Democratic governance has been seen as a catalyst for inclusive growth and meaningful development in many countries. Shifting from authoritarian rule to more democratic rule has also been seen as essential for many governments worldwide. Democratic governance is often a problem for developing countries, including most African countries and particularly The Gambia. This paper analyses the shift towards a more democratic governance style that is heated debated in The Gambia. The debate started when one of the coalition government members asserted that they could achieve regime change; however, a democratic system change remains lacking. This paper has sought to analyze whether the shift toward a more democratic leadership style in The Gambia is one of system change or regime change and ascertain what has democratically changed and bad governance in the new government. This article’s main objective is to create political awareness and enlighten the readers on the change’s misconceptions towards democratic governance. The discussion focuses on democratic governance and the collective action theory of governance to explain the democratic process in New Gambia. This study adopts qualitative case study research methods; the research employed a systematic review of the existing scholarly journal articles, books, newspapers, and television interview recordings. The observation used to identify, understand, and interpret the democratic governance situation in The Gambia from 2017 to 2019. The findings show that the coalition government has succeeded in achieving a democratic regime change; however, the democratic system change itself is too slow, or it is not happening. For the first time in The Gambia’s history, a seating president defeat through the ballot box. In conclusion, the democratic governance system change is far-fetched. It is vital to state that there is little or no difference between Jammeh’s regime and the current regime under President Barrow’s leadership. The same problems continue to persist. Finally, the transparency and accountability mechanisms must be enhanced to address the endemic problem of corruption.

The relationship between populism and democracy is a hotly debated topic. Some believe that populism is inherently bad for democracy because it is anti-pluralist and confrontational. Others argue that populism can reinvigorate worn-out democracies in need of an infusion of greater popular participation. This book advances this debate by examining the empirical relationship between populism in power and democracy. Does populism in power always lead to regime change, that is, the demise of democracy? The answer is no. The impact of populism on democracy depends on the variety of populism in power: the worst outcomes in democratic governance are found under unconstrained populism. This book discusses the conditions that explain how populism becomes unconstrained, and advances a dynamic theory of change that shows how the late victories of populists build on early ones, resulting in greater power asymmetries. The book analyzes five populist presidencies in the Andes. In four of them (Bolivia, Ecuador, Peru, and Venezuela), populism became unconstrained and regime change followed. In one case, Colombia, populism in power was contained and democracy survived. The concluding chapter places the Andean cases in comparative perspective and discusses how unconstrained populism in other cases (Nicaragua and Hungary) also lead to the end of electoral democracy. Where populism in power was constrained (Honduras and the United States), regime change did not materialize. This book advances a theory of populism that help us understand how democracies transition into non-democracies. To that extent, the book illuminates the processes of democratic erosion in our time.

Purpose The purpose of this paper is to examine the relation between audit committee (AC) and a set of other corporate governance mechanisms in one of the emerging economies, United Arab of Emirates (UAE). In particular, the current study examines whether an effective AC can serve as a substitute or as a complement mechanism to board characteristics and ownership structure of Emirati listed non-financial companies. Design/methodology/approach Using substitution and complementary theories, a panel data from 48 nonfinancial companies listed on the UAE Stock Exchanges [Abu Dhabi Stock Exchange and Dubai Financial Market] during the period between 2011 and 2013 were used in the current study. A composite measure of four proxies has been used to measure the AC effectiveness, namely, AC size, independence, financial expertise and diligence. To test the hypotheses formulated for the study, a logistic regression model was used to identify the influence of a set of board characteristics and ownership structure variables on the effectiveness of the AC after controlling for firm size, auditor type, industry type and profitability. Findings While AC effectiveness appeared to be positively associated with board size and board independence, it is negatively associated with CEO duality. This points to a complementary governance relation. On the other hand, the negative relationship between AC effectiveness and each of institutional and government ownership suggests substitutive relations. Research limitations/implications The main shortcoming of the current study is that it examines the influence of a certain set of corporate governance factors on the effectiveness of AC. Other corporate governance mechanisms may, however, contribute to the effectiveness of AC. The findings of the study can be used by companies’ managements and regulators in the UAE to improve the corporate governance system. Originality/value To the best of researchers’ knowledge, this study provides the first evidence about the interaction among multiple governance mechanisms required by the code of corporate governance issued by the UAE Ministry of Economy in 2009. The current paper is expected to add to the limited AC literature in Middle East and North African countries in general and Arab World in particular.

This study investigated the effectiveness of Zimbabwe's cyber security frameworks in combating terrorism. Media reports and scholarly evidence have constantly shown that cybercrime has led to loss of life, money, security, damage to property. There is a lot of concern among citizens of African countries such as Zimbabwe, Kenya, and Nigeria that their governments are not equipped with effective cyber security systems to combat these cyber threats. It is on the basis of these concerns that this study was carried out with the hope of helping to close policy and knowledge gaps affecting the effectiveness of the cyber security frameworks of Zimbabwe. The study used qualitative methodology and a case study research design was utilised. The study was conducted in Harare the capital city of Zimbabwe. Key informant interviews and documentary search were used to collect data. Among the findings of the study were that cyber fraud and theft are some of the significant cyber security threats in Zimbabwe; that Zimbabwe lacks established legislation and other regulatory institutions for cyber-security. Among the recommendations are; that the Ministry of Justice, Legal and Parliamentary Affairs enacts cyber security laws in Zimbabwe to combat cyber terrorism.

This paper aims to add to the recent scholarly search for African leadership philosophy to improve leadership effectiveness in Africa. It examines the Oromo Gada system’s democratic governance and leadership principles and argues its relevance to the current and future leadership effectiveness in Oromia, Ethiopia, and Africa. It analyses the literature on the history, culture, and current practices of the Gada system to identify its leadership philosophies. It discusses these principles by comparing with Ubuntu and other indigenous African leadership philosophies on the one hand with UN principles of good governance on the other. Evidences show that in spite of the expansion of modern education and leadership training; there are little or no evidence of leadership effectiveness in Africa. Corruption, poverty, injustice, and lack of legitimacy and accountability have continued to be the images of Africa and its leadership. These leadership failures are attributed to lack of leadership that connects with the societal values and cultures. The adoption of Gada leadership principles of liberty, equality, morality, rule of law, participation and engagement of citizens, decision making by consensus, separation of power and check and balance, decentralized governance, fixed terms office and peaceful transfer of power, accountability, transparency and impeachment of elected leaders, honesty, team leadership and conflict transformation in political, public and private sector organization leadership are discussed. The development and adoption of Gada, Ubuntu, and other indigenous leadership philosophies is recommended as a remedy to Africa’s leadership problems.

Self-reliance and empowerment for women have been at the centre of the agitations for gender balance in Africa. Women are largely marginalised, and obvious gender disparity exists in school enrolment and completion rates in most African countries, particularly in The Gambia. Efforts to address this shortfall led to the adoption of adult literacy and skill acquisition programmes to build the capacity of women and out-of-school adults. Training contents were developed and centres set up across the six educational regions in the country, but most graduates of the programme are neither financially empowered nor self-reliant. Therefore, the study examined the relationship between these capacity-building programmes and women empowerment and self-reliance. The research employed a descriptive design of survey type with 250 participants from two educational regions in The Gambia. Four null hypotheses were raised and data collected through a questionnaire were analysed using t-test, mean, and simple frequency. The result showed that adult literacy and skill acquisition programmes correlate significantly with women empowerment and self-reliance in The Gambia. Recommendations were made on how to improve on the existing training structure.

Although many African countries have had to address pressures for democratisation and are undergoing some form of transition, Mali is an especially interesting case which could provide useful insights into the durability of democracy on the continent and elsewhere. Mali has experienced extraordinary changes in the past two years leading to the almost total transformation of the political system from a highly authoritarian régime to one which has all the trappings of a liberal democracy. Unlike most other nations, Mali was fortunate in being able to write a new constitution and hold elections without the burden of continued participation in the process by a ruling party and head of state. Therefore, the more open procedures offer a better indication of the degree to which, given the opportunity, a modern democratic system can take root in the African milieu.

This paper broadly examines the continued nuancing of the practice of democracy in Africa with a focus on how Africa’s democratic governance is increasingly getting influenced by new actors in the international system, who are driving the formation of a new world order that challenges the current unipolar liberal global order. The paper traces the origins and rationale of the democratization project in Africa and uses this as a basis to delve into some issues around which many African countries have increasingly been engaging with new actors. These broad aspects include: Africa’s international relations, peace and security; civil liberties as well as investments and trade. This paper contends that some states in Africa are charting middle grounds that increasingly, specifically align with their national/elite interests, and broadly, is in tune with the consolidating discourse on Africa Rising.
