The paper presents a comprehensive approach to monitoring the level of sustainable development of the enterprise. The basic principles and elements of forming the system of monitoring sustainable development of the enterprise were considered and systematized. The paper provides an analysis of existing approaches to assessing the sustainability of the enterprise during its development. The analysis of the results of monitoring the sustainable development of the enterprise allows to record stable and unstable periods of its development, which helps managers choose the strength of management impact according to the current situation. The theoretical foundations of the concept of sustainable development of economic systems are elucidated on the basis of the analysis of scientific publications. The authors have pointed out the importance of introducing the concept of sustainable development and possible benefits from its use. The enterprises implementing the sustainable development strategy in Ukraine have been highlighted. Based on the results of the study, the information and analytical content of the monitoring system for sustainable development of some processing enterprises of Ukraine was substantiated. The analysis of the application directions of the sustainable concept development has been carried out and a practical example of the information implementation and analytical system for monitoring the sustainable development of a food industry enterprise has been examined using as an example the Obolon Corporation, Kiev. The positive experience of using this method of monitoring the sustainable development of the Obolon Corporation should become an example for most processing enterprises in Ukraine.

The article deals with the problem of sustainable concept development of the regional agro-industrial complex (AGC). A reasonable and objective approach to this problem using the knowledge of regularities of socio-ecological-economic systems development and the study of divergent environmental factors and internal environment enables developing effective management decisions of strategic and tactical nature of the selection tools sustainable agriculture development. The formal presentation of the agro-industrial complex's main stability characteristics allows providing a comprehensive assessment of its condition to justify a particular structural model of the sustainable development strategy of AGC with changes in the level of exposure to environmental parameters.

At present, the issue ecological balance restoring and rational resource con-sumption is especially acute, which determines large-scale transformations at the world level, as well as the need to modernize the tools for socio-economic develop-ment systems of countries (macro-level), individual territories and regions (meso-level), a set of interacting economic systems and economic units (microlevels). The article examines the problems of responsible resource consumption in regional socioeconomic systems, which led to change of effective growth paradigm to: 1) the sustainable development paradigm, society’s informatization; 2) selective regional policy of interregional differentiation. Obviously, at the macro-level, there is an intensive search for effective management of regional resource consumption; development of mechanisms and tools for environmental responsibility management. That is why a decrease in the level of negative impacts, as well as the consequences of low socio-economic development, determines the genesis of responsible resource consumption tools in regions’ strategizing as a key development task. However, the study of the ontology “responsible resource consumption tools” goes through the concept of sustainable development and is transformed into an integral, logically linked system of views, united by a common idea and aimed at achieving the goal of work.

The article studies with the theoretical issues of sustainable development of organizations in modern conditions. The authors show that through achieving efficiency and effectiveness, an organization can thus ensure its sustainable development, and also provide a model of “4K ensuring the sustainable development of market entities”. Logical, expert, and system analysis were used as research methods. The specifics of the problem of determining the factors that affect the ability of economic entities to form a sustainable development strategy in modern conditions determined the structure of the study. The authors analyze various interpretations of the term “sustainability” and present the main factors affecting the development of economic systems in the form of a model of the organization’s functioning, taking into account the influence of environmental factors. In conclusion, the article substantiates the following: the presented model proves that to meet the needs of their stakeholders, organizations need to have certain capabilities, the effectiveness of which they can achieve by improving their management system.

The article discusses development of information and analytical model, as an information basis for the analysis of sustainable development, based on the basic principles and assumptions of the concept of strate-gic management accounting. The proposed model allows to group accounting and analytical information in the context of the sustainable development goals into two blocks: a recreated module and an innovative de-velopment module, for the purpose of evaluating the implementation of the selected development strategy and preparing integrated reports.

The article emphasizes the fact that traditional socio-economic indicators do not reflect the challenges of sustainable development adequately, and this is particularly true for the widely-used GDP indicator. In this connection the elaboration of sustainable development indicators is needed, taking into account economic, social and environmental factors. For Russia, adaptation and use of concepts and basic principles of calculation methods for adjusted net savings index (World Bank) and human development index (UNDP) as integral indicators can be promising. The authors have developed the sustainable development index for Russia, which aggregates and allows taking into account balanced economic, social and environmental indicators.

Subject. The article explores the economic component of sustainable development through the classification of industries from the perspective of assigning the output goods to fixed or current assets, using different types of resources and assessing their condition. It considers factors of production affecting the achievement of the result and determining the development of economic systems at the meso- and micro-hierarchical level. Objectives. The aim is to assess the function of economic systems of different hierarchical levels on the tool-making facilities case. Methods. We apply an approach using general and special methods of comparative and statistical analysis, synthesis and analogies. Results. The paper analyzes the development of the Russian tool-making industry on the basis of resource-oriented approach to assess the functioning of economic systems at various levels. We review interrelations between resource use efficiency, types of sustainable development of economic systems at various hierarchical levels and strategic security of the country. Conclusions. Any development can be considered sustainable, if there is an increment in the intensive development of economic systems at all three levels.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. The existence of a tribunal system, in addition to helping to smooth the administration system, is considered as sharing power with the judiciary in making decisions. Thus arose the question of decision- making power and prevention of abuse by the administrative body. In line with the Sustainable Development Goals 2030 to ensure justice in support of effective, responsible and inclusive institutions, transparent and fair practices are essential for ensuring people’s trust in the administrative body and government. This paper, therefore, discusses the tribunal system and its implementation in Malaysia. In view of this, tribunal systems that exist in other countries, especially the United Kingdom, are also examined as models for improvement. Matters such as autonomy or control of power and the trial process are among the issues raised. Recommendations for improvement are proposed based on three basic principles—openness, fairness and impartiality—to further strengthen the implementation of the existing tribunal system in line with developments abroad.
