Barriers of modernizing and innovative developing the social and labour sphere of the Russian economy have been revealed and conceptual principles of state management of the development of economic relations in Russia in the framework of the new economic reality as well as the strategy of resetting the Russian economy on the innovative way of development and increasing business activity have been formulated. Local labour markets have been defined as an economic category. Institutional characteristics of the labour market have been presented, and the process of institualizing the development of economic relations has been explained.

The 2008 economic crisis has had significant impacts on labour markets around the world. In Europe, in particular, the need for internal devaluation within European Union nations in financial difficulty precipitated a wave of labour market reforms alongside the reform of welfare systems struggling to cope with high levels of unemployment. Various analyses have explored the nature of these changes separately for the labour market and welfare systems. Using a conceptual framework rooted in a political economy understanding the social nature of labour, this article takes an inclusive approach to understanding regulatory changes for both employed and unemployed labour. We do this using the case of Ireland, a country that went through a severe economic crisis, was subject to a European Union/European Central Bank/International Monetary Fund bailout in 2010 and witnessed one of the most significant labour market crises in Europe. The Irish case is instructive because it highlights both the range and depth of regulatory interventions utilised by the state during periods of crisis to deal with the social nature of labour and its role under advanced capitalism. Abstract This paper investigates the effects of the conditions of local labour markets on the social networks of immigrants, with an emphasis on co-ethnic contact and contact with people native to the locality. This study focuses on the case of immigrants in the Netherlands. For this case, I derived and empirically tested a job and residential search model. I found that a high job arrival rate and large wage differences between the ethnic labour market and the host labour market both correlate with immigrants developing stronger co-ethnic networks and weaker native networks as well as with immigrants choosing to live in more ethnically concentrated areas. These findings suggest that local economic prosperity does not necessarily beget social integration: in this case study, immigrants spontaneously assimilated less into the host society during a good economic period.

The situation in the labour market is conditioned by many factors that often have a local dimension. Identification of different levels of development of labour demand as well as potential of labour supply on the local level is a crucial element of diagnosis of reasons for regional and local diversity and implementation of an appropriate labour market policy. As there is available a variety of indicators describing regional labour relations, there is a need to create synthetic measure to include different aspects of the labour market situation. The aim of the paper is identification of the diversity of the situation in the local labour markets of all 16 Polish voivodeships. At the first step, a synthetic measure including eight variables was created. At the second stage 16 Polish voivodeships were clustered following Ward’s and k-means methods. As the authors assume that the position of voivodeship labour markets is connected with the position of capital cities, the analysis was deepened by ranking voivodeship cities based on Hellwig’s method. As a result of conducted research and the classification of Polish voivodeships and their capital cities in the context of the situation in the labour market, there have been identified the reasons of regions’ positions and proposed recommendations for the labour market policy.

This paper contains a consideration of the relationships between social theory, quantification, and policy in the context of changing local labour markets. It is argued that different theories have different policy implications which cannot be resolved by quantitative analysis because these various theories embody differing methodological assumptions. There is, however, a common low level of agreement over certain possible changes and tendencies in social systems and these can be probed by quantitative studies.

AbstractStudies conducted so far suggest that SEZs are not treated by local authorities as the main mechanism of job creation in a given region. The objective of this paper is to highlight potential mechanisms through which SEZs impact labour markets in poviats (counties) in Poland. To this end we conducted a comparative analysis of changes that had taken place in the labour market over the period 2004–2016 in two groups of poviats with the highest unemployment rate reported in 2004: with and without SEZs. The study does not allow us to unambiguously conclude that SEZs contributed to the improvement of labour market situation in poviats with the highest unemployment rate in Poland. That can be attributed to the fact that SEZs in Poland are highly fragmented as well as to SEZs investors being able to select locations for their investment projects in relatively better developed regions.

This article examines the patch-working strategies of migrant entrepreneurs as a form of social agency. ‘Patch-working’ – the reliance on supplementary forms of income to support business activity – is often seen as a means of cushioning the financial vulnerability of small firms. However, the mechanisms and forms that patch-working takes tend to be overlooked. Evidence from 42 West Midlands’ firms shows that, despite the highly constrained operating environment, the exercise of social agency can help to cushion against disadvantage and to rework their current conditions through patch-working. This allows for business growth, and even transformational growth in some cases, rather than sheer survival. Even so, our findings show that the agency of migrant entrepreneurs brings about only minor improvements in revenue and is certainly not capable of fundamentally changing either the nature of the sector or the structure of the labour market in which they are embedded.

Labour market and housing problems are an important part of social studies, though spatial analysis of labour market diversification and housing resources are not the dominating subject of studies. The interaction between the place of residence and the place of work is treated in terms of commuting to work, but this aspect does not exhaust the issue. The article is an attempt to answer the question whether a relation exists between the structure of housing and its accessibility and the stable diversification of local labour markets. A necessary condition for permanent migration from a location that does not offer work to that characterised by labour demand, is the accessibility of housing offering acceptable living conditions. The decades‑lasting housing deficit and the efforts to improve the situation relying solely on market mechanisms seem to restrict housing accessibility considerably. To answer this question a model of spatial regressions was construed, based on statistical data aggregated at the district (county) level. The results indicate a considerable role of financial accessibility of housing, in terms of purchase capacity and remuneration in particular districts, in preserving the disparities among local labour markets.

ABSTRACTThis article attempts to describe a major debate in turn of the century social reform through a close reading of the published works of Charles Booth, J.A. Hobson, William Beveridge, A.C. Pigou and others. My aim is to reconstruct the emergence and elaboration of a theory of labour market disorganisation, understood as the absence of effective norms governing employment relationships in urban labour markets subject to chronic over-supply. In so doing I shall take issue with a tendency in the historiography of social policy to fragment this debate into the development of two distinct conceptual frameworks corresponding to the social problems of poverty and unemployment more or less as we know them today.

The study of tbe employment relation has always held a somewhat ambiguous position within the field of economics. The nature of labour market adjustment processes and unique aspects of the employment relation have posed problems for standard economic theories and have limited the use of formal modelling. Moreover, institutionalist approaches have been a greater challenge to labour economists than in any other area of enquiry within the discipline (Jacoby, 1990). Traditionally, this difference has been manifest in a clear distinction between labour economics and industrial relations as separate fields of study. The artificiality of such a distinction, we argue, poses problems for understanding the phenomena of concern to both disciplines. In this paper we argue that notwithstanding the important insights gained from standard neoclassical models of the labour market, they do not provide an adequate basis for understanding the employment relationship and institutional features of labour markets. Instead, we begin with the assumption adopted by industrial relations scholars that the labour market is different from other economic exchange relationships and use this as a basis for developing a more realistic framework to understand both the social and economic dimensions of the employment relation.
