The close relationship between industrial development and environmental pollution is considered the main problem of negative climate changes and the deterioration of life quality leading to an increase in mortality. In this regard, the protection of environmental human rights is of great importance. The paper aims to assess the trends of industrial influence on the human environment and the level of protection of environmental human rights in different countries through reviewing and analysis of the set of relevant studies. The paper brings novelty exploring an array of objectives for protecting human environmental rights in the framework of the Sustainable Development Goals, implementation of a circular and resource-efficient economy, together with the Industry 4.0 technologies for industrialized countries, including Ukraine. Most studies consider contradictions between the economic and environmental goals of both businesses and the state the main obstacle for the ecologization of industrial production. The economic feasibility of introducing more resource-efficient business models has been proved. The impact of Ukrainian industrial companies on the environment and the state of human environmental rights protection is studied. The results of the study allow stating that the resource and energy inefficiency of industrial technology in the country, as well as the weakness of state institutions in the implementation of reforms for sustainable development, is a fundamental threat to human rights and a healthy life.

Introduction. As the industrial sector is of key importance for the economy of Ukraine, the indicators of its functioning are the main factor in the social and economic development of the country. In particular, mechanical engineering is one of the basic sectors of Ukraine's economy and a strategically important sector that affects the development of technological potential and competitiveness of Ukraine's economy as a whole. The level of development of mechanical engineering is one of the main factors that allows to ensure sustainable development of the Ukrainian economy, the level of development of the country depends on its level and dynamics of development. Therefore, the study of the current state of the machine-building industry, the efficiency of machine-building enterprises, identification of current problems will identify tools for recovery and further sustainable development of machine-building enterprises as one of the key sectors of the national economy. Purpose. Analyze the state of Ukrainian machine building, identify the main trends and problems of the industrial complex in modern economic conditions and provide recommendations for their solution to ensure sustainable development of machine building enterprises and increase the level of economic potential of industry. Method (methodology). The research was conducted through the analysis and synthesis of data based on the evaluation of statistical data of the State Statistics Service of Ukraine (2010-2019) in order to study the current state of the machine-building industry of Ukraine; tabular and graphical methods for visual presentation of the material. Results. The study confirms the link between economic growth and industrial development. The peculiarities of the conditions of activity of machine - building enterprises are determined. The tendencies of the lag of the Ukrainian industry on level from the developed countries are revealed. The main factors of reduction of production volumes of machine - building branch are analyzed. The analysis of the level of innovative activity of machine - building enterprises is carried out. The main factors hindering innovation are identified. The existing level and structure of capital investments are analyzed. The main destabilizing problems of the machine-building industry in Ukraine are outlined. A conclusion is made and a number of measures aimed at creating conditions for sustainable development of the machine-building industry taking into account the potential and capabilities of machine-building enterprises are proposed.

This chapter focuses on the role of states in actively procuring profit shifting across borders. The effects of global profit shifting and the associated revenue losses suffered by countries at every income level can be attributed to those jurisdictions that procure the majority of global profit shifting. Measures against these state procurers of profit shifting can take a number of forms. First, human rights instruments can be used to highlight the extraterritorial damage being done, and to drive political salience and responses by shaming. Second, indicators of profit shifting can and should be established in international mechanisms such as the reporting of the Sustainable Development Goals to ensure continuing accountability for the state procurers. Finally, individual jurisdictions and regional blocs should consider unilateral defensive measures to eliminate the impact of profit shifting.

The protection of the environmental rights of citizens is an important issue for the domestic and foreign state policy of Ukraine. Although environmental rights are formally recognised and enshrined in law, they fail to be implemented in practice. This indicates the imbalance and lack of effective political and legal mechanisms for an appropriate system of measures to create conditions for exercising environmental rights and interests, their protection, and restoration, as well as to assure environmental awareness and culture. In light of these general considerations, this research article aims to examine the current issues concerning access to justice for protecting environmental rights through the lens of the state policy of Ukraine and its real application to ensuring such protection. Accordingly, the underlying tasks of the article are: to analyse how meaningful and comprehensive the provisions of approved strategic documents are; to analyse the cases of the ECtHR against Ukraine in environmental matters; to study the national case-law concerning access to justice on environmental rights protection and whether they correspond with the state policy areas of ensuring environmental human rights; to analyse how efficient the mechanism of their protection in Ukraine is and whether conditions for equal access to court in environmental cases are created; to find and illuminate the current state policy gaps that might threaten the effective observance and enforcement of environmental human rights; to formulate theoretical and practical suggestions for their further improvement.

Human rights defenders’ lives, activism, and livelihoods are under threat globally. This is a particular reality for those working to protect land and natural resources. This article examines one of the forms in which environmental activists are being targeted in South Africa, namely the abuse of litigation processes to silence dissent, referred to as Strategic Litigation Against Public Participation (SLAPP suits). This article examines the development of SLAPP suits in South Africa and the impact that they have on the environmental sector and environmental rights. It then discusses some of the latest developments in SLAPP suits locally, including how in recent years, in addition to the more traditional defamation-style SLAPP suit, SLAPP suits have started to take new forms such as costs proceedings and allegations of intellectual property infringement. Lastly, this article explores possible responses to SLAPP suits, concluding that serious consideration needs to be given to anti-SLAPP legislation, the use of the special plea mechanism, and the opportunities for enhanced advocacy and solidarity action that SLAPP suits provide.

The European Convention on Human Rights Act 2003 has now been in force in Ireland for ten years. This article analyses the Act itself and the impact which it has had on the Irish courts during the first decade of its operation. The use of the European Convention on Human Rights in the Irish courts prior to the enactment of the legislation is discussed, as are the reasons for the passing of the Act. The relationship between the Act and the Irish Constitution is examined, as is the jurisprudence of the Irish courts towards the interpretative obligation found in section 2(1), and the duty placed upon organs of the State by section 3(1). The article ends with a number of observations regarding the impact which the Act has had on the Irish courts at a more general level. Comparisons will be drawn with the uk’s Human Rights Act 1998 throughout the discussion.

Antimicrobial stewardship programs (ASPs) are critically important for combating the emergence of antimicrobial resistance. Despite this, there are no regulatory requirements at a national level, which makes initiatives at the state level critical. The objectives of this study were to identify existing antimicrobial stewardship practices, characterize barriers to antimicrobial stewardship implementation in acute care hospitals throughout Massachusetts, and evaluate the impact on these hospitals of a state-sponsored educational conference on antimicrobial stewardship.In September 2011, a state-sponsored educational program entitled “Building Stewardship: A Team Approach Enhancing Antibiotic Stewardship in Acute Care Hospitals” was offered to interested practitioners from throughout the state. The program consisted of 2 audio conferences, reading materials, and a 1-day conference consisting of lectures focusing on the importance of ASPs, strategies for implementation, improvement strategies for existing programs, and panel discussions highlighting successful practices. Smaller breakout sessions focused on operational issues, including understanding of pharmacodynamics, business models, and electronic surveillance.

Access to energy is crucial in tackling many of the current global development challenges that impact on people’s economic, health and social well-being as well as the ability to meet the commitments of reducing carbon emissions through clean energy use. Despite increased attention from multiple governments and agencies, energy poverty remains a serious sustainable development issue in many developing countries. To date, most research have focused on general access to electricity and the generation of clean energy to replace fossil fuels, failing to address the lack of basic access to clean energy for cooking and heating. More people in the world lack access to clean cooking fuels than to electricity. This issue is one aspect of a broader research which investigates the impacts of optimized energy policy and energy business models on sustainable development in developing countries.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.
