The intent of this study is not to defend a preconceived notion that either the market or the public sector is more defensible, but to inform the reader of the public support of the arts.  The issue at hand, is whether or not public support of art activities can generate economic development and revenue in an urban regional economy.  The scope of this paper will concentrate on the performing and visual artists.Before proceeding into the investigative background, it is important to establish a protocol statement as to “What Art Is.”  In western societies, it has been argued that the core of art includes literature, the media, performing and visual art.  The fundamental difference in the performing artist and the visual artist is that the former is rewarded with abundance, where the latter by scarcity.  There are several reasons why art would be supported.  They are as follows:1. Art is not necessarily a daily part of our conscious lives.  However, large amounts of primary satisfaction received from art can lead to abstractions and ideas that are distributed and used in all parts of the economy.  For example, the influence color tones may have on a particular advertising campaign of a particular product line.2. Art is basic to all human endeavors, collectively and individually.  It is a link with the past, present and future.  Art thus acts as education does—to influence, move, stimulate, and sustain us.3. If in fact art plays such an important part of our cultural heritage, we do not want our society to experience a deficit in art supply.Baumol and Bowen, in Performing Arts: The Economics Dilemma, make the argument that the labor intensity of the performing arts and its production cannot maintain the proper tempo with the continuous increase in technology in an industrial economy.  Thus the performing arts face the stoic reality that operating costs will continue to be above earned revenue.  They maintain that investments in performing arts tend to be labor intensive, therefore having the effect of widening the gap between earned revenue and operating costs.Barton Weisbrod, of the University of Illinois, claims that economics of the arts yield an “option value.”  He defines “option value” as the value assigned to an option to consume, which we may not plan to consume in the near future.  This creates a scenario that art works and products would have value to a person who may not personally participate.  The myopia nature of the market mechanism may very well fail to allocate and distribute works, which would share these characteristics.Cultural capital, like real capital, is a stock variable and is subject to depletion.  Art is a part of cultural capital, but must be preserved and replenished.  Art as cultural capital can and does stimulate cultural tourism.  Thus, cultural capital can and should be used as a possible generator of economic activity.A Heuristic database will be established showing the impact of cultural capital on the growth of art activities, jobs, spending and tourism in urban areas.  It is particularly interesting to note that cultural activities may flourish in urban areas while the urban area itself may not flourish economically.Demand and supply economies such as those generated by cultural capital can generate economic development through broadening the economic base of an urban area.  A recent study showed the impact of forty-five art organizations in Washington, D.C.  These organizations accounted for $619 million dollars or for every one dollar invested, the art community returned an estimated five dollars and ninety cents into the economy.  Thus the art community, and support for it, act as an incubator of broad-based demand and supply economies.Public support of cultural capital may very well be providing funds for high participation rates in art endeavors, as well as seed monies for low participation rates of art endeavors.  The dilemma for the funding of cultural capital in the arts industry is that there has been a significant cut at the federal, state and local levels.  This has forced the arts industry to face the need for expanding viewership and private funding.  It can be argued that the lure of a clean, productive and community enhancing industry, such as the arts industry, would certainly be aggressively sought by any urban economics development agency.

When Covid-19 rushed into our lives, it sent shockwaves across the globe – suddenly we faced “lockdown” – we said goodbye to the way it was but did not understand what this brave new world of isolation and separation would mean and how it would the impact life as we knew it – our identity, relationships and freedoms we enjoyed, and wondered what daily routine post-Covid-19 would look like, while the experiences defining life itself were up for grabs. With social distancing, masks and work from home mandates, the arts and performing arts from theatres, museums, galleries and the public square were shuttered – their very existence challenged and spiralling out of control as staff were laid-off, exhibitions cancelled while concurrently creating an urgency to go online to dwell in cyberspace, the new daily destination.

This article explores the impact of protests against economic globalization in the public sphere. The focus is on two periodical events targeted by transnational protests: the ministerial conferences of the World Trade Organization (WTO) and the annual meetings of the World Economic Forum (WEF). Based on a selection of seven quality newspapers published in different parts of the world, we trace media attention, support of the activists, as well as the broader public debate on economic globalization. We find that starting with Seattle, protest events received extensive media coverage. Media support of the street activists, especially in the case of the anti-WEF protests, is however rather low. Nevertheless, despite the low levels of support that street protesters received, many of their issues obtain wide public support.

Background: The arts have always sought to explore significant social issues through literature, performing arts and visual art. However, more recently there has been an increase in the use of theatre as a means of gauging audiences’ perception and understanding of key social issues. The primary aim of the current evaluation was to seek the views of audience members, service users of addiction services and expert commentators as regards their perception of a number of key issues related to the content of a play entitled Madame Geneva. Methods: The evaluation used an exploratory qualitative design incorporating a dualistic approach to the research process: including post show discussion with panellists and members of the audience and a focus group comprising service users who had also viewed a live performance of the play. Results: The topics elucidated by the performance of the play included women and sex work, women and substance use, and impact on policy and practice. The discussion of the issues raised reiterated that women still experience high levels of oppression and discrimination in areas of substance use, sex work and welfare ‘reform’ which are often couched within male dominated political discourses and structures in contemporary society. Conclusions: The arts and specifically dramaturgical representations of substance use and related issues is an effective method of initiating important pragmatic and policy discussion of issues, which affect women

This chapter examines the various events that undermined the public support for church–state separation in the 1960s. It considers the impact of Vatican II, of ecumenism, of the civil rights movement, and of federal social welfare and education legislation on Protestant attitudes. All of these events encouraged Protestants and Catholics to find common ground in working for the greater societal good. These events also suggested a model of church-state cooperation rather than one of separation. The chapter then segues to consider the various church–state cases before the Supreme Court between 1968 and 1975 in which the justices began to step back from applying a strict separationist approach to church–state controversies.

AbstractThis article examines the determinants of public support for the use of military force. It puts forward a Framing Theory of Policy Objectives (FTPO), which contends that public support for military engagements depends on the public's perception of the policy's objective. However, it is difficult for the public to judge a policy's objective because they cannot directly observe a policy's true intention and influential political actors offer competing frames to define it. This framing contestation, carried out through the media, sets the public's decision-making reference point and determines whether the policy is perceived as seeking to avoid losses or to achieve gains. The FTPO predicts that support will increase when the public perceives policies as seeking to prevent losses and decrease when the public judges policies to be seeking gains. I operationalize and test the theory using content analysis of national news coverage and opinion polls of U.S. intervention in Central America during the 1980s. These framing effects are found to hold regardless of positive or negative valence of media coverage.

Abstract The twentieth century saw a huge increase worldwide in the presence of the arts in organisations and institutions involved in healthcare activities, including public health care research conducting in various countries. This article shows the impact of using art to engage literate and non-literate people in the pro-active translation of research outcomes into their own cultural practices and their personal decisions affecting their health status. The study demonstrates that art can be of use changing social behaviour and therefore to improve public health records in statistically significant ways. This work also demonstrates that the term ‘art’ refers to more than a means of entertainment and passive appreciation of aesthetics; the effectiveness of art is tangible and its impact is measurable as a mode of education, and as providing a deeply needed instructive incentive for hygienic and sanitation transformation.

This article focuses specifically on drama and theatre higher education (HE) programmes and preparation for potential graduate work. The article investigates working in the creative industries and in the performing arts (particularly within acting) and how HE students in the United Kingdom prepare for this life. The growth of the creative industries and successful applied drama in the public and private sectors has also brought business interest in how drama and theatre processes can benefit other workplaces, outside of the creative arts. The article addresses current policy, initiatives and partnerships to broaden inclusion and access to creative work. The research explores drama undergraduate degrees and the university’s role in supporting a successful transition from HE to graduate work. Students perceive the university world as safe and the graduate world as precarious and unsafe. The research findings have resonance with other undergraduate degrees, outside of the arts and the role the university plays in student transitions from the university to the graduate environment.

<p>Pluvial floods are one of the most significant natural hazards in Europe causing severe damage to urban areas. Following the projected increase in extreme precipitation and the ongoing urbanization, these events play an important role in the ongoing flood risk management discussion and provoke serious risk to the public as well as to the insurance sector. However, this type of flood, remains a poorly documented phenomenon. To address this gap, Swedish Pluvial Modelling Analysis and Safety Handling (SPLASH) project aims to develop new methods and types of data that improve the possibility to value flood risk in Swedish municipalities by collaboration between different disciplines.</p><p>SPLASH project allows to investigating the impact of heavy precipitation along the entire risk modelling chain, ultimate needed for effective prevention. This study presents a pluvial flood catastrophe modelling framework to identify and assess hazard, exposure and vulnerability in urban context. An integrated approach is adopted by incorporating ‘rainfall-damage’ patterns, flood inundation modelling, vulnerability tools and risk management. The project is developed in the ‘OASIS Loss Modelling Framework’ platform, jointly with end-users from the public sector and the insurance industry.</p><p>The Swedish case study indicates that the framework presented can be considered as an important decision making tool, by establishing an area for collaboration between academia; insurance businesses and rescue services, to reduce long-term disaster risk in Sweden.</p>

INTRODUCTION The article intends to identify the factors that can retain talented people and attract new talent in small and medium-sized urban areas of European scale, especially in regions with declining and ageing populations. The problem is topical in today's Europe and as well as in Japan. It is equally important to understand the skills needed and the sectors where talents are required in small and medium-sized urban areas with an ascending development trend. The theoretical background of the research is based on literature studies on the theory of talent flow, knowing the factors of the talent flow in small and medium-sized cities, and building the talent flow models based on them. The article discusses the concept of talent (Michaels et al. 2001, several dictionaries, understanding of Valmiera residents). The researchers define that talented people fascinate others, create and implement ideas and have good reasoning skills. Until now, mainly in Europe and in the USA, the attraction of talent at the level of cities and regions has been implemented through migration policy. The administrative boundaries where the migrant talents come from are not as important as the factors that encourage the decisions on the choice of the place of living and work. In Estonia a National Policy for Attracting and Retaining International Talents (2014) has been developed. The findings of the report on models for attracting talent in Europe through the public sector are relevant to small and medium-sized urban areas. In the case study, there are no respondents representing a migrant group that is not a diaspora, and this is a specific feature of a small and medium-sized urban area. MATERIALS AND METHODS The empirical part has been developed through a study in Valmiera City (Latvia, Europe) with a population of 23 thousand inhabitants, aiming at increasing this number by 5000 and further boosting growth  in the city's competitiveness in human resources. A survey of 25 experts was conducted initially to highlight the trends. In order to obtain the data, 29 interviews were conducted with the city's entrants, outgoing residents and the steady, already stable and welcoming residents of Valmiera. Also, an online survey of 81 university graduates was carried out to find out the major reasons for staying in or leaving the regional city of Valmiera. The research city of Valmiera was compared to Ventspils, Rezekne and Jelgava in Latvia, as well as to two foreign cities in Northern Europe – the nearest neighbouring city of Tartu in Estonia and Joensuu in Finland. The cities were compared by socio-economic factors - population dynamics, economic development, access to culture, and political stability, which are important factors in attracting talent. The research methodology is based on the theoretical findings of Ingram, Shapiro, Albouy on the impact of four dimensions in talent attraction: economic development, market competition, labour market conditions and national culture, as well as the impact of lifestyle on choice. According to these dimensions, interview questions have been developed, and, by grouping the content, the analysis of the responses has been carried out. The previous study by the authors has been used as a secondary source. The study focused on the future skills needed for the labour force in the Vidzeme region in Latvia, and the compliance of the proposed education with the labour market requirements in the Vidzeme region of Latvia. RESULTS The results of the research show that a job offer providing the applicant the  possibility to demonstrate his capacity and pursue his or her objectives is of primary importance for the recruitment of skilled labour in a winning city in a rural area, followed by the appropriate housing and transport, and social infrastructure. As a secondary factor, lifestyle, which includes diversity, cultural environment, architecture and the presence of the natural environment, is important. The importance of the factors of attraction varies according to the stage of human life. DISCUSSION The results of the interviews show that small and medium-sized urban areas have the potential to attract talented human resources, taking into account the key attraction factors described in the theory. The empirical analysis in the example of Valmiera reveals that a significant attraction factor in small and medium urban areas is social ties with the area. The labour market demand is also an important factor. The results of the research revealed that in certain occupational groups in Valmiera (such as managers, social sciences in general), the labour market demand is lower than the supply. In further research it would be necessary to carry out focus group interviews with migrants in small and medium-sized urban areas in order to find out the important factors in taking a decision on their choice of residence. CONCLUSION Small and medium-sized urban areas need to develop diversity and openness. This initiative needs to be strengthened both in the operation and investments of a municipality and in communication with the public. Virtually all of the examples discussed refer to migration as inevitable in attracting talent – highly skilled people.
