The UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (2003) leaves the protection and identity determination of intangible cultural heritage to the nation-states. On the other hand, world music audience is interested primarily in identity self-determination of the performers. Because of this, world music phenomenon enables safeguarding and international promotion of Serbian traditional singing independently of cultural policies at the national and international level.

The same year that UNESCO adopted the Convention for the Protection of the Intangible Cultural Heritage, the Republic of Serbia became a member of the Council of Europe. The protection of the intangible and cultural heritage in the Republic of Serbia is done according to the regulations of these two institutions. This paper is based on a comparative analysis of two (for intangible) cultural heritage, the most important documents of individual institutions: the 2003 UNESCO Convention on the Safeguarding of the Intangible Cultural Heritage of Humanity and the 2005 Council of Europe Framework Convention on the Value of Cultural Heritage for Society. The aim of the paper is to compare the cultural conceptions of UNESCO and the Council of Europe, and to show whether there are differences in the cultural policies of one global and one European institution in this field.

This article considers some modes of activation and operationalization of the idea of social participation in the field of intangible cultural heritage. It regards the newest proposal of operating participation established by the UNESCO Convention on Safeguarding Intangible Cultural Heritage and the experience of its implementation in Brazil. By analyzing how the issue of participation was developed through dialogue between the international and national levels, the paper also shows how the emergence of categories of social actors such as “communities” and “bearers” has been consolidated within the mentioned intangible cultural policies.

Using the examples from Festival programs on Lao American and Greek American Folklife and reflecting on the author’s experience in operationalizing the UNESCO Convention on Safeguarding Intangible Cultural Heritage, this chapter examines tensions between the authority/agency of the bearers and practitioners of intangible cultural heritage, on the one hand, and experts, scholars and curators on the other. It takes a provocative stance against conventional notions of “curation” of Festival programs if they do not include the agency or serve the capacity–building aims in service to the featured communities.

The article analyses cultural policies for Intangible cultural heritage (ICH) using the example of some European countries, State Parties of the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage. In particular, the special attention is paid to measures and programmes related to research, safeguarding, ICH promotion, knowledge transfer and education. One can find here references to master and bachelor programmes and courses in France and Italy along with mention about special research and educational initiatives in European countries, like Osmose and WikiPatrimoine in France, special courses on ethnology and anthropology in Italian universities, etc. Another important issue is the practice of inventorying and documentation on different levels, national and regional or local. The article analyses the inventorying systems in Spain, France and Italy, responsible and/or supporting organizations, objectives and results. The proposed review certificates that the safeguarding of the intangible cultural heritage has become not only the important direction but an integral, and often a critical, part of cultural policies of the majority of state parties of the UNESCO Convention 2003.

In implementing the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage, accredited non-governmental organizations (NGOs) fulfil a key role both at the national and international level. Yet, on the basis of the Secretariat’s suggestions, the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage, during its eighth session in Baku from 2 to 7 December 2013, decided to start a review process of accredited NGOs that could lead to “de-accreditation”. However, the 2003 Convention allows for preferable alternatives to de-accreditation, namely the institutionalization of new and broader NGO advisory roles to the Committee and the adoption of measures pressuring NGOs to self-structure themselves into networks.

In the first part of this paper the definition of the protection of intangible cul­tural heritage is introduced, based on the 2003 UNESCO Convention as well as the Polish legislation concerning the protection of items on the national list of intangible culture. The second part shortly characterizes the Krakow bob­bin lace tradition along with its guardians, both present and past. In the third part it is systematically described what is being done to protect the tradition and craft in the Podgórze Culture Center thanks to the initiatives undertaken by certain guardians, and in the Historical Museum of the City of Krakow.

The object of this study is a group of architectural perspectives painted on the domes and walls of noble palaces in Apulia, in particular that the baronial palace in Botrugno, the Broquier palace in Trani, and the Manes palace in Bisceglie. The perspectives belong to the “Quadratura” genre that developed in Italy and Europe in the Baroque period, but the architectural solutions represented are specific of the Apulian regional context, of Neapolitan derivation, rather than linked to the noble models of the Emilian and Roman master experiences. These architectural perspectives can be considered belonging to that “immaterial cultural heritage,” as defined by the UNESCO Convention for the Protection of the Intangible Cultural Heritage of 2003, if we consider the cultural significance of these painting representations—as previously mentioned—for their relationship with the 16th-17th century painting season of “Quadratura,” for the massive production of treatises on perspective, as well as for the Baroque experiences and for the tradition in the use of “Festa” ephemeral architectures.

Optimized way to nurture parents’ readiness to guide vocational choice of their teenaged children is considered as a consistent element of vocational guidance potential and is scientifically proved. What makes the paper theoretically important, is the fact that the author clarifies the meaning for quite new concepts, as «family vocational guidance potential», «parents’ helpfulness», «successful vocational choice». Families are classified in terms of vocational guidance potential; several limitations in vocational choices of children in each category of families are outlined and illustrated by pictures and tables. Given the accented challenge of insufficient parents’ integration in vocational choices, made by their children, the idea of pilot testing described here, has been to use capabilities of additional professional education establishments to better preparing parents to the mission of facilitating the vocational choices of their children. As a result of parents-children cooperation, the parents are better prepared and eager to help their children in professional self-determination on one hand, while teenagers make more thoughtful vocational choices, on the other hand. Significant results and conclusions are provided, to prove reliability of researching hypothesis, put forward by the author.

In this article the author points some actual questions of the transformation process in the Croatian society. The analysis of Z. Brzezinski is used as analytical model which basic function is of strategic meaning. The idea was to show how Croatia is close or distant from the mainstream of transformation process. The conclusion is that the successful achievements of the transformation depends both on the influence of the International community, political and economic on the one side and on the nature of the postcomunist self-determination of Croatian society, on the other side.98
