<p>Research about Islamic educational institutions, the market and the rise of the new Muslim middle-class in Indonesian society has mainly focused on schools. Its correlation with pesantren (Islamic boarding schools) as Islamic education providers has not yet been deeply portrayed. This paper aims to identify changes in pesantren management practices in relation to the growth of the Muslim middle-class and questions whether pesantren management practices intended to cater for the middle-class segment of society can be categorized as commodification or as acts of pious neoliberalism. As a preliminary examination, this paper was based on extensive literature and media research, interviews with teachers and parents in pesantren, and non-participant observation. This research highlights three different strategies developed by pesantren to respond to the growing size of the Muslim middle-class in Java, Indonesia: ‘developing’, ‘inserting’ and ‘creating’ new pesantren education programs. Three models are highlighted here in three select pesantren in Java: Firstly, a pesantren established and designed to accommodate middle-class Muslims that employs an approach that is an amalgamation between religious education and international educational standards. Secondly, a well-established traditional pesantren which built new ‘elite’ buildings to respond to demand from middle-class Muslims. And thirdly, a pesantren that targets urban middle-class students of all ages who have limited religious knowledge and which mainly focuses on a tahfidz program (memorizing of the Qur’an) through creating a ‘friendly’ image of learning the Qur’an. These pesantren maintain a deeply religious curriculum similar to traditional pesantren and provide good facilities for students but charge high fees for education, and as such may connotate a commodification practice. Using Mona Atia’s concept of pious neoliberalism, the writer questions whether the fusion of religious practices of any kind, commodification and adjustment to market logic, in this context, might be better understood as pious neoliberalism. In this sense, the commodification practices in the examples offered here should not always bear a pejorative meaning. While admitting that global changes have introduced new challenges to the Muslim community and in relation to Islamic education, it is hoped that this article will encourage further discussion and investigation on the subject of the changing nature of provision and management of Islamic educational institutions, in particular pesantren, in Indonesia.</p>

A political policy that is carried out within a certain period of time seems to encourage the development of a social system as an effort to maintain the security of the system and political policies. As the government policy given to pesantren as Islamic educational institutions in Indonesia, has had an impact on the development of Islamic education institutions in Indonesia from basic education institutions and even to the formation of higher education institutions that are able to compete with general education institutions. There are 5 characteristics inherent in Islamic boarding schools, namely: pondok, mosque, teaching of classical Islamic books, santri, and kyai. Islamic boarding schools in Indonesia have a very big role, both for the progress of Islam itself and for the Indonesian nation as a whole. Based on existing records, religious education activities in the archipelago have been started since 1596. These religious activities are later known as Islamic boarding schools. Ulama began to realize that the traditional Islamic boarding schools and education systems were no longer suited to the Indonesian climate at that time. Therefore, an idea emerged about the need to develop and renew Islamic education in Indonesia.

In term of education in Indonesia, there is an unavoidable fact that Islamic education including Islamic higher education is not a new phenomenon. The problem of community empowerment, especially among the middle class, is a critical issue for the government in achieving the success of the development. If in the early 1970s few social movements and government groups were actively concerned and capable of dealing with developmental issues, now the situation is much in tandem with the establishment of thousands of NGOs (non-governmental organisations). The emergence of one of the typologies of non-governmental organisations with the background of Islamic educational institutions involving Kiai and several santri as the backbone of the organisation became one of the forms of innovation of Islamic educational institutions which aimed to empower the community. One of the NGOs with Islamic education background is the Pesantren and Society Development Bureau (BPPM) Pesantren Maslakul Huda (PMH) Kajen Margoyoso Pati founded by Kiai M.A Sahal Mahfudh who is active in community empowerment action in the country.

The condition of the city is marked by the process of modernization that is massive enough to create its own challenges for the mosque in carrying out its role. Muslims in urban areas become particular because they are busy with work that allows little room to go to the mosque. Therefore, the mosque must compete with other public spaces such as luxury buildings that become centers of entertainment, shopping and even become a place of training which is a favorite place for Muslims who live in the city. To develop Islamic religious education in order to attract Muslims to fill mosques. This study aims to determine the role and existence of the Yogyakarta Ash-Shiddiiqi Mosque as well as supporting and inhibiting factors in developing Islamic religious education in the midst of urban globalization. The research method is qualitative descriptive with a case study approach. The results showed that the management of this mosque was very good with the performance of its management until the mosque Ash-Shiddiiqi continued to exist in the midst of urban currents. The function of the mosque from worship is transformed into the surrounding Islamic educational institutions. Islamic education through Ta'lim, monthly recitation, TPA and mosque development as a center of community education activities and greatly assist the Yogyakarta city government in fostering knowledge and morals for the progress of the nation. Aside from that, the findings in the field also show obstacles to the implementation of education with urban conditions where pilgrims are often busy with their work.
