The article deals with research of global regularities in the global system of higher education. The interrelation of information, Internet and educational environments, branding and marketing are investigated as a qualitative basis for sustainable development of universities. The government strategies stimulating development of international experience for students are explored and analyzed. This experience resulted in mass opening of international branch campuses and popularity of educational centers (“education hubs”). World tendencies in the field of human capital development in the sphere of higher education are revealed. Special attention is given to development of international institutional and industrial partnership. At present, the challenges facing the modern system of higher education in Russia are related to the need to ensure its competitiveness in the international arena and create centers for the innovative development within the Russian Federation. In the sphere of higher education of Russia, a number of priority projects of the higher education system can be identified, which were approved at the end of 2016: “Universities as Centers of Innovation Development”; the project of “Modern Digital Educational Environment” and the model of the export potential development of the “Russian education system”, which increases the attractiveness and competitiveness of the international educational services market in order to increase the volume of revenues from the export of educational services.

At a new stage in the development of the Russian higher education system, missions are being adjusted, strategies and programs for the development of universities are being developed in accordance with global trends in the development of higher education and the challenges facing the country and regions. Amodern university plays an important role in ensuring the socio-economic development of the country and the region, participates in the implementation of national, federal and regional projects, strategic development programs. The basis of university development programs is the provision of training for the priority areas of scientific and technological development of the Russian Federation, sectors of the economy and the social sphere, the development and implementation of breakthrough scientific research and development, new creative and social and humanitarian projects, as well as their implementation in the economy and social sphere of high technologies. Important aspects of strategic planning of the university are the analysis of trends and challenges in the higher education system in Russia, as well as the study of the educational services market in the region. The paper analyzes the structure and dynamics of development of the national and regional (using the example of the Samara Region) higher educational systems in Russia, identifies general patterns and tendencies, identifies the directions of development of regional universities.

As Egypt seeks to reposition itself in the international community, one strategy it has adopted is to import academic capital from other countries to bolster its own higher education system and enhance its internationalization efforts. Increasing demand for higher education and vocal government support may be alluring to potential partners; but repressive government policies and an uncertain political environment may make it a risky gamble for foreign universities.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

Purpose: The aim of this paper is to develop an entrepreneurial education model for implementation in the Namibian Higher Education system. Namibia, just like South Africa, has an objective to develop small, medium and micro enterprises to enhance economic growth and reduce unemployment. Development of such a model is supported by the government of Namibia. This paper investigates appropriate entrepreneurial education models used in South Africa for this purpose.Design/Methodology/Approach: This research is an exploratory research design based upon secondary data mainly provided by the Namibian Economic Policy Research Unit (NEPRU) that enabled the researcher to understand and identify the problems that Namibia encounter in their small business environment. Theories, as developed by the University of Pretoria based on entrepreneurial education, were explored and formed the base of the theory exploration. Findings : The researcher investigated an existing entrepreneurial education model being used for the South African context, as well as a comparison of two models, and an integrated model based on the cited models. These models are used to show the importance of such models and the need to develop one for Namibia. Implications: This paper presents a model that can solve the basic need expressed by the Namibian Higher Education System to find an appropriate model to implement. Originality/Value: This paper provides a foundation from which an entrepreneurial education model can be implemented and improved / customised for the Namibian context.

Today, the system of higher education around the world continues to take measures to effectively organize educational activities in the context of the COVID-19 pandemic. All METHODS OF TEACHING AT HIGHER EDUCATIONAL ESTABLISHMENTS Issue I (81), 2021 131 countries of the world had to face unexpected difficulties in connection with the introduction of self-isolation. The higher education system was "on the front lines" with a large number of people. The closure of higher education institutions and the emergency transition to distance learning have led to obvious problems, mainly due to insufficient technical equipment, lack or poor preparation of both teachers and students to work in the new environment. These and other problems pose another challenge to the higher education system in a critical situation. At the same time, along with the obvious challenges and problems, the new format of distance learning provides a wide range of opportunities and prospects for change and improvement of educational systems, for which the critical situation creates forced conditions. The article substantiates the importance of effective distance learning in higher education in the context of the COVID-19 pandemic and outlines the main problems of the individual in the relationship "teacher-student" in quarantine. The current stage of informatization of society cannot be imagined without the introduction of information and communication technologies in all parts of the education system, educational institutions and government. These technologies are especially relevant in quarantine, as they allow you to implement distance learning. It is also important that distance education expands and renews the role of the teacher, makes him a mentor-consultant who should coordinate the cognitive process, constantly improve the courses he teaches, and increase creativity and skills in accordance with innovations and innovations. During distance education, there is also a positive impact on higher education: increasing their creative and intellectual potential through self-organization, the desire for knowledge, the use of modern information and telecommunications technologies, the ability to make responsible decisions. The analysis of the research devoted to distance educational process, has allowed to reveal its other basic features, in particular: orientation on independent cognitive activity; significant potential opportunities for distance learning to intensify educational and cognitive activities; the possibility of organizing open learning, expanding the audience of consumers of educational services; integration of world educational services; reduction, under certain conditions, of material costs for the organization and implementation of the learning process.

Globally, the developmental process primarily originates from creative and innovative thinking of an individual. Undoubtedly, higher education promotes the academic quality and research in a country. In order to disseminate knowledge to the aspirants in educational and research institutions, the information and technology has been put to use widely across the world. The digital transformation gained importance in the field of education to accelerate the wheels of world economy. During its period of transition, there are multifarious managerial issues. They ought to be tackled prudently by the government or policymakers. Otherwise, digital transformation in higher education can never be considered as a boom but bane. Hence, it necessitates an efficient management for yielding better fruits. The current study has been undertaken to examine the Indian digital initiatives in the higher education system, identify the crucial managerial issues, and suggest remedies for improvement of the Indian higher education system via digital transformation.

The conditions of the functioning of state higher education institutions at the present stage of development of the Ukrainian economy require new approaches to solve the problem of the relationship between the volume of training of specialists with higher education and their employment in the sphere of economic activity. The purpose of this article was to provide theoretical substantiation and practical recommendations for the development of a higher education institution development strategy for making managerial innovative decisions on balancing the demand and supply of educational services in a competitive environment. The following methods were used in the study: abstract logical; comparative economic and system structural; statistical; sociological; modeling; the algorithm of practical application of the theory of constraints of systems; and the apparatus of the theory of fuzzy sets. Methodological approaches to the implementation of the optimal allocation of budget places of the university by means of a practical application of system restriction theory and fuzzy set theory were proposed. The result was the allocation of budgetary places, taking into account the demand for specialties in terms of the economic situation of the region, the demand in the labor market, the demand among entrants, and the proposal of the institution of higher education and the Ministry of Education and Science of Ukraine. It will make it possible to reach the optimum balance between demand for specialists in specific specialties and their supply. The practical value of the research results lies in the development and use of methodological provisions for forecasting the demand and supply of educational services of higher education institutions, which are means of prospective reflection, predicting the ways of further development of the higher education system and modeling of various options for its functioning.
