The crisis of 2020 as an indicator of social responsibility of the Russian state

В статье проводится анализ кризисной ситуации, сложившейся в российской экономике под совокупным воздействием двух факторов различного генеза: биологического - коронавируса и экономического - волатильностью на сырьевых рынках. Изложены сценарии и детерминанты развития экономической ситуации в России. Проводится обзор антикризисных мер, предлагаемых экономистами и предпринимаемых правительством по поддержке хозяйствующих субъектов. Особое внимание уделено анализу господдержки малому бизнесу и гражданам. Делается вывод о необходимости ведения открытых дискуссий по предотвращению затяжного характера экономического кризиса. The article analyzes the crisis situation in the Russian economy under the combined influence of two factors of different Genesis: biological - coronavirus and economic - volatility in commodity markets. Scenarios and determinants of the development of the economic situation in Russia are described. A review of anti-crisis measures proposed by economists and taken by the government to support economic entities is being conducted. Special attention is paid to the analysis of state support for small businesses and citizens. It is concluded that it is necessary to conduct open discussions to prevent the protracted nature of the economic crisis.

The depletion of traditional organic energy sources and aggravated environmental problems are the reasons why the level of energy efficiency is an important factor in the competitiveness of the national economy. Russia ranks third in the world in terms of total energy consumption and its economy is distinguished by a high level of energy intensity (amount of energy per unit of GDP). In 2019, this figure was 9.62 tons of oil equivalent (toe) per 1 million rubles, which is 40% higher than the world average. The low energy efficiency of the Russian economy is a widely recognized problem. A special decree of the Government of Russia in 2018 sets the task of increasing the level of energy efficiency of the Russian economy by 23% by 2030. One of the ways to solve this problem is the development of nuclear energy, and increasing the competitiveness of nuclear energy is one of the key issues for the national economy. In this connection, solving the problem of assessing the competitiveness of the nuclear industry and its leading companies occupies a key place among the practical scientific problems, the solution of which is facilitated by the results presented by the authors in this article. Rosenergoatom Concern JSC is the leading energy generating company in the Russian nuclear industry. The results of the study of the competitiveness of Rosenergoatom Concern JSC were obtained on the basis of the authors’ methodology for assessing the competitiveness of an energy generating company. The novelty of the presented methodology lies in the developed normative and evaluative model and the coefficients of competitiveness of an energy generating company. The advantages of the authors’ model are that it allows (1) obtaining integral assessments of the competitiveness of a power generating company at short time intervals for a large number of indicators and (2) quantitatively measuring the effects of different factors on the competitiveness of a power generating company, provided that the grouping of indicators of competitiveness of a power generating company is justified by influencing factors. The two factors considered by the authors were: the general market factor and the industry factor. According to the results of the study, it was found that Rosenergoatom Concern JSC demonstrates positive increase of the competitiveness indicator mainly due to the industry factor. With this regard, it was concluded that, within the framework of state policy, it is advisable to strengthen support for the Russian nuclear industry by creating additional conditions and opportunities for its energy generating companies on the domestic energy market.

The article reveals two factors which determined social and economic development of Russia in 2011: future elections and the global economic crisis. Relative sustainability of the Russian economy is noted. Still, macroeconomic stability remains fragile. Principal features of the global economic crisis are considered: its structural and systemic character. The specifics of Russian economic policy is analyzed. A new model of growth is proposed that is based on supply-side economics, its key elements are studied. Recent political changes in the Russian society are analyzed as well as their influence on economic dynamics. The necessity of complex modernization in Russia is stressed.

State-Owned Enterprises (SOEs) have a very important role in the implementation of the national economy in order to realize the welfare of the people. SOEs are seen as having a strategic role in fostering and developing private and cooperative businesses. The government through its regulations has mandated SOEs to participate in assisting the government in implementing the development policies that have been outlined, this is as mandated in Article 88 of Law no. 19 Year 2003 on SOEs, which in the article instructs SOEs to set aside a parcel of their net benefit for the reason of cultivating little businesses and cooperatives as well as cultivating the community around the company. The existence of the provisions of Article 88 means that SOEs are not only looking for profit, but also must play an active role in developing and fostering small businesses and cooperatives, so SOEs will have the responsibility Corporate social responsibility that can be sued is the same as other private companies in Indonesia.

The article analyzes the perception of the nature of relations with the state by Russian small entrepreneurs and, in particular, the success of state support provided to small businesses during the pandemic. The data for the analysis were obtained during the summer (2021) survey of 580 small business owners, a sample of which was formed from the database of the Institute's project "Public Opinion Foundation" "Sociology of Small Business (SMBiz Project)". This database was gained in years of all-Russian population surveys conducted on random samples. The main hypotheses of the study were confirmed. They are formulated as follows: (1) Small business is not homogeneous in its attitude to the policy pursued by the state, which can be influenced by different circumstances and factors (experience in business, its success, location, etc.). (2) Participation in certain state support programs increases the level of confidence in the state and has a positive effect on the assessment of its policy. (3) The measures implemented by the Russian state during the pandemic have had different coverage and different effectiveness in the perception of their beneficiaries. In the concluding part, evidence and recommendations are formulated for the bodies implementing the policy on SMEs in Russia.

Objective: Analysis of the problems of small businesses functioning in the context of the economic crisis aggravated by the pandemic, most particularly economic relations between the state and a tax-payer in the process of taxation of small businesses. Methods: Special tax treatments as one of the tax incentives for small businesses are used, legislative and regulatory acts of state authorities, as well as federal laws. Results: The authors have concluded that the most important challenge the Russian economy is currently facing is to ensure the survival of small businesses, including by ex-panding rather than narrowing the scope of application of special tax treatments. Practical im-portance: The novelty of the research lies in the critical approach to the stance of the state in rela-tion to special tax treatments, which are aimed at creating favorable economic and tax conditions for business deve¬lopment. Therefore, it is extremely necessary to provide real support to small businesses in the context of the economic crisis, aggravated by the pandemic.

The Russian system of state support for small and medium-sized businesses in its scope, forms and methods has reached the level of developed countries. This system has set up the basis for a new wave of small businesses foundation since 2008. But continuing increase in the amount of small businesses is going along with reduction in the volume of their activities. The support offsets the lack of space for expansion of SMEs business operations, but it is not adequate to the structure and institutional framework of the Russian economy.

The payments crisis is the most dangerous manifestation of the general economic crisis. The absence of a normal payment turnover can lead the economy into a state of chaos. For the first time, people began to talk about the payments crisis in Russia in the mid-1990s. The government, realizing the full danger of the emerging situation, developed measures to neutralize it. This article examines the causes of the payment crisis in the Russian economy, identified in 1996 by Academician N. Ya. Petrakov, and analyzes their presence or absence in the economy of modern Russia.

Currently, we can observe a deterioration in the economic situation and a decline in living standards. Understanding the reasons for this situation is not easy enough and is only possible if you have some knowledge of Economics and related terminology. The Russian economy is characterized by uneven development and if we look at the post-Soviet period, we can distinguish the following crisis phenomena: the crisis of 1998, the global crisis of 2008–2009, the crisis that began at the end of 2014 and is currently coming to the economic crisis of the Russian economy and the economies of countries around the world. At the beginning, the pandemic had a local impact on China's stock exchanges, where trading volumes began to decline from January 21, 2020, but since January 27, amid an increase in the number of cases, the fall affected the FTSE 100 and European exchanges. Further developments led to a global stock market crash that began on February 20, 2020. The pandemic itself led to the closure of enterprises in all countries of the world, including in the Russian economy, a sharp increase in demand for everyday products, and speculation in the market for certain products: antiviral drugs, sanitary masks, and disinfectants. The pandemic has affected all sectors of the economy, including education. So, this led to the mass closure of schools and universities. Speaking about crises in General, it can be noted that each of the crises differs in its external and internal factors, the adaptation mechanisms by which the economy adapted to the crisis and used to get out of it, as well as the economic policy pursued by the government. Thus, we will consider the concept of an economic crisis, the prerequisites for its occurrence, and solutions to this problem. In our opinion, the development of theoretical provisions and recommendations on ways out of crises can help the management to develop a number of measures for the stable and sustainable development of the Russian economy.

Развитие территории МП характеризуется как один из основных факторов инновационного развития страны и совершенствования структуры экономического сектора. Стратегия развития малого и среднего предпринимательства в России до 2030 года, утвержденная Постановлением Правительства Российской Федерации от 16 июля 2012 г. №1083-р от 2 июня 2016 г., основана на принципах упрощения, и ее положения являются ключевым комплексом национального законодательства, регулирующего предпринимательскую деятельность, что определяет актуальность исследования.Целью данного исследования является оценка повышения эффективности государственной поддержки малого бизнеса РФ в современных условиях как фактора его влияния на государственное регулирование.В работе представлены исторические аспекты становления предпринимательства и определена его роль в обществе. Изучены вопросы, связанные с операционными процессами систем государственной поддержки, и дана оценка их эффективности. Также в работе выявлены ключевые вопросы и детали процесса создания механизмов повышения эффективности государственной поддержки малого бизнеса. Small business is an integral part of a developed economic system. The main direction of the national policy in the field of MB development is to bring tools and measures to support the business sector to a new qualitative level. The development of the MP territory is characterized as one of the main factors of the country’s innovative development and improvement of the structure of the economic sector. The Strategy for the development of small and medium-sized businesses in Russia until 2030, approved by the Decree of the Government of the Russian Federation of July 16, 2012. No. 1083-r of June 2, 2016, is based on the principles of simplification and its provisions are a key set of national legislation regulating entrepreneurial activity, which determines the relevance of the study.The purpose of this study is to assess the increase in the effectiveness of state support for small businesses in the Russian Federation in modern conditions as a factor of its influence on state regulation.The paper presents the historical aspects of the formation of entrepreneurship and defines its role in society. The issues related to the operational processes of state support systems are studied and their effectiveness is evaluated. The paper also identifies key issues and details of the process of creating mechanisms to increase the effectiveness of state support for small businesses.
