The COVID-19 pandemic will leave an enduring mark on North Carolina’s small business community. Using a phenomenological framework, we conducted a series of in-depth semi-structured interviews with small business owners about how they addressed the pandemic’s challenges. Four central themes emerged that illustrate the complexity and nuance of small business resiliency. Our data suggest that to survive and thrive, entrepreneurs had to: (1) be adaptable and willing to pivot, (2) have an entrepreneurial spirit, (3) leverage their social capital, and (4) have the knowledge and ability to apply for aid programs.

This article will focus on how four countries' income tax laws define a small business and how the taxing authorities and legislators attempt to prevent small business definitions from being exploited by potentially unintended users or for unintended purposes. We will use the experiences from four diverse countries (Australia, Ireland, South Africa, and the U.S.), which take their roots from the same legal system (England) to see if there are best practices that can be adapted for these and other countries as well. A fundamental question that arises when discussing tax incentives and disincentives for small business is why carve out special provisions for this segment of the business community? The answer, as discussed below, is two fold: one, the economic benefits that small business yields the economy is material and significant; two, economies of scale as to both regulatory (including tax) compliance costs as well as costs of goods and materials warrant incentives to level the playing field with large businesses.

The paper considers the formation of entrepreneurial climate in the conditions of social and economic development of the region. At present, one of the priority directions of social and economic policy of the region is the development of small businesses. In turn, the entrepreneurial or business climate acts as a paramount component of small business development. The study of the current state of entrepreneurial climate in the region makes it possible to define current problems of its development and ways to solve them. The social mechanism of entrepreneurial enterprise climate formation in the region is directly focused on the formation of certain motives, ideas, behavior patterns of all business subjects (business community and authorities). This is revealed through the following principles: state support, priority objectives, equal conditions, diversification, partnership, social responsibility, social protection, public representation, exchange of experience, competitive advantage. For successful formation of entrepreneurial climate in the sphere of small business as a factor of social and economic development in the region it is critical to use such methods as monitoring, ranking, public-private partnership, business partnership, social support, multilevel training, multi-purpose competition, social selection, social cooperation in order to ensure interaction of small enterprises based on the principles of mutual aid, transparency and autonomy.

Gentrification changes the landscape and the cultural makeup of a city by increasing property values and changing consumption patterns. Since the late 1980s, gentrification has challenged the residential and small business community of Harlem, New York. Guided by the rent gap theory and the consumption-side theory, the purpose of this case study was to explore how small business leaders can compete with demographical changes brought by gentrification. A purposive sample of 20 Harlem small business owners operating during the city’s gentrification participated in interviews. Interview interpretations were triangulated with government documents and periodicals to bolster the trustworthiness of the final report. These findings may contribute to positive social change by informing the strategies employed by small business owners who are currently facing gentrification.

В статье рассматриваются состояние и перспективные направления развития малого и среднего бизнеса в Республике Казахстан. Определены предпосылки развития в Казахстане малого и среднего предпринимательства. Проведен анализ динамики основных показателей малого и среднего бизнеса. Выявлена нерациональность отраслевой структуры малого и среднего предпринимательства. В результате системной работы руководства страны по улучшению бизнес-климата и развитию предпринимательства произошло улучшение позиций Казахстана в рейтинге DoingBusiness. Проведен анализ Программы «Дорожная карта бизнеса 2020», реализуемой в Казахстане в целях оказания содействия развитию предпринимательства. Данная Программа предусматривает оказание государственной поддержки хозяйствующим субъектам малого и среднего бизнеса по следующим направлениям: поддержка новых бизнес-инициатив; отраслевая поддержка предпринимателей; снижение валютных рисков; нефинансовые меры. К недостаткам самой Программы «Дорожная карта бизнеса 2020» и практики ее реализации можно отнести ограниченность контингента обучаемых предпринимателей и низкий уровень поддержки потребителями отечественных производителей. В результате анализа текущего состояния малого и среднего предпринимательства были определены следующие перспективные направления его развития: повышение компетентности; увеличение доли казахстанского содержания в закупках; кооперация в сфере малого предпринимательства; диалог государства и бизнес-сообщества. The article discusses the state and promising directions of development of small and medium-sized businesses in the Republic of Kazakhstan. The prerequisites for the development of small and medium-sized businesses in Kazakhstan are defined. The analysis of the dynamics of the main indicators of small and medium-sized businesses is carried out. The irrationality of the branch structure of small and medium-sized businesses is revealed. As a result of the systematic work of the country's leadership to improve the business climate and develop entrepreneurship, Kazakhstan's position in the Doing Business rating has improved. The analysis of the program "Business Roadmap 2020", implemented in Kazakhstan in order to promote the development of entrepreneurship. This Program provides state support to small and medium-sized businesses in the following areas: support for new business initiatives; industry support for entrepreneurs; reduction of currency risks; non-financial measures. The drawback of the "business Roadmap 2020" Program itself and its implementation practices can be attributed to the limited number of trained entrepreneurs and the low level of consumer support for domestic manufacturers. As a result of the analysis of the current state of small and medium-sized businesses, the following promising areas of its development were identified: increasing competence; increasing the share of Kazakhstani content in procurement; cooperation in the field of small business; dialogue between the state and the business community.

Machine learning applied to financial transaction records can predict how likely a small business is to repay a loan. For this purpose we compared a traditional scorecard credit risk model against various machine learning models and found that XGBoost with monotonic constraints outperformed scorecard model by 7% in K-S statistic. To deploy such a machine learning model in production for loan application risk scoring it must comply with lending industry regulations that require lenders to provide understandable and specific reasons for credit decisions. Thus we also developed a loan decision explanation technique based on the ideas of WoE and SHAP. Our research was carried out using a historical dataset of tens of thousands of loans and millions of associated financial transactions. The credit risk scoring model based on XGBoost with monotonic constraints and SHAP explanations described in this paper have been deployed by QuickBooks Capital to assess incoming loan applications since July 2019.

The article discusses the possibilities of applying the scenario approach to anti-crisis management in the short term. The object of the study is small business as the most affected business segment in the pandemic, which requires actions adequate to the current crisis situation within the framework of the formed set for the implementation of anti-crisis actions. This will reduce the impact of uncertainty and reduce the economic consequences of business interruptions or lower revenues, as well as design scenarios and corresponding strategies for overcoming the crisis or development strategies in order to renew the business in the long term after the crisis while maintaining control over the current situation, taking into account the requirements of a quick response. Scenarios are a useful tool for the innovation and business community anywhere, but in these difficult times they open up the mindset for positive and offensive action instead of defensive, threat-based behavior. The scenarios accommodated unexpected changes in the business environment.
