Information and communication technologies have become vital in the educational realm over the past two decades and a significant subject in the language educational system. E-materials are not available for all the students, and that causes an impediment for English foreign language teachers at Dr. Moulay Tahar University of Saida-Algeria. The research paper aims at investigating e-teaching and e-learning effectiveness in the Algerian university. The first research tool was an interview with teachers at the Department of English Language and Literature, Saida. The second research instrument was observational classroom sessions. Second-year students were observed for 2 months (20 sessions in 2020–2021). The findings revealed that e-teaching and online learning are in vain as they are still new for both tutors and learners. Thus, e-education ought to start at an early age so that learners will get used to it. Both students and teachers should be trained in virtual learning and teaching methods.   Keywords: Algerian EFL students, English, ICT, online learning, language: e-teaching.

The study identifies the peculiarities of e-learning in the transitional period in secondary vocational and higher education in self-isolation mode, caused by COVID-19. In this research, the authors aim to determine the capabilities of online learning tools and Information and Communication Technologies (ICT) implemented in the academic process for all levels of Higher Education: Bachelors / Masters Degree Programs.

Due to the COVID-19 pandemic, several educational institutions needed alternatives to continue the processes of teaching and learning. As an alternative, we can mention E-Learning that uses Information and Communication Technologies promoting online learning. In this sense, a group of students at a Brazilian university was asked whether they know this modality and the experiences, they have lived cause positive expectations for the resumption of the school term remotely. Most students who know E-Learning feel more optimistic, while the others who do not know that the lack of experience with the sport leaves them in a more challenging situation. The main challenges identified are excessive asynchronous activities and short deadlines. Therefore, it is believed that planning combined with teacher training in E-Learning can contribute to educational processes.

For many years, discussion of online learning, or e-learning, has been pre-occupied with the practice of teaching online and the debate about whether being online is 'as good as' being offline. The authors contributing to this paper see this past as an incubation period for the emergence of new teaching and learning practices. We see changes in teaching and learning emerging from the nexus of a changing landscape of information and communication technologies, an active and motivated teaching corps that has worked to derive new approaches to teaching, an equally active and motivated learning corps that has contributed as much to how to teach online as they have to how to learn while online, with others, and away from a campus setting. We see the need for, and the emergence of, new theories and models of and for the online learning environment, addressing learning in its ICT context, considering both formal and informal learning, individual and community learning, and new practices arising from technology use in the service of learning. This paper presents six theoretical perspectives on learning in ICT contexts, and is an invitation to others to bring theoretical models to the fore to enhance our understanding of new learning contexts.
