The conflict in Syria created a dire humanitarian situation, as nations around the world struggled with how best to deal with the more than 6.6 million Syrian refugees who fled their homes to escape aggression. Resistance to granting refugee status to individuals often originates in the belief that the influx of refugees endangers national security because of the presumably extremist religious and political beliefs that refugees hold. The present research surveyed Syrian refugees residing in Jordan, Lebanon, Turkey, and Iraq ( N = 1,000). The results revealed that the majority of surveyed refugees did not intend to migrate to the West and would rather return to their home country. More importantly, refugees most interested in moving to Western countries were the least likely to subscribe to Islamist extremism or to harbor negative sentiment toward the West. Theoretical and practical implications for addressing the current refugee crisis are discussed.

Threats to the security of Japan and the world are manifold, but for Japan the "enemy" is war.For thirty years a United States bearing global strategic responsibility and a Japan committed to "no war/no collective security" have, despite apparent differences and frequent setbacks, collaborated so successfully that East Asia has become the growth miracle of the developing world. During these years the backdrop for Japan's strategic calculations—and its hesitations—has been its concept of "Comprehensive National Security." It is important, then, for us in the West to understand just what this concept means.

Purpose This article is a commentary on The “Global Implications of the Indigenous Epistemological System from the East: How to Apply Yin-Yang Balancing to Paradox Management” (Li, 2016), which is a timely and important piece. Li (2016) offers epistemological insights into what Yin-Yang is, why Yin-Yang can serve as a guiding frame of thinking, and how to apply this frame of thinking to paradoxical issues to organizations that compete in a complex cross cultural world. Western management philosophies and perspectives have dominated the mainstream theories in organization and management around the world over the past five decades, paying very limited attention and appreciation to Eastern philosophies that exist already for over 2500 years (e.g., 551–479 BC’s Confucianism). In this commentary, we added more explanations, suggesting that given intensified complex and competing needs to fulfil for today’s businesses, the indigenous Eastern epistemological wisdom of Yin-Yang balancing is an important guide to understand paradoxes and tensions. Yin-Yang balancing provides a holistic comprehension concerning our complex reality. It treats two opposite elements of any paradox as partial trade-off as well as partial synergy within a spectrum of holistic and dynamic balancing. We reinforce that the duality perspective has good potential to help us better understand the process of a multitude of conflictual and competing needs organizations must simultaneously accomplish. This potential is deemed to work not merely for firms competing in the East or other developing countries but can extend to organizations, large or small, in the West or developed countries as well. Design/methodology/approach This commentary echoes Li’s point (2016) that Yin-Yang balancing has significant and extensive applications when a growing number of organizations, local and foreign, are compelled to become ambidextrous when facing complex new business realities and having to deal with intensified competing needs they have to simultaneously, interactively and dynamically satisfy. This commentary discusses some distinctive characteristics of Eastern philosophies, followed by articulation of some critical lacuna, we think, concerning the Yin-Yang duality that should be answered. In this commentary, we amplify Li’s main points, along with our suggested agenda for future research that can further develop Yin-Yang balancing to a theory of managing paradox. Findings Eastern philosophies have long been dominated by five pillars or five schools of mastery thoughts originating mainly from China – Confucianism (Ru Jia), Taoism (Tao Jia), Legalism (Fa Jia), Militarism (Bing Jia), and Buddhism (Fu Jia). The Yin-Yang philosophy is one of the central notions of Taoism which teaches us how to act in accordance with nature. Founded by Laozi and Zhuangzhi, Taoism is rooted in an understanding of the “way” (i.e., Tao), which is the shapeless force that brings all things into existence and then nurtures them. That is, Tao means the natural course, which is spontaneous, eternal, nameless, and indescribable. Unlike Confucianism, Taoism favors philosophical anarchism and pluralism. Tao manifests itself through natural principles or philosophies, including Yin-Yang duality, circular nature of changes, wu-wei (natural course of action), and harmony with internal and external environments. Research limitations/implications We endorse Li's view (2016) that Western and Eastern management philosophies have their respective strengths and weaknesses, neither one alone is sufficient to manage all types of problems. Thus, a better solution is the one that can integrate Eastern and Western epistemological systems into a geocentric meta-system. The world is entering into a globally-interconnected era, requiring both the organic complexity and ambiguity and the mechanistic simplicity and clarity. Increased global interconnectivity accentuates complexity and interdependence while increased competition fortifies dynamism and uncertainty. This will cause more, not less, paradoxes than before. To this end, Yin-Yang balancing is an audacious and judicious frame of thinking toward paradoxes because this philosophy embodies a unique ability to address the key challenges of ambiguity, complexity, and uncertainty and embraces multiplicity, diversity and inter-penetrability. Practical implications After centuries of Western economic dominance, China, India and the rest of the East, alongside emerging economies more broadly, are beginning to challenge the West for positions of global industry leadership. At a deeper level, the transformation from “West Leads East” to “West Meets East” heralds the need for ambidextrous or ambicultural thinking: making simultaneous use of opposites, or simultaneously balancing seemingly contradictory forces and needs, such as efficiency and flexibility, competition and cooperation, stability and adaptation, exploitation and exploration, global and local, privatization and state-ownership, market-based and relationship-based strategies, individualism and collectivism, and long-term and short-term Originality/value Enlightened by Yin-Yang balancing, there is a great potential of co-evolution, convergence and co-reinforcement of different philosophies. It will not be easy for any single study to reveal a roadmap for this, but it is feasible for the management research community to finally make the trip with our continuous and collective efforts. Some Western management theories, such as organizational ambidexterity, loose coupling, collaborative competitive advantage, co-opetition, transnational solution (integrated global integration and local responsiveness), to name a few, share some core values of Yin-Yang balancing, even though such sharing has never been articulated explicitly. Similar to the same difficulty facing any other philosophies to be transformed into actionable theories, we have a long journey to navigate in quest for extending Yin-Yang balancing to a universally accepted theory of managing paradoxes. Li’s article (2016) sheds much light for us to forge ahead to this direction.

The war in Ukraine in 2014 brought a concept of “military non-alignment” to the fore in the countries, which are namely influenced by both the West and Russia. The war proved that national security strategy was lacking. The paper examines the ways how neutral states cope with their security in a globalized world. It covers the brief history of neutrality, its evolution process through the centuries. The terms of “neutrality” or “non-alignment” have been delineated in order to distinguish between different strategies adopted by particular countries. The focus of the paper is on the countries located in Europe. The authors attempted to discuss the strategic consequences of the policy of “military non-alignment” in the context of cooperation with NATO. At the same time, they endeavored to justify the close cooperation of neutral countries with NATO, the strongest military-political Alliance of the world.

Between 2015 and 2017, Canada welcomed 49, 810 Syrian refugees, thus meeting the electoral promise made by Liberal candidate Justin Trudeau in the wake of the emotional shock provoked by the photo of drowned toddler Alan Kurdi. Media the world over presented the Canadian initiative as an example that should guide and inspire other countries. This chapter examines Canada’s Syrian refugee resettlement plan to determine whether or not it can serve as an effective blueprint to improve global refugee crises. It combined a rigorous screening process, private sponsoring to build support and defray state costs, and citizen participation on immigration processes.

The Biden administration's foreign policy emphasizes repairing U.S. alliances and returning the United States to a “position of trusted leadership” to counter increasing challenges from Russia and especially China. The U.S. Interim National Security Strategic Guidance (INSSG), released in March 2021, notes that the United States must “contend with the reality that the distribution of power across the world is changing.” It highlights that China, which has “rapidly become more assertive,” is the only country “potentially capable of combining its economic, diplomatic, military, and technological power to mount a sustained challenge to a stable and open international system,” while “Russia remains determined to enhance its global influence and play a disruptive role on the world stage.” To reaffirm established international norms, the Biden administration has acted both unilaterally and in coordination with long-standing allies to impose sanctions in response to human rights abuses, malicious cyber activity, and election influence. The administration has also taken steps to cement alliances in the Indo-Pacific and with the West.

With the largest refugee population per capita in the world, Lebanon now officially hosts at least 1.1 million Syrian refugees. Until late 2014, the Lebanese government maintained de facto open borders and little to no regulation of Syrians within its borders. This period has largely been understood as one of state absence: referred to broadly as a “policy of no-policy.” This paper looks at the way in which state inaction played a major role in structuring the responses that did emerge, both “below” and “above” the state, from local authorities and international agencies. I shed light on how indirect measures taken by the central government facilitated and encouraged greater local autonomy in governing the refugee presence. This, in turn, further decentralized and fragmented the current set of responses to the Syrian refugee crisis in Lebanon and legitimized discretionary action by municipal authorities.

Purpose China’s biggest contribution to Africa’s modernization is more likely to come from the rapidly expanding number of Chinese migrants determined to seek their fortunes by setting up manufacturing businesses across the continent, according to Irene Yuan Sun in her new book The Next Factory of the World: How Chinese Investment is Reshaping Africa. She is interviewed by S&L contributing editor Brian Leavy. Design/methodology/approach Irene Sun, a senior McKinsey consultant has spent years researching infrastructure modernization and manufacturing expansion in Africa for her new book. Findings China is the fastest-growing source of foreign investment in Africa, and this has enormous consequences for Africa and for the global economy. Practical implications Nowadays, a lot of the managers with the needed skills and resilience are Chinese people who worked their way up in factories in China in conditions that not so long ago were very similar to what’s in Africa today. Originality/value Sun’s big insight: “I’d like Westerners to understand that China’s activities in Africa don’t represent a threat, either to Africa or to the West.” For Western observers who are alarmed by China’s strategy of investing in African infrastructure to gain favorable access to its natural resources she offers a new context: China’s experience at industrialization under primitive conditions can transform Africa into the next Factory of the World.
