The article considers methodological approaches to the concept of development of agrarian territories, gives recommendations on improving the organizational and economic mechanism of state influence on the processes of formation and functioning of agrarian territories, determining strategic guidelines for their development. The substantive essence and possibilities of the state support of development of agrarian territories are analyzed. The article analyzes the possibilities for the formation and development of the potential of agrarian territories, the state and prospects for the development of agricultural production using the model of indicative planning, taking into account the specifics of the Russian economy. The approach to the selection of the quantitative and qualitative content of the forecasts for the development of agrarian territories is disclosed. Current problems of forecasting resource support for the formation and development of agrarian territories are outlined. Recommendations are given on the possibility of using planning documents for an integrated approach to planning and regulating the development of the country’s agrarian territories.

The research is devoted to the scientific analysis of the rational choice principles of commodity specialization taking into account the functioning specifics of agricultural enterprises. The main tasks are identified, the solution of which has the potential to improve the internal specialization. There are among them: the maximum production increase in each unit, effi-cient use of production funds and work-force, improving the production efficiency. The adaptation process of commodity specialization of agricultural enterprises to market conditions is structured. Eight stages of it are distinguished: from deter-mining the change volume related to the enterprise adaptation to the external environment, to adjusting the system of opera-tional, tactical and strategic planning. In the factor analysis framework of the internal and external environment of agrarian enterprise, the determinants of its product specialization are systematized. The author's vision of the organizational and economic mechanism of managing the specialization of agricultural enterprises is outlined. The tendency to update the re-search of the risk system in the managing process the specialization of agricultural enterprises has been noted. This system has included the following risks: market, personnel, financial, legal, natural-climatic, logistical, agro-technological, the only mechanism for regulation in many branches of agriculture. The conclusion is made that substantiation of construction con-ceptual bases of organizational and economic mechanism of commodity specialization management of agrarian enterprise allows to realize adaptation development strategies of production and commercial activity. The basis is a comprehensive consideration of the factors of external and internal environment in the components mobilization of production and economic potential, as well as determining the configuration of management systems of commodity specialization in enterprise man-agement. Pruntseva G.О. THE DEVELOPMENT OF ORGANIZATIONAL AND ECONOMIC MECHANISM OF FOOD SECURITY IN ANCIENT TIMES Purpose. The aim of the study is to determine the basic principles of food security in ancient times and highlight the first tools of food security mechanism, which allowed for the further development of society. Methodology of research. The following methods are used in the research process, namely: analytical and historical methods to analyze the historical development of the main tools for ensuring food security. Assessment and logic are used to formulate the conclusions of the historical analysis. Findings. It is found that the problem of food security was relevant in primitive times. In ancient times, the following tools can be distinguished: warehousing and distribution of food products among all members of the community. The main characteristics of the organizational and economic mechanism of food security in ancient times are determined. The historical development of the food supply system of the population is analyzed. Originality. The main components of the food security system in ancient times are highlighted. For the first time the main tools of the food system are identified. It is proved that with the advent of the first states and the development of irrigation facilities, agricultural production became more efficient, namely: the use of agricultural technologies made it easier for people to work and increased agricultural production productivity. The development of transport infrastructure ensured the efficient exchange and trade of food products. Practical value. The author’s generalizations regarding the use of food security tools by primitive and ancient civilizations are important in the modern system of economic relations since, in the absence of effective medical treatment and government support for the vulnerable groups of the population, they ensured the survival of primitive people and the development of ancient civilizations. The results of the study are the basis for improving the modern mechanism of food security and will help to formulate an effective state policy in the field of food security. Purpose. The aim of the article is to analyze foreign experience of the formation of an effective regulatory framework in the field of ensuring of an efficient organizational and economic food security mechanism. Methodology of research. In the process of analysis general scientific methods were used, namely: bibliographic - for analysis and systematization of research works, historical - for studying historical experience of legal base formation, statistical - for studying dynamics of researched processes change, comparative - for estimation of efficiency of food security mechanism in different countries, graphical - to clearly reflect the existing dynamics between the analyzed indicators, abstract-logical – in formulating conclusions and recommendations. Findings. It is established that the efficiency of the organizational and economic mechanism of food security is influenced by both the level of income and specific state policy in the field of food security, which should take into account both climatic conditions and resources, sectoral orientation of regions, traditional specifics of food production and international standards of quality and safety of food products, WTO requirements and other standards. It is proved that the effectiveness of the organizational and economic mechanism of food security depends on the direct impact of state measures on the agri-food sector, socio-economic system and food security, as well as the indirect impact of incentives and multiplier effect. It is analysed of the functioning of the organizational and economic mechanism of food security in the leading countries of the world and found that in highly developed countries there is an effective policy to ensure the effective functioning of the organizational and economic mechanism of food security, which includes measures to support agricultural production and domestic market to ensure the high quality of food and their availability, the so-called "farm to fork" programs. Originality. The dependence of malnutrition on the level of development of countries is determined and the main elements of the organizational and economic mechanism of food security in the leading countries of the world are singled out. Practical value. The identified instruments of the organizational and economic food security mechanism of highly developed countries will allow to reform the national food security system in order to ensure economic and physical access of all citizen groups to healthy food. In article theoretical justification of essence and contents of the term «staffing» is given, features of process and resource approaches to its formulation are considered. On the basis of monographic and comparative methods of a research differences in the concepts «staffing» and «personnel security» are revealed, the directions of application of these terms in scientific literature are shown. The purpose of writing of article was development and theoretical and methodical justification of the organizational and economic mechanism of quality management of staffing of agro-industrial complex at the regional level. The regional level of the conducted research was caused by the specifics of agricultural production allowing to differentiate the agrarian focused regions in the context of their staffing. In article it is defined that intrinsic characteristic of staffing includes three obligatory components: educational, branch and regional. At the same time education as the separate system and branch of economy has to participate in process of staffing not only at a stage of obtaining basic professional knowledge, but also increase the personnel potential of the worker throughout all his work. In turn, the organizational and economic mechanism of quality management of staffing of agrarian and industrial complex of the region will be based on objective assessment of a system of agrarian formation of various levels, definition of instruments of their interaction and synergetic influence at each other. In conclusions of the conducted research it is formulated that effective functioning of the organizational and economic mechanism of quality management of staffing of agrarian and industrial complex has to be based on the concept of interindustry balance of agrarian labor market and the system of agrarian formation of the region that will promote performance of strategic purposes of development of regional agro-industrial complex.

Introduction. The importance of specialization research is due to its role in the economic growth of the country, as it contributes to the resources concentration on the production of competitive products, the provision of scientific and techno-logical development and increase the efficiency of agricultural enterprises. The purpose of the study is to develop mechanisms for managing commodity specialization of agricultural enter-prises. Results. The unique features of agriculture in the general structure of the national economy are identified. The deci-sive role of land resources has been determined. The influence levels on the management of commodity specialization of agri-cultural enterprises are broadened: nationwide, regional and local, for which the means of influence are allocated. The rea-sons for the imbalance in the structure of agricultural production are considered. The groups of factors that influence the resources reproduction as factors of agricultural production are distinguished: socio-political, socio-economic, priorities of state agrarian policy, using level of agricultural land and other resources, natural and climatic conditions, seasonality of production, energy and resource intensity, innovative technologies implementation. The structure of Ukrainian agriculture on 3 levels in terms of crop, livestock and hunting is offered. The necessity factors of systematic influence on commodity specialization management of agrarian enterprises are determined. The determinants of commodity specialization of agricul-tural enterprises are presented. Conclusions. The architecture of the organizational and economic mechanism for managing the commodity speciali-zation of agricultural enterprises is provided, which includes the internal environment of the enterprise, the direct mecha-nism, options for development, the conditions influence of the external environment functioning and the factors of influence on the specialization of the agricultural enterprise. The concept takes into account tendencies of economic potential for-mation, internal infrastructure of the enterprise, basic architectural decisions and standards, management model and re-quirements to management processes, and also defines principles of transition from the existing state of the enterprise to the target one.
