AbstractThe fundamental problem of the research is the policy implementation program of waste management in Kapuas Hulu is not as expected. Therefore, The responsibility of waste management program must be handled by all of the local government and the other stakeholders. The research aim is to describe and analyze the policy process of the implementation program. The research type is a survey research by the descriptive model. There are four Kelurahan in the research, namely Kelurahan Putussibau Kota, Kelurahan Hilir Kantor, Kelurahan Kedamin Hulu and Kedamin Hilir. The research result shows that the compliance of the implementers is in the Standard Procedure Operational. But, in the legal aspect is not optimally performed. The recommendation of this research is the local government, such as Dinas Lingkungan Hidup, Perumahan Rakyat dan Kawasan Permukiman, must be immediately issued the local regulation on waste management. Besides, the local government must plan and establish the derivative regulation of the local regulation. .Key words : The policy implementation program of waste management , Compliance, Whats Happening

Children and education are two related elements to each other. Both the central and local governments have also issued policies that govern the education of children. But in fact, education for the street children has been still faced with some obstacles during the implementation. This research was conducted in Padang Municipality. This research was the result of the field studies to describe and analyze how was the effort of the fulfillment of the education rights of the street children in Padang Municipality. The research was conducted using qualitative research method where data collection techniques by interviews with several related stakeholders to this policy, observed the phenomena that have related to the policy, and do library research from any references such as the government's document and scientific research and tested with by triangulation sources techniques. The research result shows that there are some difficulties during the fulfillment of street children's education to implement by the few stakeholders. In addition, the incapability of these polices to provided clarity to each process of the policy implementation so that the output of the policy has not been able to be reached to the maximum


The waste issue in Bandung city gives Bandung city “The dirtiest” and “The sea of wastes” titles. It emphasizes the importance of waste management in Bandung city as one of the biggest cities in Indonesia with a high population that produces the most massive amount of wastes. The Bandung City’s government has developed a waste management policy in creating a clean environment and raising awareness on the essence of a clean environment in the society using the program’s concept about waste management based on household needs. To analyse the implementation of the local government’s policy using the waste management program based on household needs in Bandung city is the aim of this research. This study used the explanation method and collected its data from observations, interviews, and forms. The result of the study shows that there is a 58% of impacts between the local government’s policy implementation and the effectivity of waste management based on household needs. Whilst the other impacts excluded from the study is as high as 41%. Therefore, the conclusion and the analysis of the study is, there is a significant association between the implementation of the local government’s policy and the effectivity of waste management based on household needs in Bandung city.

Purpose: The purpose of this research is to analyze Policy Implementation of Local Government In Waste Management (Distrito) Dili City, Timor Leste. Research Methodology: The research method used in this research is descriptive research method with a qualitative approach. Results: The findings in this study are that there are many deficiencies in terms of both content of policy and policy implementation. Limitations: this research only analyzes the implementation of Local Government In Waste Management (Distrito) Dili City, Timor Leste. Dakwah Advocacy Policy (Implementation of Local Regulation No.2 of 2007 in Sungai Tarab Subdistrict) Tanah Datar Regency Regulation number 2 of 2007 is stipulated as one effort to realize the desire of local government and society to implement the vision and mission of Tanah Datar Regency especially in improving the practice of religious values to realize the quality of faith and devotion of the people who are famous for the philosophy of Adat Basandi Syarak, Syarak Basandi Kitabullah. Based on the background, Sungai Tarab Subdistrict as one of the areas in Tanah Datar Regency seeks to implement the law with various forms of activities that encourage the implementation of this regulation as well as possible. This research uses Qualitative method. The results show that the Implementation of Local Regulation No. 2 of 2007, especially in Sungai Tarab Subdistrict has been implemented but in the implementation there are still the following things: For Students On Primary And Secondary Education And Bridal Candidates, substantially accompanied by academic script, which contains -those aspects of philosophy, sociology and juridical this is also related to the excavation and assessment of problems and needs of the community so that the problem to be solved by the regional regulation is not accommodated well, the socialization of the implementation of the local regulation is not done well, causing the interpretation different from the implementation of existing regulations so that the quality of implementation of this local regulation is less positive response from the community, on the one hand this regulation is often ignored, funding support from the local government is still not sufficient to support all components or contents from the implementation of the regulation, the Implementation of Perda in Sungai Tarab Sub-District as a whole has been in operation although in reality there are some provisions that exist in the regulation has not been implemented optimally caused by the limitations of Human Resources which become the object of the implementation of the Regional Regulation

Municipal solid waste management is an environmental issue that has received considerable attention from researchers and environmental managers for decades. Supporting the management programs entail policies and regulations related to municipal solid waste. In developed countries, the implementation of environmental policies plays an important role and has a substantial impact on the effectiveness of solid waste management. However, in many developing countries such as Vietnam, the situation and effectiveness of the policy implementation have not been studied extensively. This investigation is conducted to ascertain the situation, limitations, and challenges in implementing solid waste management policy in Vietnam. Then, solutions for the problems and improvements for implementation efficiency are presented. This work used online questionnaires to survey environmental managers in different localities and applied qualitative research method to analyze data. The results show that not all national policies on solid waste management are implemented in all localities. Waste separation is also the foremost concern in municipal waste management in most localities of Vietnam. Most of the localities claimed that the unrealistic nature and difficult implementation of the policies and the lack of needed resources are the main limitations and challenges in Vietnam. Survey results also revealed that different localities in Vietnam have different solutions to increase policy implementation efficiency. Besides, the study also found similarities in the implementation of policies in solid waste management between Vietnam and some other countries and also gathered some valuable lessons for the improvement strategy. Finally, the implementation of an effective domestic solid waste management policy is an important platform for improving environmental quality and ensuring the sustainable development of the nation and mankind.

AbstractAECL Whiteshell Laboratories (WL), near Winnipeg, Canada has been in operation since the early 1960s. R&D programs carried out at WL include a 60 MW organic-cooled research reactor, which operated from 1965 to 1985, reactor safety research, small reactor development, materials science, post irradiation examinations, chemistry, biophysics and radiation applications. The Canadian Nuclear Fuel Waste Management Program was conducted and continues to operate at WL and also at the nearby Underground Research Laboratory.In the late-1990s, AECL began to consolidate research and development activities at its Chalk River Laboratories (CRL) and began preparations for decommissioning WL. Preparations for decommissioning included a staged shutdown of operations, planning documentation and licensing for decommissioning. As a prerequisite to AECL's application for a decommissioning licence, an environmental assessment (EA) was carried out according to Canadian environmental assessment legislation. The EA concluded in 2002 April when the Federal Environment Minister published his decision that WL decommissioning was not likely to cause significant adverse environmental effects and that no further assessment by a review panel or mediation would be requiredIn 2002 December, the Canadian Nuclear Safety Commission issued a decommissioning licence for WL, valid until December 31, 2008. The licence authorized the first planned phase of site decommissioning as well as the continuation of selected research programs. The six-year licence for Whiteshell Laboratories was the first overall decommissioning license issued for a Canadian Nuclear Research and Test Establishment and was the longest licence term ever granted for a nuclear installation of this complexity in Canada.The first phase of decommissioning is now underway and focuses on decontamination and modifications to nuclear facilities, such as the shielded facilities, the main R&D laboratories and the associated service systems, to achieve a safe state of storage-with-surveillance. Later phases have planned waste management improvements for selected wastes already in storage, eventually followed by final decommissioning of facilities and infrastructure and removal of most wastes from the site.This paper provides an overview of the planning, environmental assessment, licensing, and organizational processes for decommissioning and selected descriptions of decommissioning activities currently underway at AECL Whiteshell Laboratories.
