This paper explores the responses to the housing crisis in Dublin, Ireland, by analysing recent housing policies promoted to prevent family homelessness. I argue that private rental market subsides have played an increasing role in the provision of social housing in Ireland. Instead of policies that facilitate the construction of affordable housing or the direct construction of social housing, current housing policies have addressed the social housing crisis by encouraging and relying excessively on the private market to deliver housing. The housing crisis has challenged governments to increase the social housing supply, but the implementation of a larger plan to deliver social housing has not been effective, as is evidenced by the rapid decline of both private and social housing supply and the increasing number of homeless people in Dublin.

One major problem with the HUD’s response to the urban housing crisis was the quality of the homes made available to working class and poor African Americans. While affordable housing was a government goal, it relied on private businesses that operated in the interest of profit. Additionally, the business of home appraisal was based on the assumption that property value decreased with proximity to African Americans. This racist ideology greatly limited the housing options of working class and poor African Americans. Homes with major issues were deemed inhabitable and sold. Unsuspecting buyers often did not have the disposable income to keep up with home repairs and mortgages. Mortgage lenders made a habit of profiting off houses that went into foreclosure quickly. The HUD was unable to effectively address the predatory practices of the private sector because of low staffing, over-extension, and anti-black racism within the organization.

Drawing on a multiyear local research project on the affordable housing crisis, this article outlines a pedagogical approach we call Community-Initiated Student-Engaged Research, or CISER. The CISER model brings together three key groups of actors—undergraduate students, university researchers, and community organizations—drawing on and extending the powers of cooperative “dyads” between them. This model aims to improve pedagogical and sociological practice by constituting undergraduate students as both knowledge producers and an active public while at the same time creating meaningful partnerships between university researchers and community-based organizations. Based on assessments of the program from the vantage points of all three groups, our findings indicate that CISER is a powerful pedagogical tool and mode of community-engaged scholarship and that it offers both challenges and rewards to the involved students, faculty, and community organizations.

Abstract In the U.S., population aging is coinciding with a growing affordable housing crisis. Evidence suggests that housing security contributes to health, but less is known about how affordable housing affects aging in place. We use a nationally representative sample (n=5,117) of older community-dwelling Medicare beneficiaries from the 2015 National Health and Aging Trends Study to test the association between housing cost burden (HCB) and moving to a nursing home, death, or remaining in the community by 2017. Among 2017 community-stayers (n=4,836), we also test the association between HCB and unmet care need, defined as experiencing a consequence related to 12 mobility (e.g., stayed in bed), self-care (e.g., skipped meals) and household (e.g., no clean laundry) activities. HCB is the proportion of income spent on rent or mortgage: low (<30%), moderate (30-50%), severe (≥50%), or home paid off (referent). Among nursing home movers, 26% had moderate or severe HCB in 2015 compared to 16% of community-stayers. Informed by the person-environment fit perspective, weighted stepwise regression models (multinomial and logistic) adjust for race, age, sex (Model 1), self-rated health, probable dementia (Model 2), living with others and high income (Model 3). Severe HCB is significantly associated with nursing home entry (RRR=2.66, SE=0.89) and this association is only partially mediated by health factors (RRR=2.16, SE=0.72) and resources (RRR=1.95, SE=0.64). Among community-stayers, severe HCB is significantly associated with unmet care need across all models. This study suggests that affordable housing is an important protective factor for older adults to age well in the community.

The Turkish government promoted the building of housing cooperatives as a social housing program beginning in the second half of the 1930s. While these cooperatives received government aid, they did not produce affordable housing for lower-income groups. Instead, they provided fashionable modern houses to middle- and high-income homeowners. In architectural journals, these new houses were understood and critiqued as exemplars of a specifically Turkish modern style, rather than as pragmatic solutions to a housing crisis. Caught between Aspiration and Actuality: The Etiler Housing Cooperative and the Production of Housing in Turkey analyzes the transformation of housing cooperatives from a social housing program into a method to enable middle-class homeownership by examining the story of the Etiler Housing Cooperative, built between 1952 and 1957 in Istanbul. Gül Neşe Doğusan Alexander follows the story of Etiler through a detailed examination of laws, parliamentary minutes, popular media, professional publications on architecture, maps, and other published materials.

Over the past decade, in the wake of the global housing crisis, many countries have again turned to public housing to increase the supply of affordable housing for disadvantaged residents. Because the literature and past experience have generally shown public-housing policies to be contrary to the urban-diversity approach, many countries are reshaping their policies and focusing on a mix of people and of land uses. In this context, the Israeli case is particularly interesting. In Israel, as in many other countries (such as Germany and England), there was greater urban diversity in public-housing construction during the 1950s and 1960s (following the state’s establishment in 1948). However, at the beginning of the new millennium, when many countries began to realise the need for change and started reshaping their public-housing policies in light of the urban-diversity approach, Israel responded differently. In this study I use urban diversity’s main principles – the mix of population and land uses – to examine the trajectory of public-housing policy in Israel from a central housing policy to a marginal one. The findings and the lessons derived from the Israeli case are relevant to a variety of current affordable-housing developments in many places.

Toronto is growing and attracting new population. Given that housing is a basic human need, Toronto’s population growth indicates a rising demand for housing. Meanwhile, spatial polarization of income is increasing in the city. Using Hulchanski’s illuminating study outlining those low and middle income households initially lived in the core of the city, near to transit networks and currently they cannot due to the high costs of housing this research investigates the physical and spatial capacity of a Toronto neighbourhood to increase affordable housing close to public transit while maintaining the physical character of the neighbourhood. As a means to address this affordable housing crisis laneway and informal housing is studied and the impact of these on the urban fabric, morphology, of neighbourhoods is studied. This research paper utilizes a mixed methods approach using semi-structured interviews, field research, spatial analysis and mapping, and the development of scenarios to test laneway and informal housing paradigms. This research concludes that: 1) informal housing and laneway housing can increase density while maintaining the physical character of a neighbourhood, 2) Toronto has an under-utilized laneway system that is a missed opportunity to increase density, 3) The current density limit for stable neighbourhoods defined by Toronto’s Zoning By-law is not realistic and there is a potential for increasing density limit while retaining the integrity of neighbourhood character, 4) Four to six storey laneway developments can create a new distinct character in laneways without changing street character.

During the housing crisis of the 1920s, the German concept Existenzminimum (minimum dwelling) was developed and applied to the construction of public social housing. It was considered a design laboratory, where research, design, and experimentation would focus on a unique goal: create a space-efficient affordable housing typology, based on minimum quality standards. Empirical evidence indicates a renewed interest in alternative design solutions and minimum dwelling approaches over the last decade: examples include micro-housing solutions and collaborative housing models. This is due to the current affordable crisis and the increasing trend of urbanisation. However, little is known about the current interpretation of Existenzminimum. What does the concept entail today and how has it developed? This article investigates if and how Existenzminimum is currently applied: first, it unfolds the core design principles of the original Existenzminimum. Then, these principles are used to assess if and how existing affordable or low-cost housing approaches are current (re)interpretations of the concept. Finally, the article proposes a definition for a contemporary Existenzminimum, arguing that a better understanding and awareness of the concept can help urban planners, designers, policy-makers and citizens in developing alternative affordable housing solutions.

Malaysia, in this era of increasing globalisation and rapid pace of urbanisation coupled with socioeconomic inefficiency, is suffering from severe housing problems – most notably affordable housing crisis. Though several prescribed measures in terms of incentives, policies and schemes attempting to alleviate the affordable housing crisis has been implemented, so far the result has proven to be insignificant. With the housing industry today becoming ever more complex, fragmented and involved by an ever increasing number of heterogeneous stakeholders, thereby it is not applicable for the government to have a one-sided decision making power on housing and other related policies. As such, the ‘governance’ approach, which ably brings together both public and private housing stakeholders into a collective body of decision-making and actions, has been deemed as a prerequisite for dealing with the Malaysian housing dilemma. There has been much discussion about bringing governance into urban development, land delivery, construction projects or other related services to bring about positive effects. However, the housing industry in Malaysia, particularly in the affordable segment, has not adopted this approach to the same extent. In order to remedy this issue, this study aims to develop housing governance for the Malaysian affordable housing industry. This paper reports part of the study in achieving the mentioned aim by literature reviewing factors involved that negatively influence the Malaysian affordable housing delivery. It was identified that there are 65 indicators, classified into financial factors, policy and regulatory factors, administrative factors and knowledge factors that constrains the Malaysia affordable housing delivery.
