Drawing on interview data from reading policy actors in California, Michigan, and Texas, this study applied Kingdon's (1984, 1995) multiple streams model to explain how the issue of reading became prominent on the agenda of state governments during the latter half of the 1990s. A combination of factors influenced the status of a state's reading policy agenda, including feedback from parents, teachers, and business groups; student achievement data; political pressure from the state administration; regional and national interest; a pervasive belief that reading is a building block for student success; and a widespread perception that the decline in reading achievement was symbolic of the failure of public schools. In addition, governors promoted reading to high agenda prominence by influencing which issues were placed on the decision agenda (agenda setting) and which alternatives were given serious attention (alternative specification). Finally, the findings suggest that the applicability of Kingdon's national-level model to the state level may depend on both the issue being examined and the participation of the state executive branch.

Antimicrobial stewardship programs (ASPs) are critically important for combating the emergence of antimicrobial resistance. Despite this, there are no regulatory requirements at a national level, which makes initiatives at the state level critical. The objectives of this study were to identify existing antimicrobial stewardship practices, characterize barriers to antimicrobial stewardship implementation in acute care hospitals throughout Massachusetts, and evaluate the impact on these hospitals of a state-sponsored educational conference on antimicrobial stewardship.In September 2011, a state-sponsored educational program entitled “Building Stewardship: A Team Approach Enhancing Antibiotic Stewardship in Acute Care Hospitals” was offered to interested practitioners from throughout the state. The program consisted of 2 audio conferences, reading materials, and a 1-day conference consisting of lectures focusing on the importance of ASPs, strategies for implementation, improvement strategies for existing programs, and panel discussions highlighting successful practices. Smaller breakout sessions focused on operational issues, including understanding of pharmacodynamics, business models, and electronic surveillance.

Abstract This article aims to present a brief reflection on the studies in the field of the public policy agenda. To this end, the text presents the main theoretical and methodological developments on the subject found in the international literature, with an emphasis on three fundamental contributions: the studies developed by Cobb and Elder in the 1970s; John Kingdon’s multiple streams model in the 1980s; and Baumgartner and Jones’ propositions from the 1990s until the present. Next, we seek to understand how policy agenda-setting studies have been developed in Brazil. To do so, we conduct a mapping of the Brazilian academic production, considering theses, dissertations, and articles published in journals between 2000 and 2018. In conclusion, we note the growing expansion of agenda studies in Brazil, and we draw attention to some of the characteristics of these works, such as the preferred policy areas and the theoretical and methodological frameworks favored by researchers, among other aspects.

Aim. This research paper discusses the educational process of immigrant children in Lithuania with the intention to determine the integration trajectory most likely to be chosen by the immigrant students. Methods. The research methods include legal analysis of Lithuanian legislations related to immigration, immigrant integration and education, meta-analysis of previous research on immigrant integration into Lithuanian society as well as semi-structured interviews with experts of the field. Results. Having completed the research, the following conclusion has been drawn: immigrant children education in Lithuania does not tend to create conditions for successful integration and more often than not influences immigrant students to choose those integration paths that may inspire inner or outer conflict. This is due to the lack of integration policy and strategy at the state level as well as the tendency to create a cultural hierarchy wherein the Lithuanian culture is implicitly considered as above others. Practical application. The results of the research can be used to improve the conditions of immigrant children education in Lithuanian schools on the national level as well as by schools willing to foster the integration of immigrant students; the results can also be considered in the process of establishing integration policy on the state level.

We assess the effects of monetary policy on real house prices and housing investment across the US states during the period 1983-2008. We find that an expansionary monetary shock generates higher housing investment and house prices at the national level. At the state level, however the responses of housing investment and house prices differ from the nation-wide responses. We relate this heterogeneity to various observable factors such as property tax rates, howeownership, income inequality, poverty and demographic factors. All these factors are crucial in explaining the heterogeneity of the state-level responses.

This article describes the influence of various basemaps in Perceptual Dialectology, on the national and state levels. The 180 perceptual maps of the United States and Tennessee were divided into six types of basemaps; tabulated results show that basemaps play a different role on the national and state level. On the national level, basemaps that have features reminiscent of boundaries (state lines or interstates) bias the respondents’ answers. On the state level, on the other hand, the map features do not seem to influence the results in any discernible way: at times the informants seemingly go against the details present on the basemap. This striking difference indicates that, though the respondents rely on basemap details at the national level, where they may not have enough experience with the whole country, they don’t pay much attention to the state-level basemap details as they follow their own more detailed ideas about perceptions.

The subject of the research is General trends and changes in the field of resource conservation occurring in the economy at the national level, in the aspect of state regulation. The purpose of the work is to determine the level of resource efficiency of the Russian economy, to formulate the key directions of state policy implementation for activating resource-oriented projects. The basic approaches to the interpretation of the category “resource saving” are worked out, the content essence of the definition is established. The analysis of foreign experience in implementing and supporting resource-saving measures at the state level is carried out. Determined main tasks of implementation of resource-saving policy of the state; developed tools to enhance and regulate the resources; formed and grounded conceptual positions of methodical maintenance of transition of the national economy of Russia to the path of sustainable development.

State governments have been called the ‘laboratories of democracy’ due to their high level of policy innovation. A great deal of policy analysis occurs at the state level to support this experimentation, including internal legislative and executive branch research offices, university think tanks, and private and nonprofit organizations that generate studies to influence state policymaking. Given the diversity among the states, it is not surprising that their policy analysis organizations and activities also vary widely. While state-level policy analysis has grown rapidly, it has also fragmented, and many policy analysis organizations face important challenges. This chapter discusses these trends and the future of policy analysis in the states.

The Dayton Peace Agreement of 1995 established today's Bosnia and Herzegovina as a multiple, complex, specific, and unique state with international legal subjectivity with regard to state law, constitutional law, and administrative law. As a result, the form of socio-political order such as it exists in Bosnia and Herzegovina is unknown in modern political systems. From the initial minimum competences granted to state-level institutions as regulated by the Dayton Constitution, there have been, over the course of twenty-five years, significant amendments made in this respect. With the intervention of the Office of the High Representative (OHR) into the constitutional and legal framework, and, to a lesser extent, by consensual transfer of jurisdiction from the entity level to the state level, administrative capacities of Bosnia and Herzegovina have been strengthened in organisational and functional terms, thus significantly derogating the respective administrative authority of the entities of the Republic of Srpska and the Federation of Bosnia and Herzegovina. This is accompanied by strong hyperinflation of the administrative bodies and organisations at the state level, mostly of unstable legitimacy, which, along with the existence of administrative structures at the remaining thirteen levels of government, classifies the post-Dayton Bosnia and Herzegovina as a complex, segmented, and dysfunctional state. The subject of this paper is an analysis of the Dayton and post-Dayton conceptions of the administrative power of Bosnia and Herzegovina twenty five years since its establishment. The paper, using methods of qualitative analysis of legal acts, legal exegesis, as well as comparative and axiological methods, and relying on the theories and conceptions of the distribution of competences in a complex state, seeks to present the Dayton and post-Dayton conceptions of the administrative power in Bosnia and Herzegovina from a twenty-five year distance. The basic research hypothesis is that states with complex organisational structure, such as Bosnia and Herzegovina, require decentralised organisational and material structures in the executive branch both from the aspect of functionality and economy and the aspect of their sustainability.
