A significant obstacle to the formation and development of small enterprises is the issues of production and technological and innovation-technological support of small enterprises at all stages of their life cycle. With limited resources, the solution of this issue is possible only if the potential available at the regional and municipal levels is used to the maximum. The author introduces the concept of "strategic entrepreneurial potential" into scientific circulation.

Purpose Drawing on institutional theory, this paper seeks to untangle the relationship between university support for entrepreneurship and students’ entrepreneurial intentions. Specifically, this study aims to examine whether entrepreneurial climates within universities mediate the relationship between university support for entrepreneurship and students’ entrepreneurial intention. Design/methodology/approach Empirical data is drawn from 195 students across three Malaysian higher education institutions. Partial least squares procedures are used to test the proposed hypotheses. Findings Findings show that no element of university support for entrepreneurship had a direct effect on students’ entrepreneurial intentions. However, the entrepreneurial climate was found – to mediate the relationship between perceived business and concept development support and students’ entrepreneurial intentions. Originality/value This study represents one of the few efforts in the literature considering the role of entrepreneurial climates within universities in influencing students’ entrepreneurial intention. In considering the mediating role of entrepreneurial climate, in the relationship between university support for entrepreneurship and students’ entrepreneurial intentions, this study provides a complementary and contextualised perspective, to existing studies, which have traditionally focussed on the mediating role of individual attributes. Doing so provides further evidence of entrepreneurial universities in fostering entrepreneurship.

Professional economic education in Ukraine requires significant reforms because of thriving to integrate into the world economic space, which is impossible without the education of highly professional staff. The development of the entrepreneurial climate in the higher educational institution (HEI) by training the ability to work in a team and the general culture of doing business is an important task. It is specialized economic education that should lay the foundation for the dynamic economic development of the country. Methods used: survey, remote collection and processing of information (GOOGLE Forms), self-actualization test (SAT) (determining the level of general cultural competencies), study of value orientations (according to M. Rokych), methods of personal adaptation to a new professional environment (according to L.V. Yankovskyi), cultural and value orientations test (L.H. Pochebut). According to the study, students are convinced that entrepreneurial skills can be acquired. Students called self-organization the main competence for doing business. It was found that 50% of students have a low level of readiness for teamwork. Only 21% of respondents showed a high level of readiness for teamwork. It was found that special pedagogical conditions for creating an entrepreneurial climate can improve the level of higher economic education.

There has been considerable attention on the role of entrepreneurship education and outcomes from students’ sustainable development, predominantly entrepreneurial intentions. However, research has tended to overlook novel and promising, yet under-examined areas, such as the entrepreneurial mindset (EM), its link with entrepreneurship education, and the contextual factor. Drawing on social cognitive and teaching model theory, we aimed at addressing these gaps by examining the impact of entrepreneurship curriculum (EC) with different teaching models (supply, demand, competence) on EM, as well as the moderating role of the entrepreneurial climate of the higher education institution. Using a cross-sectional survey design, data were collected in 15 higher education institutions in China. A sample of 739 students were used to test our hypotheses. The results suggest that all the entrepreneurial teaching models and mindset are positively related (though the demand model is the strongest predictor). Furthermore, the results establish that the entrepreneurial climate at the institution plays a moderating role between EC and EM, though it is the strongest for the competence teaching model. This paper contributes to the theoretical conceptualization of the EC–EM relationship and the deep understanding on “how” and “when” the teaching models in EC influence EM. Our study also expanded social cognitive theory (SCT) application in the context of higher entrepreneurship education by combining and confirming educational (specific teaching models), cognitive (EM), and institutional factors (entrepreneurial climate). Our research implies that universities and entrepreneurial program developers should pay attention to the selection of the right teaching models and provide a supportive entrepreneurial climate to optimize students’ EM, thus promoting their sustainable development.

Potentially, the participation of small and medium-sized businesses in cross-border cooperation in the border regions of the country should intensify its development, bring specificity to it. However, the analysis showed that there is no noticeable specificity in the dynamics of employment in the field of small and medium-sized businesses in non-priority geostrategic border areas in comparison with other regions of Russia, incl. the crisis year 2020. As in the country as a whole, the development of small and medium-sized businesses in these border areas is difficult, unstable, multidirectional, moreover, in line with the longterm tendency towards its curtailment. Against the background of a generally unfavorable economic, including entrepreneurial, climate, the specifics of the functioning of small and medium-sized businesses in the border areas are hardly distinguishable. This lack of distinction confirms the low estimates of the degree of openness of the Russian economy, the fact that a significant part of the border regions are depressed. With a low level of openness, the potential opportunities from cross-border and other economic cooperation with foreign countries in such Russian territories are poorly realized and play a secondary role. Nonpriority border regions to a greater extent perform “barrier functions” due to geostrategic reasons, rather than the functions of economic growth points.

This study aims to determine financial knowledge and financial self-efficacy on financial management behavior. All respondents who were sampled in this study were young entrepreneurs who started a business from the beginning as many as 85 respondents, taking samples using a non-probability sampling method with purposive sampling technique. The data is processed using Warp-Pls 7.0 based on multiple regression. Financial self-efficacy and financial knowledge have a positive and significant contribution to financial management Behavior for young entrepreneurs. The results of this study have managerial implications that the government's attention is essential in providing facilities and infrastructure, favorable regulations for SMEs by creating an excellent entrepreneurial climate and facilitating the adoption of information technology so that SMEs can be technology literate. In addition, the relevant government, in this case for SME entrepreneurs' existence helps the government to succeed in development, especially in the economic field, and reduce unemployment. Based on our study states financial self-efficacy and financial knowledge have a positive and significant effect on financial management behavior for young entrepreneurs. Both, play a vital role in helping to build confidence in financial planning and management knowledge, understanding, and being able to overcome all business risks to achieve the expected success.

Entrepreneurship can have a crucial role in economic development. Youth entrepreneurship has even a greater role in economic growth. The underlying issues are the high youth unemployment rates in developing but also in developed countries as well. Improving the entrepreneurial climate and providing a “fertile” ground for venture creation is almost an imperative for increasing the number of young entrepreneurs and the number of entrepreneurs overall. In this paper, the results of an extensive, cross-sectional study conducted over ten-years, are presented. The study includes 5670 respondents - high school and university students from Serbia. The goal was to determine the predictors of youth entrepreneurship intentions in the domain of venture creation.

<p class="abstract-header"><em>As Indonesia's original cultural heritage, Hand-Written Batik is one of the featured products for Micro, Small, and Medium Enterprises (MSMEs) in Central Java. However, the printed batik industry's presence impacted the decline in the market share of hand-written batik. The entrepreneurial climate and entrepreneurial competence are factors that are believed to increase the competitiveness of hand-written batik.</em><em> </em><em>This study aims to determine and explain the effect of entrepreneurial climate on business performance with entrepreneurial competence as an intervening variable. This research is explanatory research with a quantitative approach and involves as many as 138 MSMES owners at the center of Hand-Written Batik in Bayat District, Klaten Regency as respondents. Withdrawal of samples using the Slovin formula with a confidence level of 95 percent. The sampling technique uses proportional random sampling, and data collection is done by distributing questionnaires to respondents. Data analysis using descriptive analysis and path analysis were processed using SPSS software. The results show that the entrepreneurial climate has a positive and significant influence on entrepreneurial competence, the entrepreneurial climate has a positive and significant effect on business performance, entrepreneurial competence has a positive and significant effect on business performance, and entrepreneurial competence is proven to be able to mediate the relationship between entrepreneurial climate and business performance. This means that the better the entrepreneurial climate in an MSMEs industrial center will impact MSMEs' performance if, at the same time, MSMEs owners have good entrepreneurial competence.</em></p><p class="abstrak"><em>Keywords: business performance, entrepreneurial climate, entrepreneurial competence, MSMEs</em></p>

Having a positive environment and enforcement in a social-political economy is necessary to poster an effective entrepreneurial climate. The passion for self-startups and risk-taking attitude are entrepreneurs’ traits with effective motivations, innovation, creativity, persistence, and flexibility. This helps the entrepreneur succeed and excel in their business. The success of a new project adventure is a crucial matter in business and investment. The literature review revision allows detecting the most attractive factors, the main reasons for startup failure, and the challenges facing entrepreneurs and new projects. This review paper enlightens Bahrain’s entrepreneurship ecosystem’s attractiveness and argues how the economy in the Kingdom of Bahrain encourages startup companies to establish and develop their business. The analysis results illustrate that the Government of Bahrain’s support system with effective public institutions and encouraging society are significant factors contributing to the success of the startup project. Nourishment extended by the government institutions and other supportive organizations like Tamkeen, Injaz, and EDB simplifies the formation of startup projects and support their sustainable growth. Analyzing the most common reasons for startup failure, the paper presents the proposed solutions to avoid these traps. It suggests the appropriate bodies in the entrepreneurship ecosystem, supporting and helping entrepreneurs overcome these difficulties.
