ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. <p>Interactions between society and water are complex, socio-hydrological systems are influenced by policies, which rarely are a simple linear response with the aim of providing the most efficient solution. In drought contexts, a new layer of complexity is added, considering the different uncertainties involved, related to the rainfall season, or the duration of multi-year drought events. We utilized the Multiple Streams Approach (MSA) theory to answer the following question: how do multi-year droughts function as focusing events? Focusing events may trigger greater attention to problems and solutions because they increase the likelihood that more organized interests, including some that are influential and powerful, could advocate policy change. MSA seeks to explain how policy changes. It assumes the policy change happens when three separate streams interact: (1) the problem stream, involving the emergence or recognition of a problem by society; (2) the policy stream, containing policy ideas and alternatives generated by specialists, researchers, politicians, and social actors; and (3) the politics stream, referring to the political, administrative, and legislative context favorable or unfavorable to developing certain actions to overcome the problem. The justification to apply the MSA lenses in this is study is to understand the influences of multi-year drought events as a focusing event that triggered the process of policy change considering the subnational context of Ceará state in Brazil. In this study, the following methodological procedures were used: (a) historical overview of drought occurrence and the policy responses in Ceará; (b) data processing of hydrologic records (rainfall). We found three main different policy approaches to drought impacts: reactive, proactive, and drought preparedness policies. We found in some cases that multi-year droughts served as focusing events that opened windows of opportunities, triggering policy response changes, such as, collaboration, new problem framing, and increased political attention. Our findings have implications for the socio-hydrology field, as there is still significant scope for increasing the understanding of the influences of public policies in the context of coupled-humans systems, especially in the context of drought. </p>

O presente trabalho teve como objetivos identificar as produções científicas sobre análise de políticas de saúde que utilizaram o modelo dos múltiplos fluxos de Kingdon e examinar as contribuições e os limites do modelo no estudo das políticas públicas de saúde, no contexto do SUS. Realizou-se uma revisão integrativa de publicações disponíveis nas bases de dados ProQuest, Portal de Periódicos e Banco de Teses e Dissertações da Capes e Scientific Electronic Library Online, com uso das palavras-chave Kingdon Model, multiple streams model (modelo dos múltiplos fluxos) e políticas públicas de saúde. Os critérios de inclusão foram: estudos completos em português e inglês, disponíveis on-line nas bases de dados; e análises de políticas públicas de saúde com uso do modelo Kingdon em experiências nacionais ou internacionais. Foram excluídos estudos de revisão e relatos de experiência. Foram levantados 4 teses de doutorado, 6 artigos e 2 dissertações de mestrado, publicados entre 1994 a 2009. O modelo de Kingdon mostrou-se aplicável a análises de políticas de saúde em diferentes sistemas políticos nacional e internacional, em períodos prolongados de tempo e na atuação dos governos. As contribuições desse modelo de análise para o SUS incluem: a) a incorporação da ambiguidade nas decisões; b) a valorização da consistência das ideias contidas nas propostas; c) a análise das diferentes interpretações sobre os problemas complexos da saúde brasileira pelos tomadores de decisão. Dentre os limites, aponte-se a ênfase na atuação dos atores em detrimento do marco institucional que delimita suas decisões.

Drawing on interview data from reading policy actors in California, Michigan, and Texas, this study applied Kingdon's (1984, 1995) multiple streams model to explain how the issue of reading became prominent on the agenda of state governments during the latter half of the 1990s. A combination of factors influenced the status of a state's reading policy agenda, including feedback from parents, teachers, and business groups; student achievement data; political pressure from the state administration; regional and national interest; a pervasive belief that reading is a building block for student success; and a widespread perception that the decline in reading achievement was symbolic of the failure of public schools. In addition, governors promoted reading to high agenda prominence by influencing which issues were placed on the decision agenda (agenda setting) and which alternatives were given serious attention (alternative specification). Finally, the findings suggest that the applicability of Kingdon's national-level model to the state level may depend on both the issue being examined and the participation of the state executive branch.

This article focuses on access to domestic violence services within Belize. Using data from community asset mapping, interviews with key informants, and focus groups with community members, the multiple streams framework was used to identify potential areas for intervention to improve access and ameliorate the effects of family violence in Belize. Identified challenges to accessing limited domestic violence resources were mainly confidentiality concerns and mistrust. Existing laws and regulations, organizational structures, and policies and plans also influenced access. Women's groups, nongovernmental organizations, and the health department can play a crucial role in improving access to domestic violence services.

The incorporation of information systems in government agencies is a process that started several decades ago, but it has sped up its pace due to the evolution of information technology and communications. This process could be characterized as being responsive to specific or by-sector requirements without policies or guiding principles. To this date, national and local government agencies obtain, record and process information in order to accomplish their duties. Their ways illustrate a fragmented scheme, noticeably based on the criteria of a self-referenced, bureaucratic state. Accordingly, the state has a myriad of information systems which are frequently disconnected. In spite of this, their remarkable evolution is a valuable asset that policy makers should consider. When the concept of electronic government emerged in the late nineties, it came to bridge the gap in the creation of public policies regarding the use of state information technologies and communications. However, electronic government it is not just limited to technology applications; it also introduces an innovative view on state modernization. The latter is presented from an external point of view that adopts the citizen’s perspective and emphasizes the need for coordination and integration in inter-agency processes. The development of electronic government has two basic approaches: electronic government initiatives and electronic government policies. The first approach resembles the traditional incorporation of information systems in government agencies, where multiple electronic government initiatives respond to specific vertical requirements. The second alternative incorporates a holistic view intended to build a global model of State through an electronic government public policy. This chapter focuses on the political process leading to the development of an electronic government policy, and it is illustrated by the analysis of the political process that led to the development of electronic government policy in Uruguay. The analysis uses John W. Kingdon’s (1995) multiple streams model, a conceptual approach that is intended to explain the mainstreaming of policies in the governmental agenda. The chapter further proposes that the multiple streams model could be extremely useful as a framework to be used on an ex ante basis for advocates of electronic government policy making.
