Малый бизнес - неотъемлемая часть развитой экономической системы. Основным направлением национальной политики в области развития МБ является вывод инструментов и мер поддержки бизнес-сектора на новый качественный уровень. Развитие территории МП характеризуется как один из основных факторов инновационного развития страны и совершенствования структуры экономического сектора. Стратегия развития малого и среднего предпринимательства в России до 2030 года, утвержденная Постановлением Правительства Российской Федерации от 16 июля 2012 г. №1083-р от 2 июня 2016 г., основана на принципах упрощения, и ее положения являются ключевым комплексом национального законодательства, регулирующего предпринимательскую деятельность, что определяет актуальность исследования.Целью данного исследования является оценка повышения эффективности государственной поддержки малого бизнеса РФ в современных условиях как фактора его влияния на государственное регулирование.В работе представлены исторические аспекты становления предпринимательства и определена его роль в обществе. Изучены вопросы, связанные с операционными процессами систем государственной поддержки, и дана оценка их эффективности. Также в работе выявлены ключевые вопросы и детали процесса создания механизмов повышения эффективности государственной поддержки малого бизнеса. Small business is an integral part of a developed economic system. The main direction of the national policy in the field of MB development is to bring tools and measures to support the business sector to a new qualitative level. The development of the MP territory is characterized as one of the main factors of the country’s innovative development and improvement of the structure of the economic sector. The Strategy for the development of small and medium-sized businesses in Russia until 2030, approved by the Decree of the Government of the Russian Federation of July 16, 2012. No. 1083-r of June 2, 2016, is based on the principles of simplification and its provisions are a key set of national legislation regulating entrepreneurial activity, which determines the relevance of the study.The purpose of this study is to assess the increase in the effectiveness of state support for small businesses in the Russian Federation in modern conditions as a factor of its influence on state regulation.The paper presents the historical aspects of the formation of entrepreneurship and defines its role in society. The issues related to the operational processes of state support systems are studied and their effectiveness is evaluated. The paper also identifies key issues and details of the process of creating mechanisms to increase the effectiveness of state support for small businesses.

The article considers main trends in the small business of the Altay Territory according to results of 2011 and 2016 full-scale observations that follow the results of activities of small and medium-sized enterprises in 2010 and 2015.In the introduction, the author argues the relevance of the economic and statistical analysis of small business, which is essential for its support, as it is one of the government’s priority areas of activity at all levels when it comes to solving problems of socio-economic development. There are characteristics of information support of the analysis related to the implementation of the Federal Law No. 209-FZ from July 24, 2007 «On small and medium business development in the Russian Federation» and the Order of the Government of the Russian Federation No. 201-r from February 14, 2009.The body of the article successively focuses on some areas of analysis - from the general characteristics of small businesses to the factual analysis of individual aspects of activities of the economic entities under review (headcount, wages and revenues, fixed assets and the scope of investment activities). The features of small enterprises development by economic activity are analyzed separately. An integrated indicator of structural differences is used to assess the significance of structural changes in small businesses. A cluster analysis of the Altay Territory municipalities was carried out and they were rated according to the small business development level. In addition, the author assessed the contribution of small business of the Altay Territory to the development of small business in the Siberian Federal District and the Russian Federation.The final section of the article draws conclusions from the authors’ own specific analysis that points to both positive and negative trends in the development of small business in the Altay Territory.

This article analyzes the situation of innovative approaches to building business processes and interaction between universities, the government,  and representatives of the business environment. A methodology is proposed by the authors for calculating the feasibility of government support for small innovative enterprises (SIEs) as independent small business entities organized at higher educational institutions of the Russian Federation, the activities of which are aimed at research, development, implementation, and commercialization.The importance and role of small innovative entrepreneurship in the economy of the country and large cities is becoming the main world trend. Russia is trying to match its innovation strategy in small business, but the success is, unfortunately, still negligible. On the part of the government, millions of rubles are allocated to support small innovative entrepreneurship, as well as the construction of technology parks, the creation of business incubators, technological laboratories, and platforms being organized at universities in order to ensure the implementation of innovative projects. In accordance with the Federal Law of the Russian Federation No. 217-FL of August 2, 2009, universities were able to register small innovative enterprises on their territory as independent small businesses in the sphere of innovative development, whose activities are focused mainly on the commercialization of intellectual property objects and their active promotion in the market.Nevertheless, the implementation of new technologies and know-how is associated with greater risks of SIEs and needs a methodical approach to assess the appropriateness of providing government support to such enterprises. We are going to consider and calculate the indicator of the feasibility of government support for a small innovative enterprise in the amount of 50 million rubles for a period of five years for its development and will prove the increase in the efficiency of the enterprise and the possibilities for its development through the government support mechanisms for innovations.

The subject of this research is the support measures provided by the government Russian Federation for self-employed citizens who fall under a special tax regime “tax on professional income” in the conditions of the spread of the new coronavirus infection (COVID-19). The experiment of implementation of a special tax regime and the adoption of measures to support self-employed population in the time of pandemic plays an important role for the Russian economy. Legalization of activity of the growing number of self-employed citizens is the indicator of awareness and the manifestation of legal culture of the Russian population, and support provided by the government testifies to their participation in well-being of the population. Successful accomplishment of the set task is reflected in the statistics – as of December 31,.2020, the number of self-employed population amounted to 1,603,638 persons, while in the beginning of the pandemic it was 563,722 persons across the Russian Federation. The authors determine the two types of state support measures: general measures for businesses and the self-employed; as well as special measures intended solely for the self-employed. The application of systematic, formal-legal, comparative-legal, and structural-functional methods, allows examining the state support measures for the self-employed within the framework of implementation of the economic function by the government. Analysis is conducted on the actual statistical data and recent amendments to the legislation. The scientific novelty and practical importance of this work lies in comprehensive examination of the key measures of provided by the government of the Russian Federation for self-employed citizens in the time of COVID-19 pandemic, as well as in comparative analysis with the measures provided in foreign countries. Special attention is given to the comparative analysis of state support measures in Russia and Germany.

The goal of this research consists in determination of impact of the Progress Party (Norway) and the Danish People's Party upon the policy of their national governments with regards to Russia. The Progress Party used to be member of the Norwegian government coalition from 2013 to 2020, while the Danish People's Party supported the Danish coalition governments from 2015 to 2019. The analysis of the origin, ideologies, political agenda, and policy of the parties give a more accurate explanation on their position towards Russia, as well as defines the level of their political willpower in influencing the government policy thereof. Research methodology is comprised of content analysis used in examination of the official documents of the Progress Party and the Danish People's Party, comparative analysis used in considering political programs of both parties, as well as various election results and other corresponding data. The conclusion is made that both parties have considerable impact upon the state policy of their countries with regards to the Russian Federation. Moreover, both of them demonstrated no political interest in making Russia the key vector in their foreign policy programs. Being neither of Russophile nor Russophobic nature, their presence in the government did not become the reason for deterioration or improvement of relations with Russia.

World experience shows that in modern conditions urban agglomerations are the most important form of spatial development. This is also evidenced by the experience gained in the constituent entities of the Russian Federation. Urban agglomerations are characterized by a large internal market, a high level of human capital, a high-quality urban environment, developed infrastructure, innovative potential, and higher entrepreneurial activity. Despite the fact that the Russian regions have already accumulated sufficient experience in the development of agglomerations, the issues of their formation have not yet been resolved at the federal level. This requires finding the optimal balance in the powers of municipalities and public authorities in their management. In the article, the author examines the key issues related to their institutionalization in Russia on the basis of the experience of a number of foreign countries in line with domestic experience. Being a form of inter-municipal cooperation, urban agglomerations are also the object of state management. The author analyzes the main provisions related to the development of urban agglomerations, which are contained in the Strategy of Spatial Development of the Russian Federation until 2025, as well as the Draft Law developed in the Ministry of Economic Development “On Urban Agglomerations”. It is concluded that the development of urban agglomerations is an integral part of a more general process of developing inter-municipal cooperation.

The RUDN Law Institute research team headed by the Doctor of Sciences, professor of the Department of Theory of Law and State Nikolay Vlasenko performed an expert and analytical work for the formation of a package of proposals on measures and law-making initiatives in order to implement the amendments to the Constitution of the Russian Federation adopted in 2020. The aim was to assess the need to determine the additional source of income of a constituent of the Russian Federation for state support for the development programs of higher educational organizations by changing the system of distribution of tax revenues between federal and regional levels of the budget. The research team included Sergei Zinkovskiy, Ph.D., associate professor of the Department of Theory of Law and State, Mikhail Katsarsky, Ph.D., associate professor of the Department of Theory of Law and State, Irina Gronik, Ph.D., assistant professor of the Department of Civil Law and Civil Procedure Law and Private International Law, Denis Dobryakov, Irina Chernykh and other specialists of RUDN Law Institute. The results of the research can be used by the Government of the Russian Federation, the Ministry of Higher Education and Science of the Russian Federation to form theoretically based proposals related to the dynamics of financial and legal support for state efforts for programs of higher education organizations development in Russia on the territories of subjects of the Russian Federation in connection with the implementation of the amendments to the Constitution of the Russian Federation.

Relevance and purpose of the work. In modern conditions of activating state support for small business development in the Russian Federation and the spread of regional practices, new generalizations and conclusions about the stages and institutions of modern business development in the form of small business are required. In accordance with this, the purpose of the study was formulated - to identify the stages and describe the regional model of small business development institutions. Object of study - the Republic of Tatarstan (RT). Materials and methods. A quantitative description of the number of small businesses in a comparative assessment with medium and large businesses based on the calculation of indicators of the relative size of the structure of small businesses (OVSmp), growth rates (Tpr). Characteristics of the stages of small business development in the Russian Federation by the method of verbal description of criteria. Comparative functional analysis of small business development institutions in the Russian Federation with detailing at the meso-level in descriptive modeling of a regional model of small business development institutions in the Republic of Tajikistan. In the presentation of the results, gauge-analytical methods were used - tables and figures. Results and conclusions. According to the results of a retrospective analysis of the stages of small business development, an impact on the change in the number of small business enterprises of state support is found. The most productive in the context of the development of small business is the period of 1992-1995. Within the framework of foreign trends in the development of state support for small businesses in the Republic of Tajikistan, a federal program of state support for small businesses is being implemented on co-financing terms, within which business incubators are supported; export-oriented small business; fund of assistance to small enterprises in the scientific and technical field.
