The influence of media and method and their recent dramatic impact on learning have been discussed by many researchers in the instructional technology field and spurred the Clark-Kozma debate. This chapter explores the standpoints of preservice information and communication technology teachers attending a state university in Turkey. The findings are presented as a guide to educators and instructional designers, especially in their preservice research and practice. Participants were selected by convenience sampling, and their opinions were obtained following a debate on the topic. A questionnaire was administered for this purpose that had been prepared by the researchers. The results of the survey were augmented by detailed observations of the debate. Most of the participants agree that new media provides and facilitates the emergence of new methods or changes in existing methods, and learning and teaching benefit from approaches that combine the two.

This paper presents an analysis about the number of incoming and graduate students, considering women and men, at the Department of Informatics (DIN) at State Universityof Maringá (UEM), in Brazil. The data were collected considering three graduate courses,Data Processing Technology (extinct in 1997), Computer Science and Informatics. Theresults show that the number of women is dropping drastically from the late 1990s. InComputer Science, from 1994 to 2016, of the 622 graduate students, 127 were women. In Informatics, from 2000 to 2016, only 38 women had graduated, of the 275 students. In 2017, there were 211 students enrolled in Computer Science, and 208 in Informatics. On average, 8.11% were women (34), being 8.65% in Informatics (18), and 7.58% inComputer Science (16). Rural development has undergone significant changes since the digitization of Information and Communication Technology (ICT). Hybrid media technology has proven to make it easier for innovative villages to build networks and empower their communities to narrow the ICT gap, one of which is through community service. This community service is an effort of Gorontalo State University so that the Tridarma of Higher Education is implemented to contribute science and technology to the community. This Community Service was carried out in Tamboo Village, Bone Pantai District, Bone Bolango Regency. The purpose of this Community Service was to provide counseling on how to condition the beginning of a village so that it becomes a digital village. The expected output targets from this activity are: 1) The officials and community in Tamboo Village have knowledge of the importance of the village internet and how to manage infrastructure related to the village internet. 2) Village officials or village internet managers can have the ability to use internet facilities, which can then be developed to create village websites for digitization: village profile data, population data, village resource and potential data and other activities that can be digitized for work effectiveness and efficiency.

This study was conducted to determine the principal components of the information and communication technology (ICT) adoption practices in a developing country. A nineteen- item instrument was developed from extant current literature. Eight hundred and fifty copies of the structured questionnaire were administered to teaching and non-teaching staff of two faculties from the University of Port Harcourt and Rivers State University of Science and Technology, both located in Rivers State. Out of the number distributed, 435 were completed and returned. To determine the dimensions of ICT adoption, an exploratory factor analysis (EFA) was conducted through the application of principal component analysis (PCA). From the analysis, three factors were extracted which account for 68.8% of the total variance. Thus, the researchers named the factors: virtual learning, e-learning and networking practices.

The study was to investigate students’ perception of lecturers in utilizing Information and Communication Technology (ICT) tools in instructional delivery in science education programme in Akwa Ibom State University. The researchers adopted descriptive survey design for the study. The population of the study which also formed the sample for the study were one hundred and thirty eight year three students of the Science Education Department, Akwa Ibom State University, Ikot Akpaden, Mkpat Enin L. G. A. Two research questions were formulated to guide the study. A questionnaire titled “Students’ Perception of Lecturers Utilization of Information and Communication Technology Tools Questionnaire (SPLUICTTQ) was used for data collection. The researchers personally administered the questionnaire to the students (respondents) and retrieved immediately after completion. The data was analysed using percentages. The results indicated that students’ perception of lecturers’ use of email and computer in instructional delivery is 36.23% and 34.78% higher than all other ICT tools. The result also revealed excellent utilization of internet and email for instructional delivery as shown in the table with 53.52% and 60.80% respectively, while audio tapes and computer were averagely used with 44.20% and 42.28% respectively as ICT tools in instructional delivery. The result showed that 44.26% was the perceived percentage of lecturers not using teleconferencing at all. It was concluded that the recommendations of school net (2006) and that of National Policy on Education on the use of ICT tools in instructional delivery be re-emphasized to encourage lecturers in the Department of Science Education on the use of ICT tools for effective instructional delivery process.

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.
