Using a descriptive qualitative case study as a research approach while using in-depth interviews with key informants, and Analytic Network Process (ANP) to find which principles implementations are dominant. The Study results show that Siti Khodijah Muhammadiyah Sepanjang Branch Sidoarjo Hospital has not used a full sharia-compliant financial system yet. It has distinctive accounting guidelines, incomes and capitals purely from operating profits, and having special council as sharia supervisor. In its development, madrasas experienced ups and downs in their development. The most basic problem is the management aspect. The following cases of management are interesting to note. There are schools or madrasas that initially experience setbacks, then can progress rapidly. On the other hand, there are schools or madrassas that initially developed, but then almost went out of business. One of the reasons is due to the management that is not mature enough, therefore personnel management in the world of education is very important especially in educational institutions especially Islamic-based educational institutions. This study aims to determine the application of personnel management in Islamic education institutions and supporting and inhibiting factors in its application. This research is a type of field research with a multi-case study research approach. Data collection methods used Participatory Observation and In-depth interviews. The steps of data analysis in this study use the analysis of the Miles and Huberman models. Based on the results of research in the field it was found that: 1) The implementation of personnel management in MA Darul Ihsan Samarinda and YPM Diponegoro Tenggarong Seberang High School which consisted of educators and education staff. There are several components of personnel management, including seven components that have different divisions and elements, namely planning, recruitment, coaching, dismissal, but there are three important components that have not been comprehensively applied, namely compensation, appointment and evaluation. 2) Supporting factors for the implementation of personnel management in MA Darul Ihsan Samarinda and YPM Diponegoro Tenggarong Seberang High School are the motivation given by the madrasa headmaster and headmaster to their personnel so that they always try to be better and give encouragement or enthusiasm in carrying out their tasks. Both vision, mission, goals because each institution must have a vision, mission and goals as well as MA Darul Ihsan Samarinda and YPM Diponegoro Tenggarong High School have a vision, mission and clear objectives, while the inhibiting factor in the implementation of personnel administration is a means of implementing administration in MA Darul Ihsan Samarinda and YPM Diponegoro Tenggarong Seberang High School due to the unavailability of sufficient funds and human resources in their fields.

Purpose This study aims to establish a rigorous model that can pragmatically evaluate the facilities management (FM) performance of hospitals. Design/methodology/approach Among the applicable performance indicators that were identified from extant literature, a focus group study shortlisted ten key performance indicators (KPIs) in four categories (safety, physical, financial and environmental) and verified their practicality. Using the analytic network process (ANP) method to process the focus group’s responses yielded importance weightings for the KPIs and developed the intended evaluation model. This model was then validated by a case study. Findings From the empirical data collected, two types of FM performance data and two scenarios of KPI scores were identified. To process these data and scores, a robust calculation method was devised and then proved useful in obtaining an overall score for holistic hospital FM performance. The case study confirmed the appropriateness and validity of the model developed. Research limitations/implications Through illustrating how the ANP method could be applied to develop an FM performance evaluation model, the study contributes knowledge to the multi-criteria decision-making domain. Despite the geographical limitation of the model established (i.e. centered around a group of hospitals investigated in Hong Kong), the study can serve as a reference for developing performance evaluation models for other buildings or infrastructures globally. Practical implications The model constitutes a practical tool for evaluating the FM performance of hospitals. Using this model on a regular basis will enable performance benchmarking and hence, continuous improvement of FM services. Originality/value The ANP model established is the first of its kind tailored for evaluation of hospital FM performance.

Using a niche service provider, Zforce Government Solutions (ZGS), this case provides the reader with a first-hand examination of the organizational issues resulting from ineffective recruiting, retention, and succession planning, allowing for the acknowledgment of the coherent, interdependent, and interrelated relationship between the aforementioned topics. This case study performs a revelatory assessment of ZGS's application of Harvard's Soft HRM model and fundamentals of key issues reflecting organizational mismanagement of human talent, where human talent is vital to organizational continuity. Written from the vantage point of a previous ZGS senior management employee, this case study utilizes a qualitative research approach, with empirical data gathered from four in-depth interviews conducted with previous ZGS leadership employees. Ultimately, the case study is intended to induce reader-reflection on the various components of importance in talent management, which play a significant role in accomplishing employee loyalty and employee retention.

Many times, benefit-opportunity-cost-risk (BOCR) information system (IS)-related decisions are based mainly on short-term financial variables. We propose a broader decision-making framework, using contingency theory to identify environmental specific factors and assimilation theory to identify post-implementation factors to be considered in the decision. This approach is demonstrated within the context of a case study: the decision to merge the City of Pittsburgh and Allegheny County IS functions using an analytic network process (ANP)/BOCR analysis. ANP is a multi-criteria decision-making approach toward making decisions taking into account multiple criteria, alternatives and their interrelationships. The contingency/assimilation approach proposed here can be used in all sorts of IS decisions while the proposed IS merge decision model can be applied, with some contextual modifications, to similar public IS merge decisions. In addition, the ANP/BOCR approach is meticulously explained to serve as a useful reference for prospective users.

Risk assessment is one of the most important factors in achieving success in public-private partnership (PPP) projects. Some relationships between risks in freeway projects have been established. The occurrence of each risk can worsen the effects of others such as a negative impact of financial risks on construction risks. This paper is aimed at prioritizing significant risks in freeway PPP projects applying a fuzzy analytic network process (FANP) method for overcoming the problems of interdependencies and feedback among different risk-ranking alternatives. Data on the study have been collected through a literature review, an interview and a questionnaire survey distributed to experts in the field of freeway PPP projects. The obtained results have shown that financial, legal and political risks are the most significant groups, although improper design, changes in the value of granted lands and the termination of concession are the most important risks. The findings help with strengthening the capabilities of developing countries for risk management in freeway PPP projects.
