Currently, the issue of preservation and effective use of cultural heritage is relevant. Bryansk region has a significant number of valuable historical and cultural monuments. Almost every district is rich in unique places of interest, a special place among which is occupied by the estate. Within the framework of the concept of landscaping of the estate of Alexei Konstantinovich Tolstoy in the village of Krasny Rog, Pochepsky district, Bryansk region, together with the company "Bryanskpromburvod" were carried out field surveys, engineering-geological, hydrological surveys and other necessary activities in order to compile a pre-project proposal for the reconstruction of the source of artesian water, taking into account archival and bibliographic materials, with minor changes in view of the current state of the territory of the object of cultural heritage. Taking into account engineering-geological and hydrological researches, results of full-scale inspection of the territory, the technology of drilling of a well, necessary materials and the equipment for its arrangement is picked up. The article considers the issue of attracting tourists and vacationers to the source of artesian water in the estate of Alexei Konstantinovich Tolstoy. Above the source it is recommended to install a pump room for the release of water, in order to protect it from pollution, and perform it in the architectural style corresponding to the period of life of Alexei Konstantinovich Tolstoy in the estate. Historical and cultural heritage can act not only as a factor in the development of spiritual life, but also as one of the promising areas of economic development in the Bryansk region. The attractiveness of the Museum-estate increases the tourist attendance, and part of the funds can be used for the maintenance of cultural heritage.

In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

Immovable cultural heritage creates a background for sustainable cultural development of cities. As a cultural artefact, it appears in two-fold situation in the above-mentioned context. Firstly, the continuity of the valuable features as carriers of cultural content should be preserved. Secondly, the possibility of the evolution (functional, spatial or social) of the object should be assured. Now the valuable features of the immovable cultural heritage are described in a static, quantitative ways with focus on phenotype, e.g. spatial volume, place, details of architectural style, number and places of windows, etc. Such type of description without any argumentations is practically closing any possibilities for further evolution of the protected objects. It is especially true if we speak about urban valuable structures. The authors of the article present a proposal for dynamic, genotype oriented modelling of the possible evolution of the former military town of Kaunas Fortress as an example of immovable urban cultural heritage. The model is based on the evaluation of changes in the cognition of urban structure with presentation of complex numerical values. Research included the following parts: historical urban development analysis of heritage territory, current state analysis, investigation and modelling of territory spatial structure genotypic changes. The results of the presentation demonstrate the limitations and subjectivity of the present system of description of valuable features of the objects of immovable cultural heritage and present the possible way for the improvement of the situation.

The role of cultural heritage in the socio-economic development of regions and communities is shown in the paper, namely, its importance for potential development opportunities of the tourism and recreational industry. The model of using cultural heritage at the regional and local levels with the purpose of creation of tourist and recreational cluster "Nevitsky Castle" is proposed. The methodology of attracting internal investments in the form of remittances of migrant workers, budget assignments of all levels, and small business resources for the development of the territory has been elaborated. The current state and features of the territorial organization of Zakarpatska Oblast tourist potential are analyzed. Tourism is proven to be one of the most profitable sectors of the world economy, which is developing most dynamically and is among the most important factors of socio-cultural development that contribute to improving the level and quality of life of the population. That is why attention is paid to the priority of the tourism and recreational industry in the economy of the region. Specific proposals for the implementation of public-private partnership based on the example of the tourist and recreational cluster "Nevitsky Castle" are developed in such a way that everyone gets their own benefit – an investor does not need to buy the land, the state guarantees the permitting and documentary support, creates an infrastructure component, and participates in the restoration of a cultural heritage object, while a private partner invests his own money and entrepreneurial experience, effectively manages his own project, involves modern technology, creates jobs and fills the budget. The creation of appropriate conditions in the real sector of the economy for the return of migrant workers and productive use of their savings and for the implementation of the President of Ukraine initiative "Come back and stay" and the Government Program of micro and small business lending is scientifically substantiated. The systemic use of cultural heritage as an important factor for the social, economic, and cultural development of territories of different administrative levels is recommended.

Benchmarking as a tool for the effective management of the economic development of a voluntarily amalgamated territorial community (ATC) is researched. The effective use of “benchmarking” technology (based on creativity and effective use focusing on the best practices for further synergizing results) is an inalienable prerequisite for the successful development of newly territorial systems. The expediency of introducing a benchmarking tool through a change in the public administration model is substantiated. The authors identify the key issues that the territorial entities, as independent market players, face as a result of the reform implementation of the territorial organization of power. The emphasis is on the advisability of the three-sector local economic development (LED) management, based on cooperation between the public sector (government), the economic sector (business) and the non-governmental sector (community) to improve the quality of life and the community’s economic potential. The selection criteria of the LED stakeholders that can become the real change drivers for better are studied. The results obtained by studying the current state of an ATC in comparison with others are summarized in the economic profile of the community. Factors that determine the feasibility of compiling an economic profile are identified and, at the same time, are considered as a kind of incentive for all participants in participative planning to become users of this information. The incentives are grouped according to the LED stakeholders’ groups. Possible LED tool sets are identified. Arguments are presented in favor of such LED tools as creating the agricultural cooperatives, establishing the local development agencies, and developing the territories of business presence. The components of project proposal, as a basis for project evaluation from the standpoint of economic and social utility for the community, are determined.

Lviv region has significant deposits of balneological resources, in particular, mineral waters and peloid among other regions of Ukraine. These resources are a valuable element of the recreational potential and socio-economic development of the region. On this basis, several balneological resorts have been developed with appropriate sanatorium infrastructure and the sphere of wellness services. The natural healing resources (mineral waters and peloids), which are widespread in Lviv region and used in small balneological resorts, are characterized. To small resorts we include resorts placed in towns Velykyi Lubin, Nemyriv, Shklo and in the village of Rozluch. They have some similarities in the functioning and take less than 5000 vacationers per year. Therefore, the purpose of this article is to investigate the current state of functioning of small balneological resorts of Lviv region. This will help us to evaluate their potential, make more effective utilizing available natural resources and prevent the emergence of environmental problems, which are typical in large and medium-sized resorts. The main balneological resources at these resorts are mineral waters for external and internal use. In addition, Velykyi Lubin resort is the one resort, which has reserves of peloid in a great amount and utilize it for treatment. Results: Maximum exploitation of balneological resources on small resorts is lower than 20 % of reserves. A common feature that brings together all the small resorts are irrational use of balneological resources and the presence of some environmental problems associated with problems in resort infrastructure. Small resorts can become powerful health-improving and tourist centres as other resorts in Lviv region. They also can provide economic development for themselves and the territorial communities around them. It is necessary to establish a high level of resort infrastructure, which can satisfy a growing demand in balneotherapy for future purposes. This article examines the specific features and problems of economic development of Navoi region. It is known that today a "completely new system of rapid economic development of the regions of the republic, including the organization of the effective use of their natural, economic and human potential" has been introduced. This system is implemented on the principle of "neighborhood - district (city) - region - republic." It requires the development of targeted practical measures for the development of the region, taking into account the specifics of the regions and the level of development. This is because the location of the productive forces of the regions differs from each other by their natural and economic potential. In particular, research aimed at ensuring the sustainable development of Navoi region, which is of strategic importance in the country, improving the living standards of the population, increasing production and export potential, effective use of natural and economic potential is of great importance. The article assesses the current state of specialization of the economy of the districts of Navoi region and develops recommendations for future specialization through the effective use of existing opportunities;

Cultural and natural heritages are considered invaluable resources, creating a unique tourist attraction for each country. However, knowing how to use this heritage for sustainable tourism development, while preserving and promoting the heritage value for future generations is not a simple task. This article focuses on the values of cultural heritage and the importance of maintaining and promoting it while integrating with the environment for the development of society. It discusses the current state of cultural heritage preservation and promotion in Vietnam, showing examples of development with disregard to the heritage and the environment, why it is necessary to have sustainable development in active culture conservation, as well as the relationship between the preservation, promotion of the cultural heritage and the socio-economic development and the environment. A perspective on the cultural heritage value in sustainable development is also given. Through the reading of supporting materials and the comparison of survey data, it is clear that the preservation of cultural values not only contribute directly to the socio-economic development of a country similar to Vietnam, but also to help create new values in later generations. Therefore, it is concluded that a sustainable approach to the conservation of cultural heritages is very important for the future handling of such irreplaceable resources.

The current state of the Moscow Metro station of the first priority that became operational in 1935 does not allow it to be called a cultural heritage site. This is due to the fact that lighting modernisation carried out by the Moscow Metro was based on fluorescent lamps. Such lamps are more energy efficient compared to incandescent lamps, which were used in original lighting devices specified in the Station Lighting Project developed by architects and designers. However, they significantly changed the station appearance, transforming the originally designed station with entire well visible architectural tectonics?1 from the standpoint of lighting into a simple, flat, unremarkable, and little loaded station of the Moscow Metro./br> This paper describes a method of lighting reconstruction at Krasnoselskaya station by means of original lighting devices that meet modern standards and requirements for cultural heritage sites. The historical analysis on the development of the station lighting environment was conducted during its operation in order to understand what kind of station was conceived by its architects, what changes occurred with its lighting over time, and how it influenced the station appearance and safety of passenger transportation.

The purpose of the research work is to analyze the norms of Federal laws, as well as the laws of the Russian Federation's constituent entities, devoted to the definitions and classification of the concepts “cultural heritage”, “historical and cultural monuments”, “cultural values”. Conclusions obtained in the course of the research: based on the study of current legislation, it is concluded that the definitions of “cultural values”, “cultural property”, “objects of cultural inheritance” contained in various normative legal acts differ in content. Based on the research, the author proposes the concept of “cultural values”.
