The most powerful Russian NFG (national financial group) (Lukoil, Tatneft, Sibur Holding), transnational companies (TNCs) (Gazprom, Rosneft) and small oil companies (SOCs) (Sibir Energy PLC, West Siberian Resources) operate in the oil and gas complex. The oil and gas complex traditionally acts as a guarantor of the country’s energy security. The new economic conditions in 2021 are associated with a decrease in demand for oil and products from it, high dependence on imports, and the suspension of wells to complete a deal under OPEC ++, which will lead to a market drop by 3-10%. The purpose of the paper is to conduct a comparative analysis of Russian NFG, TNCs and SOCs in the regional and global oil and gas markets. The initial materials used to conduct the research were statistical data from the Center for Macroeconomic Analysis and Short-Term Forecasting, the Ministry of Economic Development of the Russian Federation, the Analytical Center under the Government of the Russian Federation and world rating reports. The pandemic and self-isolation of 2020 have led to a decrease in the intensity of global supply chains, affecting Russian NFGs, TNCs and SOCs in the oil and gas sector. The Russian oil and gas sector has lost 50-60% of its proceeds from the export of hydrocarbons, which is more than 50% of its capitalization. To support the industry, the Ministry of Industry and Trade of the Russian Federation will have allocated RUB 35 billion by 2024. Today, Russian NFGs, TNCs and SOCs operate in conditions of a negative damper, contraction of the domestic market, reduction of crack spreads and restrictions on production growth. Therefore, the following is relevant for them: for NFGs - search for new sales markets (for example, Asia), for TNCs - the use of innovative technologies to maintain the profitability of oil and gas production, for SOCs - development of small deposits and deposits with hard-to-recover reserves. For TNC net importers of oil from the European Union, Japan, and Korea, the electromobilization process is a potential source of economic growth. European majors, such as BP, Equinor, Shell and Total, have set decarbonization goals, transforming from oil and gas to diversified energy companies.

The article explored and described the theoretical bases of economic safety in the oil and gas sector: the concept, relationship with energy security, potential and real threats, and the measure and evaluation stages. The analysis of the main indicators of the oil and gas sector of the Russian Federation was conducted, and recommendations were proposed for eliminating threats to economic security. The priority tasks assigned to the oil and gas complex of the Russian Federation as the main locomotive of the national economy of the state are highlighted in the work. In addition, possible ways to increase the efficiency of geological exploration and oil and gas production in Russia are identified. Conclusions are drawn about the world community’s lack of development of theoretical aspects of economic security in the oil and gas sector, identified key problems of this sector and the main directions for the future study of the issue; The concept of economic security of the oil and gas complex was proposed.

The relevance of this study lies in the fact that the modern oil market is characterized by instability and high competition. Depletion of oil fields, deterioration of equipment for oil production, price volatility and political conflicts negatively affect Russia’s position in the global energy market. New economic conditions in 2021 are associated with a decrease in demand for oil and oil products, high import dependence, conservation wells to complete the deal under OPEC ++, which will lead to a fall in the market by 3-10%. It is necessary to apply new methods of oil production, one of which is the method of achimovka oil fields. Methods. The initial materials were statistical data from the Center for Macroeconomic Analysis and Short-Term Forecasting, the Ministry of Economic Development of Russia, the Analytical Center for the Government of the Russian Federation, world rating reports. Results. The pandemic and self-isolation of 2020 led to the fact that the Russian oil sector lost 50-60% of proceeds from the export of hydrocarbons, more than 50% of its capitalization. To support the industry, the Ministry of Industry and Trade of Russia will allocate 35 billion rubles. until 2024 for the development of new offshore and deep oil deposits. Conclusions. For Russian oil companies, the following is relevant: search for new sales markets (for example, Asia); application of innovative technologies to maintain the profitability of oil and gas production through the development of bazhen and achimovka; development of small deposits and deposits with hard-to-recover reserves.

Government policies in natural resource management, especially in the oil and gas sector face a lot of problems. However, the government also has a responsibility to improve the life of people affected from oil and gas exploration and production activities. This research was aimed at investigating how the implementation of policies run by the central and local government toward the oil and gas management and community empowerment, especially the community located closely  to oil and gas exploration and production activity in Madura, East Java. This research method is phenomenological research using descriptive qualitative approach. Therefore, this study is conducted through direct observation on the object during the research time. The data collection is done through observation and interview. The results of this study revealed that it is needed an integrated step done by the government, vertically, whether central, provincial, district, and village to synchronize oil and gas management and community empowerment programs. By doing so, the ideas and desires to improve the welfare and increase the state income will be realized, especially in focusing corporate and government programs improving citizen’ economic and education, whose area becomes the location of oil and gas production.

For more than 15 years, a significant part of the budget revenues of the Russian Federation have been tax revenues from the sale of hydrocarbons, in particular oil and natural gas. Despite the desire of our government to minimize its dependence on oil and gas revenues, the government continues to implement measures to encourage both small and large companies by providing some tax-related benefits, thereby encouraging the fields to further develop and expand.

The need to study the problem of seabed local scour near offshore platforms has arisen in Russian Federation in connection with the activation of oil and gas production from fields located in coastal areas of seas (in accordance with the Energy Strategy for the period up to 2030, approved by the Government of the Russian Federation on November 13, 2009, No1715-p). Operation of offshore platforms is characterized by a number of features: shallow water areas; severe storm conditions; large transverse dimensions of structures that cause waves diffraction; the variety of used structure forms; the way of platform mounting on the seabed. During platform operation in the shallow waters, its basement soil is under an intense impact of sea waves, currents, as well as jets from engine of coming and berthing ships. The structure disturbs the natural wave flow. Near the platform, flow velocity increases, there are vortexes breakaway from platform corner edges. Scour holes appear and progress near platform foundation. Their location and measure depend on the parameters of external impacts, on the water depth, on the shape and dimensions of the foundation block.

Abstract The creation of an effective system of rescue support (the abbreviation ASO is adopted on the territory of the Russian Federation) in the implementation of the processes of oil and gas production and transportation in the Arctic seas of Russia is an urgent and difficult task. The feasibility of creating such a system for offshore oil and gas production facilities is due to the statistics of accidents and incidents at such facilities, as well as the fact that the Merchant Shipping Code of the Russian Federation, in essence, does not consider the applicability of the existing system of rescue operations on platforms that are exploring and developing mineral and other non-living resources the seabed and its bowels. The successful solution of numerous problems of rescue support, including the requirements for the quality of the system, indicators and criteria for the effectiveness of the operations carried out, can be significantly increased by using mathematical models that make it possible to identify patterns in the processes of performing urgent work, improve the quality of planning, and, consequently, the efficiency of management of various organizational systems. Applied in many areas of activity, the scientific direction "research of operations" is advisable to use when system generation of rescue support within the framework of improving the system of technical regulation of oil and gas enterprises. Determining the effectiveness of a purposeful process quantitatively will allow, on a scientific basis, with the involvement of modern mathematical methods, to solve the problem of increasing the effectiveness of the use of forces and means of the marine rescue support, including the functioning of the emergency support system in the mode of daily and emergency activities, as well as the preparation of the necessary forces and means. The novelty of the presented work lies in the application of the provisions of the theory and the apparatus of operations research to assessing the effectiveness of the system of the marine rescue support, which will further serve as a methodological basis for the development of a number of documents and provisions that are of practical importance: methods, requirements for the system of rescue support, documents in the field of control over the rescue system, etc.

This work is devoted to the study of a new way of development of the oil and gas industry, which is due to the influence of many factors of our time. Factors such as limited resources, an increase in the anthropogenic and technological load on the environment, and the risks associated with the complexity of the oil refining process itself, require a fundamentally different solution, which is fully provided by noonomics. It is shown that sustainable development based on the principles of noonomics reduces the role and significance of material factors in the production process of vertically integrated oil companies and the oil and gas industry as a whole, highlighting scientificand technological progress in oil and gas production and their processing.


Subject Gas sector update. Significance Despite sharp reductions in oil companies' global exploration and production, Egypt is attracting multi-billion-dollar fast-track upstream oil and gas investment. Cairo has already made progress in addressing key imbalances in its energy sector, and succeeded in reducing arrears to oil companies. Boosting upstream oil and gas production will eventually help stabilise the budget. Impacts Egypt's gas balance could turn positive by 2020, reducing the country's demand for LNG and oil product imports. Incentives for renewables, particularly solar power, are a likely path for diversifying the energy mix and stemming domestic gas demand. The government is likely to remain committed to generous PSAs. It will also probably advance domestic gas pricing reform to maintain the upstream sector's current momentum.

Based on the materials of long-term research of departmental materials and production experience, an attempt was made to analyze the possibility of implementing the Russian Federation Government decree of May 7, 2019 № 566 «On the approval of the rules for performing reforestation or afforestation by persons using forests in accordance with Article 43–46 of the Forest code of the Russian Federation and by persons who have applied for an application to change the designated purpose of the forest area». It is noted that, despite the timeliness of the Russian Federation government resolution it does not fully comply with the regional conditions of a number of constituent entities of the Russian Federation and in particular the Khanty-Mansiisk Autonomous district — Yugra. In areas of oil and gas production, carrying out compensatory measures by creating forest plantations using ball-rooted seedlings on hard to reach burnt areas and in dead plantations will lead to unreasonably high costs for reforestation and the lack of agrotechnical and silvicultural care will result in the death of forest crops as well as discredit the compensatory measures. Considering some work experience on compensatory reforestation in the Khanty-Mansiisk Autonomous district — Yugra the suggestions were made to improve the compensatory measures.

Nigerian state depends majorly on oil resources for her economic survival. Over 85% revenue generation to the Nigerian government are derived from oil production in the Niger Delta. In spite of this, Niger Delta region illustrates a paradox of poverty in the midst of abundant resources. The region remains one of the poorest and least developed parts of the country. The region suffers from environmental pollution, pervasive poverty and underdevelopment. These culminated to series of peaceful agitations to draw the attention of the government for solution to their challenges but due to the insensitivity of the government and oil companies operating in the region to their plight it degenerated to violent agitations, hence the insurgency and militancy in the region. The effects of all these were the disruptions of oil and gas production, reduced national revenue, withdrawal of foreign capital, kidnapping of expatriate oil company staff and so on. In a bid to curb the insurgency and militancy in the region, the Federal Government initiated the amnesty programme in 2009. Seven years after, the issues of environmental degradation, youth unemployment, poverty and underdevelopment that led to militancy and insurgency in the region remain unresolved. Thus, there was renewed insurgency from January to December, 2016 in the region. The paper argues that, granting of amnesty to the militants is a temporarily solution to the problems and until the grievances of the region are sincerely tackled by the government, the issues of militancy and insurgency will remain unabated and may degenerate.
