Abstract   From Syria, in which the domestic quagmire erupted in 2011 migrated more than three million people in the late five years according to formal statistics. After emergence of migrant influx, Turkey embraced open door policy and built sheltering centers in the neighboring cities right after the appearance of migration wave. There are 253.748 refugees in 10 provinces at 24 different according to data on September 2016. Firstly, this study aims at investigating the various camps located on the different parts of the world built due to migration waves and whether they met the foundation targets of not. Secondly, the governance of refugee camps in Turkey and the position of these camps in refugee crisis is to be concerned and compared in compliance with the similar instance in the world and Turkey from a multidimensional perspective. AbstrakKrisis pengungsi di Eropa membuat negara-negara Eropa kewalahan dalam menerima pengungsi, namun berbeda dengan Jerman. Jerman menerapkan Kebijakan Pintu Terbuka untuk menangani krisis pengungsi dan menerima mereka dengan tangan terbuka, terutama dari Suriah. Penelitian ini bertujuan untuk menganalisa mengapa Jerman menerima pengungsi Suriah dalam jumlah banyak melebihi negara Eropa lainnya. Penelitian ini menggunakan konsep memori dan trauma dalam dunia politik untuk menjelaskan Kebijakan Pintu Terbuka Jerman. Trauma dan memori merupakan salah satu faktor penting yang dapat mempengaruhi pola kebijakan suatu negara. Penelitian ini berargumen bahwa Kebijakan Pintu Terbuka Jerman didasari faktor masa lalu Jerman yaitu Holocaust. Metode yang digunakan adalah metode kualitatif dengan tipe penelitian eksplanatif. Hasil penelitian menunjukan bahwa trauma akibat Holocaust menciptakan memori yang mempengaruhi politik Jerman kontemporer dan berpengaruh terhadap kebijakan yang diterapkan Jerman saat ini. Jerman berharap dapat memperbaiki citra positifnya dengan menerapkan Kebijakan Pintu Terbuka.Kata Kunci: Memori, Kebijakan Pintu Terbuka, Trauma AbstractRefugee crisis in Europe made European countries overwhelmed in accepting refugees, except Germany. Germany implemented Open-Door Policy to solve the refugee crisis and welcoming them with open-heart, especially from Syria. This study aimed to analyze why Germany receive Syrian refugees in larger number than other European states. This study used the concept of memory and trauma to explain the Germany’s Open-Door Policy. Trauma and memory are two important factors that could affect the pattern of state policies. This study argues that the Germany’s Open-Door Policy is caused by its past event, namely Holocaust. This research is using qualitative method with explanative types. Conclusion of this study is the trauma of the Holocaust created a  memory that affects contemporary German Politics and effect  to Germany policy now. Germany hopes to improve its positive image by implementing the Open Door Policy.Keywords: Memory, Open-Door Policy, Trauma

The conflict in Syria created a dire humanitarian situation, as nations around the world struggled with how best to deal with the more than 6.6 million Syrian refugees who fled their homes to escape aggression. Resistance to granting refugee status to individuals often originates in the belief that the influx of refugees endangers national security because of the presumably extremist religious and political beliefs that refugees hold. The present research surveyed Syrian refugees residing in Jordan, Lebanon, Turkey, and Iraq ( N = 1,000). The results revealed that the majority of surveyed refugees did not intend to migrate to the West and would rather return to their home country. More importantly, refugees most interested in moving to Western countries were the least likely to subscribe to Islamist extremism or to harbor negative sentiment toward the West. Theoretical and practical implications for addressing the current refugee crisis are discussed.

Macao, located on the southeast coast of China, is perfectly situated to receive patrons from China about thirty years after its open-door policy in 1978 when they have accumulated significant amounts of wealth. With its gaming liberalization and the supply of such mainland Chinese patrons, Macao has become the world’s gambling capital since 2007. This article aims to analyze the major factors leading to this dominant economic performance.   The experience of the mainland Chinese in the Cultural Revolution and the Era of the Gang of Four has motivated them to get rich quick to enjoy the material comforts that they have been deprived. Given that baccarat has a low house edge and is easy to play, many mainland Chinese like to play baccarat in Macao. Moreover, the interaction with the card afforded by baccarat, makes patrons feel that that they can control over the gambling outcome, and this fits the mainland Chinese psychology in their attempt to win much and quick with their high stakes.     On the other hand, casinos have trained croupiers to make their patrons stay longer, including being polite, identifying the emotional status of patrons, managing patrons’ emotions and regulating the croupiers’ own emotions. In this way, casinos in Macao not only can make patrons experience sovereignty while in control of the staff-client interactions, but also help Macao attract the world-record gaming revenue.

ABSTRACTInstitutional and learners' discourses about English and the implications for ‘China English’. China's politics and international relations with Western powers have historically determined the role and status of the English language in China (Adamson, 2004). Following the country's Open Door Policy in the 1970s, the entry into the World Trade Organization (WTO) and the Beijing Olympics, English, once considered a barbaric language, has been enjoying unprecedented popularity. The seven years leading up to the 2008 Beijing Olympics saw a series of foreign language campaigns in different sectors of Chinese society. The Beijing Olympics provided China with an opportunity to improve its world position and to ‘reclaim’ – and show the world – its glorious past. Since 2001, when China won the bid to host the Olympics in 2008, English learning campaigns have promoted both so-called ‘standard’ and ‘authentic’ English. The purpose of these campaigns was not only to ensure a successful Olympics, but also to equip the people with a tool essential for modernising and integrating China into the global community.

This research aims to analyze Germany’s Motivation to accept Syrian refugee in 2015 at German policy of Open Door Policy. A foreign policy that was chosen by the state is rational choice by calculating the benefit earned and cost paid through the policy based on national interests. This research was analysed using the concept Rational Model of Decision Making by Karen A.Mingst this concept sees the formulation of a state’s foreign policy based on the considerations of the costs and benefits a state gets on the issue at hand, in which the state will choose a policy with greater profits than its sacrifices. The researcher concluded that Germany’s open door policy toward Syrian refugees was a rational choice because it has that advantage in the form of adding labor that has an effect on the economic aspect for Germany

In the article there has been made the analyzes of reflection ideological bases of foreign political and governmental positioning of Tajikistan in its’ doctrine documents. The main blocks of our analyzes was historical bases of Tajik statehood; the place and a role of Tajikistan in the world history, the place of the country in the modern world and features of understanding of the world trends of development; the place of water diplomacy in foreign political positioning of Tajikistan. It was found, that important part of official ideological concept of Tajikistan was the appeal in way of Aryan origin of Tajiks, the heritage of government of the Samanids and the losses of the “original” Tajik’s territories. It was state that during 1990s until 2010s, doctrine understanding of Tajikistan about their place in the evolutionary region in the spot of the mission of historical civilization of Tajik’s nation regarding to other population of the region. Important elements of the ideology of Tajikistan’s foreign policy positioning in the 1990s were the secular nature of the development of this Muslim state, elected during the 1992-1997 civil war, and the need for international assistance due to the country’s poverty and underdevelopment. In the doctrinal documents of the first half of the 2000s, the provision on poverty was combined with the thesis of the injustice of world development, which is dominated by the West, and the negative impact of globalization, which fuels the confrontation of civilizations. Since the mid-2000s, there has been a doctrinal rethinking of the role and place of Central Asia in the world - from a backward and troubled region to a clash of global interests and an economically important region of the world, dominance of great powers. By proclaiming a multi-vector open door policy in 2002, Tajikistan has doctrinally broadened its horizons of engagement with the world, going beyond the discourse of cooperation only with neighboring Muslim countries and Russia.

Between 2015 and 2017, Canada welcomed 49, 810 Syrian refugees, thus meeting the electoral promise made by Liberal candidate Justin Trudeau in the wake of the emotional shock provoked by the photo of drowned toddler Alan Kurdi. Media the world over presented the Canadian initiative as an example that should guide and inspire other countries. This chapter examines Canada’s Syrian refugee resettlement plan to determine whether or not it can serve as an effective blueprint to improve global refugee crises. It combined a rigorous screening process, private sponsoring to build support and defray state costs, and citizen participation on immigration processes.

In 2015, refugee crisis that occurred in European Union due to the war inthe Middle East formed the background of Germany’s open-door policy.As it is implemented, this open-door policy attracted several controversieswith strong internal criticism and negative public opinion, but the policystill be maintained. This phenomenon raises questions regarding on thebasis of German legitimacy in maintaining an open-door policy whichhas always highlighted the sides and ideas of humanitarianism. Therefore,this study seeks to see other aspects of Germany’s open-door policyas German foreign policy, namely ‘pragmatism’ based on considerationof demographic issues related to greying population which have a negativeimpact on German’s stability and economic prospects. Based on thesethoughts, the author argues that Germany maintained the open-door policyas a solution to help overcome greying population in demographic andeconomic context. The open-door policy can be use as a solution throughthe use of refugees and immigrants as productive workers and tax payersin Germany.


Significance According to its Global Economic Prospects report, the bank forecast a modest increase in GDP growth in 2015 to 2.0%, up from an estimated 1.5% in 2014. Since 2011, the economy has been affected by violent spillover from the Syrian conflict, most notably the arrival of over one million Syrian refugees in the country. The Interior Ministry sought to control the conflict's negative impact on security and economy by introducing on January 5 new stricter visa regulations for Syrian nationals, in effect ending Lebanon's 'open door' policy. However, the sharp fall in global oil prices promises some relief for the economy in 2015. Impacts Lebanon's security problems and political deadlock will persist absent improvement in the Syrian conflict or Saudi-Iran relations. The oil price drop will translate into a drop in consumer prices, reducing the risk of social unrest. However, the new border controls and attacks attributed to Syrians could spark protests, and clashes between refugees and Lebanese. Development of Lebanon's hydrocarbon resources will be delayed until the political crisis is resolved.
