductor irradiation testing through the produced neutron field is now almost complete and will be submitted to the government funding agency for review. The CANS project for BNCT based on the proton LINAC developed by the Dawonsys consortium is briefly described. The new neutron source based on electron LINAC is prepared by the Pohang Light Source laboratory, and the initial consideration and application targets are also described. A new strategic plan for national R&D on radiation technology and the enforcement of its infrastructure is still under way, and a more systematic approach to the development and application of neutron sources will be implemented through the strategic planning.
