The purpose of this work is to establish and determine, on the basis of a systematic analysis, the factors influencing the state of food security of the Russian Federation, the problems of legal support of national priorities related to food independence. Qualitative and quantitative characteristics of the current state of food security in the Russian Federation are closely related to the criteria for the development of the socio-economic system of the state. An important condition for the effective implementation of national priorities is the normative regulation of the toolkit of state management impact on the threats and risks of food independence. To understand the essence of these problems and minimize their consequences, the authors substantiate the need to study the indicated problem within the framework of the concept of legal dementia. Legal dementia is a state of compliance by subjects of law with the provisions of the law, which is characterized by non-fulfillment to one degree or another by state bodies not only of their functions, but also by the inability to respond, due to a low level of competence and professionalism, to factors that weaken the effectiveness of legal guarantees.

Mogutova mountain flora (Zhiguli hill, Samara Region) has about 700 species of vascular plants, 14 species are included in the Red Book of the Russian Federation (2008), 50 species are included in the Red Book of the Samara Region (2017), 7 species are the endemics of the Zhiguli hills. On the Mogutova mountain 48 plant associations were described: 36 associations are represented by forest vegetation, 1 Association is represented by shrubs, 11 associations are represented by herbaceous vegetation. In eight described associations there are 6 endemic species of the Zhiguli hills: in Cerasus fruticosa + Caragana frutex association one endemic species is found - Euphorbia zhiguliensis; in Stipa pennata - Caragana frutex association there are 3 endemics - Cerastium zhigulense, Gypsophila juzepczukii and Thymus zheguliensis; in Stipa capillata + Herbae stepposae and Stipa capillata + Echinops ruthenicus associations there is only Thymus zheguliensis; in Herbae stepposae + Stipa pulcherrima and Stipa pennata + Helianthemum nummularium associations there are 2 endemic species - Gypsophila juzepczukii and Thymus zheguliensis; in Thymus zheguliensis association there are 4 endemics - Cerastium zhigulense, Gypsophila juzepczukii, Sisymbrium pinnatisectum, Thymus zheguliensis; in Schevereckia hyperborea association Poa saksonovii is revealed. The endemics of the Zhiguli hills: Euphorbia zhiguliensis and Thymus zheguliensis are protected at the Federal level, and Cerastium zhigulense, Gypsophila juzepczukii and Poa saksonovii are protected at the regional level.


No breakthrough in the economic development of the Russian Federation could be achieved without the maximum utilisation of the inner regional potential. This implies high relevance of studies concerning the aspects of influence produced by internal and external factors on regional development, as well as analyses of the existing conditions at the macroeconomic level that support or hinder the engagement of inner regional reserves and opportunities in the regions' socioeconomic development. This would make the basis for a more comprehensive view of the regional system and its inherent properties, helping to identify ways to manage regional development. Objectives. Analysis and decomposition of developmental shifts in the Russian regions and their classification based on internal and external influences. Methods. The primary research method is the shift-share analysis method. The methods of logical and statistical analysis, particularly, correlation analysis, are also used. Results. The driver effects of shifts are calculated at the national, industry, and regional levels for 80 regions of the Russian Federation and the period comprising two time points, 2012 and 2017. The regional and industry effects are analysed by the types of economic activities. It is established that, firstly, the regional effect is negative for most regions and, secondly, the industry effect (in combination with the national effect) acts to smooth out the negative regional effect. Conclusions. A conclusion is made that positive shifts can be achieved both in strong and weak regional economies. Generally, the shifts in Russian regions are mostly influenced specifically by the internal regional conditions, which are mostly adverse, suggesting high importance of regional effects. The research highlights the significance of industry policies at the federal level, primarily in economic activities such as agriculture and manufacturing, and the need for improvement of regional policies implemented at the federal level to raise the number of self-developing regions.

The essential advantages of the Federal Law “On Education in the Russian Federation”, adopted in 2012, are indicated. The problematic aspects are revealed that do not allow to regulate educational activities effectively enough. Prospective ways of solving the problems identified during the study are proposed.

The subject. The analysis of the establishment of land tax benefits for residents of the Free Port of Vladivostok by municipalities is carried out.The purpose of the article is to determine the feasibility of establishing land tax benefits for residents of the Free Port of Vladivostok (FPV) by the municipalities themselves or to confirm the need for federal regulation of the establishment of such benefits by the Tax Code of the Russian Federation.The methodology of the study includes the analysis of municipal legal acts on the establishment of land taxes in municipalities that are parts of the FPV.The main results and scope of their application. Due to the limitation of powers of municipalities located in territories with special legal status, one of the powers that such municipalities exercise is the establishment of local taxes and fees, as well as local tax benefits for residents of such territories. In most cases, such benefits provided at the federal level, so municipalities only “exercise the will” of the federal legislator by imposing a local tax on their territory. Due to the absence of federal regulation, tax benefits on local taxes will be established at the discretion of local authorities, which may lead to competition and unequal economic conditions for residents. So, for residents of the Free Port of Vladivostok (which includes 22 municipalities located in five constituent entities of the Russian Federation) in the absence of federal regulation, the municipal entities themselves will establish land tax benefits, which in practice leads to differentiation in the payment of land tax in the territory of the Free Port of Vladivostok. All municipalities that are parts of the FPV are divided into three groups: 1) a land tax exemption has been established in the municipalities of the first group; 2) the municipalities of the second group has not established a land tax benefit; 3) the municipalities of the third group have a zero land tax rate. It is necessary to establish a common list of benefits on the territory of the FPV by the Tax Code of the Russian Federation with the possibility of expanding such benefits at the regional and municipal levels, taking into account local characteristics.Conclusions. Municipalities establish the land tax benefits in different ways, and such situation leads to an unequal economic situation for residents of FPV. In order to remove competition between municipalities and due to the significance of the goals that the state sets for itself, creating territories with special economic status, it seems necessary to establish a typical list of benefits on such territories at the federal level by the Tax Code of the Russian Federation with the possibility of expanding such benefits at regional and municipal level according to local circumstances.

The conducted research consists in the possibility of using the obtained data to build a modern model of state regulation of the fuel and energy complex. The research results can be used in the activities of interested state authorities, mainly at the federal level. The paper discusses the theoretical features of state regulation of the fuel and energy complex. The characteristic of the development of the fuel and energy complex of the Russian Federation is given. The paper studies the development of state regulation mechanisms in the fuel and energy complex of the Russian Federation. The problems of development of the fuel and energy complex of the Russian Federation are highlighted. Recommendations for improving interaction between the fuel and energy complex and the state are given.

This article analyzes the legal regulation of social relations in the area of traditional medicine on the level of constituent entities of the Russian Federation at the present stage. The author examines the normative legal acts with regards to traditional medicine on the federal and regional levels. A conclusion is made that federal legislation regulates a limited number of questions in the field of traditional medicine; thus legal regulation in this sphere is virtually delegated to the constituent entities of the Russian Federation. At the same time, legislation fundamentally differs from region to region, so is the legal status of the participants of legal relations. The scientific novelty consists in formulated conclusions on the need for amending the current legislation for the purpose of consolidation on the federal level of universal requirements to exercising activity by all subjects of traditional medicine. Such recommendations would allow ensuring unity of legal status of the subjects of legal relations in the area of traditional medicine throughout the Russian Federation.

The work raises an issue of development and implementation of the Russian regional law-making policy in the direction of ensuring innovative activity. The Tambov Region is regarded as a region for scientific and practical generalizations, conclusions, and recommendations. Some lagging of the regional levels behind similar policies at the federal level, where a significant number of legislative acts regulating innovation relations have been adopted, is stated. The legislative prescriptions that determine the task of developing innovative relations for the constituent entities of the Russian Federation, including through purposeful lawmaking in this direction, are indicated. It is proved that, according to the Constitution of the Russian Federation, the authorities of the constituent entities of the Russian Federation have a sufficient number of powers to pursue a law-making and power-adminis-trative policy in the field of science, technology, innovation. The steps taken in the Tambov Region in this direction are assessed. Critical remarks and recommendations are expressed regarding the improvement of the law-making policy in the field of innovations in the territory of the Tambov Re-gion.
