The formation of the organizational structure of a unique project (without prototypes) refers to the general problem of optimizing the management of processes in irreversible systems of various types. At the same time, an increase in the dimension of the system requires the construction of models not only for particular situations of the objective environment, but also for models that take into account the nature of the dynamics of changes in the parameters of the management process throughout the planning horizon. The article considers the problem from the perspective of information theory, which allows the most abstract method (not limited to a specific subject area) to carry out modeling and optimization of the structure of a control system with a complex, unparalleled project. Information in the economic system is heterogeneous, probabilistic, and has various quantitative characteristics, used to varying degrees in the modeling of complex management processes. The problem of synthesizing the structure of an organizational management system includes the choice of the number of levels and subsystems, as well as the principles of management organization; synthesis of the structure of the system for collecting, transmitting and processing information; addressing issues related to optimizing the hierarchy of the system, ensuring the effective performance of management functions and the achievement of goals. In the tasks of analysis and synthesis of the organizational structure of unique projects, the apparatus of the transfer functions of the classical control theory is used. The organizational structure was modeled at the most abstract level in terms of information theory. The proposed method of optimizing the organizational structure, taking into account the principle of the information value of the resources of the management system. The representation of the management process as a transitional process (a dynamic process of information transformation) allows to reconcile the dynamic characteristics of the control system hardware and the human factor operating in it.

Differences between the domains of application of classical control theory and applied cybernetics are examined. It is suggested that a unifying concept for the understanding of both simple mechanical control systems and complex social systems is that of the decision process. Simple decision systems are equated to those for which transfer functions can be specified. Complex systems demand a simulation approach. No prescriptive organisational control theory based on simulation methods yet exists but one is required and is seen to be emerging from such diverse fields as artificial intelligence and Industrial Dynamics.

The compliance organizational unit, in a legal environment dictated by changes to the regulations of 2017, is a key organizational unit in the bank’s organizational structure, which has been assigned tasks related to the broadly understood risk compliance management. For the proper functioning of compliance organizational unit, it was guaranteed its proper location and the status of the head of the compliance organizational unit and employees performing these tasks. In contrast, the compliance risk management process, understood from 2017 as a set of specific elements and tasks (identification, assessment, control, monitoring and reporting), is one of the key processes that make up the bank’s risk management system.

The stability of the system is the prior condition for whether the control system can operate normally, in the classical control theory, time domain analyze method, complex domain analyze method and frequency domain analyze method are often used to analyze the performance of the control system. Using LabVIEW to design graphic user interface, input parameters, then the curve can be drawn out immediately and calculate the interrelated parameters, which plays an important role in analyzing the stability of the system.

The study of the essence of the economicsecurity management system of the university and the definition of its main tasks,the formulation of principles of economic security management of the university.Methodology. The dialectical method, methods of analysis and synthesis, methodsof structural-logical and semantic analysis were used to study and summarizescientific papers on the research topic. The results of the work. The essence of theuniversity’s economic security management system has been reviewed. The maintasks of the control system have been identified. A definition of the university’seconomic security system has been proposed. Principles of management of economicsecurity of the university have been formulated. These are: scientific andorganizational and social principles. Conclusions. The proposed principles allow totake into account the economic role and social mission of universities in managingeconomic security.

Background: The conventional method using one-degree-of-freedom (1DOF) controller for Permanent Magnet Synchronous Motor (PMSM) servo system has the trade-off problem between the dynamic performance and the robustness. Methods: In this paper, by using H∞ control theory, a novel robust two-degree-of-freedom (2DOF) controller has been proposed to improve the position control performance of PMSM servo system. Using robust control theory and 2DOF control theory, a H∞ robust position controller has been designed and discussed in detail. Results: The trade-off problem between the dynamic performance and robustness which exists in one-degree-of-freedom (1DOF) control can be dealt with by the application of 2DOF control theory. Then, through H∞ control theory, the design of robust position controller can be translated to H∞ robust standard design problem. Moreover, the control system with robust controller has been proved to be stable. Conclusion: Further simulation results demonstrate that compared with the conventional PID control, the designed control system has better robustness and attenuation to the disturbance of load impact.
