The researce is to analyse TQM and budget participation that impact to managerial performance. The research aimed to analyse the effect of: the total quality management (focusing on the customer, sustainable system improvement, education and training, employees’ involvement and empowerment) and the budget participation on the managerial performance in the manufacturing corporate in Makassar Industrial Area. The research was carried out in the manufacturing corporate in Makassar Industrial Area by taking the company’s General Managers as the respondents. Data were collected through an observation, interview and questionnaire. The data were analysed by using the descriptive analysis, multiple regression analysis, validity test, reability test, hypothesis testing. The research result indicates that the total quality management based on the focus on the customer, sustainable system improvement, education and training, employees’ involvement and empowerment, and budget setting participation have the positive effect on the managerial performance. Focus on the customer represents the most dominant variable influencing the managerial performance.

The aim of this research is to know the application of Total Quality Management at Technical Training Center (BLPT) GMIM KAATEN TOMOHON. The study was conducted from February to April 2017. The data used in this study are primarily qualitative data relating to the measurement of Total Quality Mananagement, consists of Customer Focus data, Obsession with quality, Long-term commitment, Team Work, Education and training. Data collection uses a list of questions to be asked directly to the management and employees and Consumers. The results of the study and discussion on the application of Total Quality Management to the customers and to the leadership and employees of BLPT GMIM Kaaten Tomohon indicate that included in the highly satisfied category are Obsessions on Quality, Long Term Commitment, Teamwork, and for Education and Training. While the included in the category of satisfaction is Focus on Customers.

Company performance is used as an evaluation material for management to determine the level of the company's operating system so that it is necessary to know the factors that affect company performance, one of which is Total Quality Management (TQM). The purpose of this study was to determine how much influence Total Quality Management has on Company Performance at the Paramitha Auto Graha Denpasar car repair shop. Total Quality Management (TQM) is viewed from 5 indicators, namely focus on customers, teamwork, continuous system improvement, education and training and employee empowerment. This research using associative design and taking 80 employees as saturated sample, analyzed by Multiple Linear Regression. The results show, Total Quality Management which consists of focus on customers, teamwork, continuous system improvement, education and training as well as employee empowerment has a positive and significant effect on company performance at Paramitha Auto Graha Denpasar car repair shop. This researcher is motivated by analyzing the application of Total Quality Management well in a in industrial company in maintaining the quality of the products produced at PT. Sabina Tirta Utama, Through the application of TQM it is expected that the company can provide satisfaction to customers with the result produced. The formulation of the problem in this study is divided two into: (1) Analyzing the application of TQM  in maintaining the quality of the products produced at PT. Sabina Tirta Utama. (2) Whether the quality produced is in accordance with standard SNI. This study ams to find out how the application of TQM at PT. Sabina Tirta Utama and to find out the quality the products produced at PT. Sabina Tirta Utama.Intense competition will require companies to provide quality product to consumers. But the company’s concern is not limited to the quality of the product produced, but also on aspeets of the process, human resources (HR) and the environment. PT. Sabina Tirta Utama is a company that produces bottled mineral water in Samarinda and faces competition in a business that is growing increasingly. One of the methods carried out by PT. Sabina Tirta Utamain order to remain competitive by implementing Total Quality Management (TQM) . through an obsession toward quality, teamwork, continus system improvement, education and training, unity of purpose, and employee involvement. TQM is a system to achive the goals of an organization, one of which is maintaining product quality.Based on the result of interviews and observations, implementation of TQM in maintaining the quality of bottled mineral water products at PT. Sabina Still has reject products every month and teamwork is still careless in packing. Then As the result quality of bottled mineral waterproduced by PT. Sabina Tirta Utama has met the standard.

Total Quality Management is a system used to continuously improve the quality of services or products offered to customers. There are so many benefits obtained by educational institutions if implementing this Total Quality Management, including being able to provide better services to customers, can meet general accountability standards in education reform and can improve and encourage a pleasant learning environment and encourage students and teachers to learn. The TQM concept is a management system that is used as a business strategy oriented to customer satisfaction by involving customers and all members of the organization. In the implementation and implementation of TQM to reduce existing barriers, it is necessary to have a high commitment from top management, expansion of insights, information, knowledge and skills regarding the implementation of TQM, and also invites all employees to be more open and more active in carrying out their duties. And also there needs to be a relationship between the organization and the surrounding community to find out what is needed and desired by the surrounding community so that it can be fulfilled as desired. And also provide education and training in order to improve the quality of human resources.
