This study examines, from a historical and macro perspective, the national informatization strategy that Korea has pursued over the past 40 years which laid the foundation for the rise of Korea as one of the leading countries in the digital revolution today. In particular, the informatization process is divided into five phases from the 1980s to the present, and analyzed in three aspects ? main policies and plans, policy implementation system and structure, and major laws. And based on the previous research results, the success factors of informatization in Korea are discussed in terms of policy actors and institutions, policy implementation process, and policy environment. After examining the limitations of Korea’s informatization policy, policy implications for developing countries are drawn in terms of policy process, policy design, and policy instruments.

The implementation process of the global accord on climate change has to start now in order to be implementable. The decentralized process if implementation should take the lessons from the theory of policy implementation into account (Pressman & Wildavsky, 1984; Wildavsky, 1987). The dependency upon various forms of coal (wood, stone) and fossil fuels is so large in the Third World that only massive financial assistance from the First World can mean a difference for the COP21 objectives. And many advanced countries (except Uruguay) also need to make great changes to comply with COP21.

The purpose of this research is to get deep meaning of policy implementation to improve quality of primary education teachers in Laos and Indonesia. Research locations are in the Ministry of Education in those both countries. This research used a qualitative approach with a multi-case study design. First, policy formulation consider the aspect of novelty and national education goals; second, policy dissemination of existing policies do after getting approval from parliament, as well as socialization is done to the department of education in each provinces and districts; third, policy implementation process is done by establishing a monitoring team to oversee that the policy can work well; fourth, monitoring and evaluation of the implementation is done periodically, at least every six months, and the results of the evaluation are reported to the Ministry; fifth, gaps in the policy implementation is because monitoring can not be run with maximum caused by geographical conditions and the weakness of the role of school supervisors; sixth, efforts to repair gaps in the implementation of policies to improve the quality primary school teachers is to make laws on the teacher, as well as to provide training to teachers and principals.

AbstractThe fundamental problem of the research is the policy implementation program of waste management in Kapuas Hulu is not as expected. Therefore, The responsibility of waste management program must be handled by all of the local government and the other stakeholders. The research aim is to describe and analyze the policy process of the implementation program. The research type is a survey research by the descriptive model. There are four Kelurahan in the research, namely Kelurahan Putussibau Kota, Kelurahan Hilir Kantor, Kelurahan Kedamin Hulu and Kedamin Hilir. The research result shows that the compliance of the implementers is in the Standard Procedure Operational. But, in the legal aspect is not optimally performed. The recommendation of this research is the local government, such as Dinas Lingkungan Hidup, Perumahan Rakyat dan Kawasan Permukiman, must be immediately issued the local regulation on waste management. Besides, the local government must plan and establish the derivative regulation of the local regulation. .Key words : The policy implementation program of waste management , Compliance, Whats Happening

Women form half of the world's population, but the same cannot be said for their active participation in economic development. Sustainable, strong economies can be achieved through equally active involvement in the process by developing or keeping up to date the skills of individuals in society. This paper focuses on women's contribution to sustainable development as entrepreneurs through Lifelong Learning. The paper consists of two sections. The first section discusses the relationship between accessibility to digital age-appropriate education and sustainable development in Lifelong Learning. The second section is a good practice of the impact of the "Women First in Entrepreneurship" project on developing women's entrepreneurship. It covers the reasons for the project and its implementation process, outputs, and impact. To increase women's participation in the labor market as part of sustainable development in today's economy, the project, which began in 10 pilot provinces, is currently being implemented across Turkey. The project has been implemented under the coordination of the Turkish Directorate General for Lifelong Learning since 2015. The General Directorate of Lifelong Learning is the highest policymaking authority in Turkey to strengthen the adult education system.
