<p>The article is devoted to the research of sustainable development of northern (arctic) one-industry urban settlements. The author provides an assessment of state support for Russian monocities in the modern conditions and identifies specifics of the functioning of northern (arctic) monocities, which require a special approach to supportive measures for their development. The paper considers the method of diversification of a city-forming enterprise in strategic documents of multi-profile settlements. It is noted that such an approach does not provide a systematic management of the socio-ecological and economic processes of singleindustry towns. The strategy does not take into account the environmental factor, which does not solve the accumulated environmental problems in the Russian Arctic. The current study stresses the necessity of an integrative (cumulative) assessment of the environmental impact resulting from mining operations, which will allow for measuring and managing socioecological and economic processes. The author proposes an integration model of strategic management based on cumulative impact assessment at the regional level.</p>

The article proposes to consider climate security as an important factor in the sustainable development of the economy. The problems of climate risk management have been identified. Based on a literature review, a system of national climate regulation objectives have been proposed and logically justified. The main stages of their achievement have been presented. The need for a project-based approach to climate regulation has been justified. The idea of a national project at state level and three federal projects as part of it has been proposed. The author’s model for managing the country’s climate security has been presented. The standard plan for the implementation of this model at the regional level has been developed. The results can be used in national strategic management of country climate security and its constituent entities.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

Regional Sustainable Development Frameworks (RSDFs) have been prepared in each of the 8 English regions as a means of progressing sustainable development at the regional level. Promoted by central government, which has emphasised the overarching role of the Frameworks as a key reference for all regional plans, strategies and policies, their preparation and use in practice has offered scope for innovation and variety which are revealing of the relationships and tensions between various interests at the regional level. This paper assesses the effectiveness of the Frameworks, focusing in particular on their use in practice in appraising the sustainability of other regional plans and strategies, and their role in resolving conflicts. The paper also examines their role in integrating a consistent understanding of sustainable development, and reflects on the implications for different meanings of sustainability. It draws on work commissioned by the English Regions Network from CAG Consultants and Oxford Brookes University. A central aim of the research project was to evaluate how effective RSDFs have been in providing a direction and a vision for regional activity to progress sustainable development.

The article examines the infrastructure approach to the implementation of the concept of sustainable development in the Arctic zone of the Russian Federation (AZRF). This is done from the point of view of compliance of this development with the so-called megatrends of the world economy, highlighting theoretical, conceptual, and technological aspects. he characteristic of modern geoeconomic and geopolitical factors of development of the AZRF is given. A brief comparative analysis of applicability of economic models that are relevant the concept of sustainable development in the case of the Russian Arctic: bioeconomy, green economy, and circular economy. A few conditions for the implementation of the circular economy model in the Russian Arctic is considered. In connection with the representation of the AZRF as a heterogeneous socio-economic, real-virtual, socio-cyber-physical space, a special role of logistics infrastructure is shown as necessary condition for ensuring the sustainable development of this largest Russian region. The emphasis is made on the need to conceptualize the concept of "logistics infrastructure". Based on a holistic approach to logistics, a 5-layer (underwater, water, ground, air, space) conceptual research holistic model is proposed that could be used for designing, constructing, and monitoring the system of logistics flows in the Russian Arctic. The result of an analytical assessment (in dimensions of "digitalization" and "sustainability") of the state of the Art and possible development for the underwater layer of the logistics infrastructure of the Russian Arctic. The conclusions of the article could be useful both for designing the logistics infrastructure of the Russian Arctic, and for designing the courses of disciplines of higher education relevant to the problem under consideration.

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.
