Abstract Sustainability is a strategic choice for the transition to a green economy in China. Improving green total factor energy efficiency (GTFEE) is the key to realizing the dual targets of energy saving and economic growth. This paper assesses the nonlinear influence of environmental regulation (ER) on technical innovation (TI) affecting GTFEE by establishing a dynamic panel threshold model using panel data of 271 prefecture-level cities in China from 2004–2016. Meanwhile, a system GMM approach is used to verify the channels through which TI affects GTFEE. Finally, the spatial and temporal characteristics of TI affecting GTFEE are analyzed from the perspective of ER. The empirical results are as follows: (1) TI can significantly improve GTFEE, and there is a threshold characteristic of this improvement effect, when ER is above the threshold value, TI has a greater improvement effect on GTFEE. (2) Besides directly influencing GTFEE through green technical innovation effect, TI can also indirectly influence GTFEE via channels such as economic growth effect, industrial structure upgrading effect and foreign investment effect, and the indirect influence channels show ER heterogeneity. (3) The number of cities crossing the threshold of ER in China increases year by year, which helps TI play a role in improving GTFEE, but there are still a small number of cities that do not cross the threshold during the sample period, which should attract the attention of local governments.

Identification of local priorities within each potential sector and implementation of a targeted development policy would definitely accelerate rural economic growth. In this sense, it is useful to examine each region’s industrial structural evolution compared to the whole economy and aggregate industries. Shift-share analysis has been confirmed as a useful method to measure regional economic differences and analyze the contribution of industrial structure. This paper selects five representative counties in Heilongjiang province and applies shift-share decomposition to analyze the change in rural economic development from 2000 to 2018. The change of economic growth in each selected county is decomposed into three components: national growth effect, industrial structure effect, and competitive effect, taking the national level as the reference. The results showed the following: (1) the trend of rural economic growth fluctuated greatly for nearly 20 years, distinguished by a mismatch of industrial structure with competitiveness for the selected counties; rural economies with an inappropriate industrial structure did not experience strong growth, despite high competitive potential. (2) The low-end agricultural structure and secondary industry structure led to the loss of each competitive effect; the tertiary industry structure based on economic structure servitization was rational, but the competitive effect did not work out. (3) Finally, this paper provided differentiated suggestions in accordance with local resources and priorities of the selected counties, so as to avoid excessive convergence and the lack of characteristics in industrial structure in rural transformation.

In order to promote the coordinated development of industrial structure towards manufacturing industry and producer services and improve the level of regional economic development, the "double-wheel drive" development mode of modern service industry and manufacturing industry in developed regions or countries is studied, and the economic effect of the collaborative agglomeration of producer services and manufacturing industry is studied. The most basic economic effects of industrial collaborative agglomeration are economic growth effect and industrial structure upgrade effect. The Yangtze River Delta urban agglomeration must reasonably promote the "two-wheel" driving strategy, change the mode of economic development, relieve the crowded effect of industrial collaborative agglomeration, and transform the negative effect of industrial collaborative agglomeration on economic growth. This study has reference value in the following aspects: to ease the spillover conduction path of industrial collaborative agglomeration, to strengthen the coordinating and leading role of central cities, to accelerate industrial upgrading, and to narrow the regional income gap.

Abstract:This paper uses the balanced panel data from 29 provinces (autonomous regions and municipalities) in China for a total of 17 years from 2000 to 2016 as a research sample, and establishes an empirical model to examine the impact of environmental regulations and technological innovation on the quality of economic growth. Then this paper test technological innovation as a threshold variable, in which play a regulatory role. Taking the provincial balanced panel data as a research sample, a fixed effect model, a system GMM model, and a panel threshold model were established for empirical testing and the robustness test. Based on the empirical results, this article draws the following conclusions: from a national perspective, environmental regulations and technological innovation can significantly promote the quality of economic growth; from a regional perspective, there are regional differences in impact effects. Under the constraints of environmental regulations, the promotion effect of technological innovation on the quality of economic growth will be reduced; the impact of environmental regulation on the quality of economic growth will have a "threshold effect", and environmental regulation can significantly promote the quality of economic growth only after crossing the threshold and the threshold of technological innovation.

This paper uses the super-efficiency SBM model to measure the green economic efficiency considering undesired output and analyzes the spatial distribution difference of green economic efficiency; secondly, the nonlinear panel threshold model is used to empirically study the nonlinear relationship between environmental regulations and green economic efficiency, and further analyzed the threshold effect of environmental regulations on the efficiency of green economy and concluded as follows. (1) The green economy efficiency index in the eastern region is mostly more significant than 1, and the green economy efficiency in most provinces in the eastern region has improved. These provinces have higher regional production levels and less environmental pollution. The green economy efficiency of the central region is second only to the eastern region. The green economy efficiency of provinces in the western region except Chongqing is less than 1, indicating that these provinces have insufficient regional production, severe environmental pollution, or extensive resource depletion. (2) The impact of environmental regulations on the efficiency of the green economy presents an inverted “U” shape, with a threshold of 0.5128 for environmental regulations. The impact of the industrial structure on the efficiency of the green economy changes from inhibition to promotion after crossing the threshold of the intensity of environmental regulation, and the degree of opening to the outside world has a complementary effect on the efficiency of the green economy. The impact of urbanization on the efficiency of the green economy changes from promotion to suppression after surpassing the threshold of the intensity of environmental regulations.

The environmental and resource constraints on economic growth are increasingly evident. China urgently needs to reshape its economic growth momentum. The increase in green total factor productivity is particularly necessary for the growth of the quantity and quality of the economy. This paper selects the provincial panel data of 30 provinces in China from 2001 to 2015, and establishes a panel exchangeable errors model to analyze the impact of eight indicators on green total factor productivity (GTFP) and verifies its effectiveness. Empirical analysis shows that inter-provincial government competition, environmental regulation, energy consumption, and capital stock have a significant impact on green total factor productivity. The influence of foreign direct investment, industrial structure, and industrialization level on the total factor productivity of green is not significant. Therefore, the government should adopt suitable, flexible and diverse environmental regulation policies, promote energy-saving emission reduction and technology innovations through policies such as taxes and subsidies, strengthen the linkage mechanism between industrial structure upgrading and energy efficiency, to increase green total factor productivity.

In recent years, digital finance has become a crucial part of the financial system and reshaped the mode of green finance in China. Digital finance has brought certain impact on economic growth, industrial structure, and resident income, which may affect pollution. The nexus of digital finance and environment in China is thus worth exploring. By revising the traditional Environmental Kuznets Curve model with income inequality variable, this paper decomposes the environmental effects of economic activities into income growth effect, industrial structure effect and income inequality effect, and use panel data of China’s provinces to conduct an empirical analysis. The results reveal the following: (1) the Environmental Kuznets Curve is still valid in sample, and digital finance can reduce air and water pollution (as measured through SO2 and COD emission) directly; (2) in the influence mechanism, digital finance can alleviate income inequality and promote green industrial structure, thus reducing pollution indirectly, but the scale effect of income growth outweighs the technological effect, which increases pollution indirectly; and (3) digital finance has a threshold effect on improving the environment, then an acceleration effect appears after a certain threshold value. From the regional perspective, digital finance development in eastern regions is generally ahead of central and western regions, and the effects of environmental improvement in the eastern regions are greater. According to the study, this paper suggest that digital finance can be an effective way to promote social sustainability by alleviating income inequality and environmental sustainability by reducing pollution.

The study examines the role of local governance in the relationship between private investment and economic growth at provincial level in Vietnam. The study data consists of 63 Vietnamese provinces in the period of 2005-2013. Provincial Competitiveness Index (PCI) is a proxy for local governance. Estimated by two-step System Generalized Methods of Moments, the study shows interesting results. First, local governance and private investment have significant effects on economic growth. Second, the growth effect of private investment is strengthened when interacted with the high level of PCI. Third, interacting PCI sub-indices with private investment, the results show that some aspects of PCI are still barriers to the growth effect of private investment, namely entry cost, time cost, informal charges, and policy biases. Our findings suggest that local governments should make local governance better to improve the growth effect of private investment.

This study uses annual time series data spanning 1981–2018 to investigate the threshold effects of import dependence on economic growth in Nigeria. The ordinary least squares (OLS) and the fully modified OLS (FMOLS) techniques are employed for estimation of a quadratic regression model to determine the nature of the relationship between aggregate import dependence and economic growth. It is found that the relationship is concave, that is, it follows an inverted-U shape. The conditional least squares estimator is thereafter employed to estimate the threshold model specified to determine the threshold level of import dependence. The study finds a threshold level of 26% for aggregate import dependence. Below this threshold, import dependence positively affects economic growth; above the threshold, the growth effect of import dependence is adverse. Furthermore, it is found that the long-run growth effect of Inflation is adverse, and investment is favourable to long-run economic growth. Based on these findings, the paper recommends efforts by Nigeria’s government to reduce import dependence below the estimated threshold of 26%, control inflation and encourage investment so as to enhance the growth of the nation’s economy.

The relationship between economic growth and environmental pollution has long been a controversial topic. However, simply the detection of the existence of environmental Kuznets curve (EKC) is not enough to understand how economic growth induced environmental pollution. This study investigated the path and mechanism of the effect of economic growth on the emission of two types of environmental pollutants, that is, industrial smoke and dust and sulfur dioxide, by using a structural equation model and a sample of 283 prefecture-level cities in China in 2005 and 2015. The research results show that economic growth exerted both direct and indirect effects on the emission of the two environmental pollutants. In addition to a direct impact through the economic scale effect, economic growth also indirectly impacted the two environmental pollutants emissions through three mediators, that is, industrial structure, technological innovations and environmental regulations. For different pollutants, the effect paths of economic growth on their emission showed both similarities and differences. First, with regards to industrial smoke and dust emissions and sulfur dioxide emissions, the effects of economic growth on the amount of these two emissions through environmental regulations and the industrial structure were negative inhibitory effects and positive promoting effects, respectively. This means that in prefectural-level cities in China, environmental regulation factors have produced some effects in reducing the emissions of these two pollutants while the industrial structure (level of industrialization) can increase the emissions of these two pollutants. However, the effect strength of these two paths shows a gradual weakening. Second, these two paths differ in effect strength and its changes. The positive promoting effects of the industrial structure on pollutant emission are significantly higher than the inhibitory effects of environmental regulation. In addition, our study also found that the direct impact path of economic growth on environmental pollution also passed significance testing, particularly in 2015. This shows that other reasons affect pollutant emission, such as system factors, spatial migration of industries and so forth.
