Public participation is significant for the success of any urban planning project. However, most members of the general public are not planning professionals and may not understand the technical details of a 2D paper-based plan, which might hamper their participation. One way to expand the participation of citizens is to present plans in well-designed, user-friendly and interactive platforms that allow participation regardless of the technical skills of the participants. This paper investigates the impacts of the combined use of 3D visualization and E-participation on public participation in Kisumu, Kenya. A 3D City model, created with CityEngine2016, was exported into a web-based geo-portal and used as a Planning Support System in two stakeholder workshops in order to evaluate its usability. For e-participation, 300 questionnaires given out to planning practitioners. Five indicators were developed for evaluating the usability of the 3D model while the usability of e-participation was evaluated using communication, collaboration and learning as indicators. Results showed that effectiveness and efficiency varies within different professional groups while the questionnaires showed strong preference for e-participation methods, especially SMSs/USSDs and emails. The study concludes that the use of 3D visualization and E-participation has the potential for improving the quality and quantity of public participation and recommends further research on the subject.

Virtual 3D city models provide powerful user interfaces for communication of 2D and 3D geoinformation. Providing high quality visualization of massive 3D geoinformation in a scalable, fast, and cost efficient manner is still a challenging task. Especially for mobile and web-based system environments, software and hardware configurations of target systems differ significantly. This makes it hard to provide fast, visually appealing renderings of 3D data throughout a variety of platforms and devices. Current mobile or web-based solutions for 3D visualization usually require raw 3D scene data such as triangle meshes together with textures delivered from server to client, what makes them strongly limited in terms of size and complexity of the models they can handle. This paper introduces a new approach for provisioning of massive, virtual 3D city models on different platforms namely web browsers, smartphones or tablets, by means of an interactive map assembled from artificial oblique image tiles. The key concept is to synthesize such images of a virtual 3D city model by a 3D rendering service in a preprocessing step. This service encapsulates model handling and 3D rendering techniques for high quality visualization of massive 3D models. By generating image tiles using this service, the 3D rendering process is shifted from the client side, which provides major advantages: (a) The complexity of the 3D city model data is decoupled from data transfer complexity (b) the implementation of client applications is simplified significantly as 3D rendering is encapsulated on server side (c) 3D city models can be easily deployed for and used by a large number of concurrent users, leading to a high degree of scalability of the overall approach. All core 3D rendering techniques are performed on a dedicated 3D rendering server, and thin-client applications can be compactly implemented for various devices and platforms.

3D city models have become crucial for better city management, and can be used for various purposes such as disaster management, navigation, solar potential computation and planning simulations. 3D city models are not only visual models, and they can also be used for thematic queries and analyzes with the help of semantic data. The models can be produced using different data sources and methods. In this study, vector basemaps and large-format aerial images, which are regularly produced in accordance with the large scale map production regulations in Turkey, have been used to develop a workflow for semi-automatic 3D city model generation. The aim of this study is to propose a procedure for the production of 3D city models from existing aerial photogrammetric datasets without additional data acquisition efforts and/or costly manual editing. To prove the methodology, a 3D city model has been generated with semi-automatic methods at LoD2 (Level of Detail 2) of CityGML (City Geographic Markup Language) using the data of the study area over Cesme Town of Izmir Province, Turkey. The generated model is automatically textured and additional developments have been performed for 3D visualization of the model on the web. The problems encountered throughout the study and approaches to solve them are presented here. Consequently, the approach introduced in this study yields promising results for low-cost 3D city model production with the data at hand.

Communicating location-specific information to pedestrians is a challenging task which can be aided by user-friendly digital technologies. In this paper, landmark visibility analysis, as a means for developing more usable pedestrian navigation systems, is discussed. Using an algorithmic framework for image-based 3D analysis, this method integrates a 3D city model with identified landmarks and produces raster visibility layers for each one. This output enables an Android phone prototype application to indicate the visibility of landmarks from the user's actual position. Tested in the field, the method achieves sufficient accuracy for the context of use and improves navigation efficiency and effectiveness.

Three-dimensional city models are an increasingly common data set maintained by many cities globally. At the same time, the focus of research has shifted from their production to their utilization in application development. We present the implementation of a demonstrator application combining the online visualization of a 3D city information model with the data from an application programming interface. By this, we aim to demonstrate the combined use of city APIs and 3D geospatial assets, promote their use for application development and show the performance of existing, openly available tools for 3D city model application development

Urban design is a subject that is concerned with the shape, the surface and its physical arrangement of all kinds of urban elements. Although urban design is a practice process and needs much detailed and multi-dimensional description. 3D city models based spatial analysis gives the possibility of solving these problems. Ahmedabad is third fastest growing cities in the world with large amount of development in infrastructure and planning. The fabric of the city is changing and expanding at the same time, which creates need of 3d visualization of the city to develop a sustainable planning for the city. These areas have to be monitored and mapped on a regular basis and satellite remote sensing images provide a valuable and irreplaceable source for urban monitoring. With this, the derivation of structural urban types or the mapping of urban biotopes becomes possible. The present study focused at development of technique for 3D modeling of buildings for urban area analysis and to implement encoding standards prescribed in "OGC City GML" for urban features. An attempt has been to develop a 3D city model with <i>level of details</i> 1 (LOD 1) for part of city of Ahmedabad in State of Gujarat, India. It shows the capability to monitor urbanization in 2D and 3D.

Abstract. This paper explains the development of a 3D city model-based Public Participation Platform as a prototype and its implementation in a real-world public participation process to redevelop the Weilimdorf area of Stuttgart city. Alongside conducting Weilimdorf’s public participation process, the goal of the mentioned public participation platform is to research citizens’ acceptance of such tools. The usage of digital tools has become more critical for participation processes. The need for social distancing expedites this change, particularly during the pandemic. Previous research frequently focuses on 2D platforms and smaller sample sizes but nevertheless shows the importance of such tools. However, with current developments in geospatial and web streaming technologies, it has become easier and faster to visualize large-scale 3D city models over the web. In this research, these technologies were used by the citizens of the Weilimdorf area to evaluate the usability of the platform and collect their feedback. The result shows that such a digital public participation platform is a valuable supplement to traditional in-person public participation methods.

Recent developments of 3D technologies and tools have increased availability and relevance of 3D data (from 3D points to complete city models) in the geospatial and geo-information domains. Nevertheless, the potential of 3D data is still underexploited and mainly confined to visualization purposes. Therefore, the major challenge today is to create automatic procedures that make best use of available technologies and data for the benefits and needs of public administrations (PA) and national mapping agencies (NMA) involved in “smart city” applications. The paper aims to demonstrate a step forward in this process by presenting the results of the SENECA project (Smart and SustaiNablE City from Above – <a href="http://seneca.fbk.eu"target="_blank">http://seneca.fbk.eu</a>). State-of-the-art processing solutions are investigated in order to (i) efficiently exploit the photogrammetric workflow (aerial triangulation and dense image matching), (ii) derive topologically and geometrically accurate 3D geo-objects (i.e. building models) at various levels of detail and (iii) link geometries with non-spatial information within a 3D geo-database management system accessible via web-based client. The developed methodology is tested on two case studies, i.e. the cities of Trento (Italy) and Graz (Austria). Both spatial (i.e. nadir and oblique imagery) and non-spatial (i.e. cadastral information and building energy consumptions) data are collected and used as input for the project workflow, starting from 3D geometry capture and modelling in urban scenarios to geometry enrichment and management within a dedicated webGIS platform.

In a company, the process of income and expense of money must have a profit-generating goal base. The success of financial management within the company, can be monitored from the ability of the financial management in managing the finances and utilize all the opportunities that exist with as much as possible with the aim to control the company's cash (cash flow) and the impact of generating profits in accordance with expectations. With a web-based online accounting system version 2.0, companies can be given the ease to manage money in and out of the company's cash. It has a user friendly system with navigation that makes it easy for the financial management to use it. Starting from the creation of a company's cash account used as a cash account and corporate bank account on the system, deletion or filing of cash accounts, up to the transfer invoice creation feature, receive and send money.
