The current epidemiological situation requires new distance learning techniques, and modular design seems to be a good systematic approach to the formation of standards for distance learning. Modular approach makes it possible to provide students with knowledge and develop competencies in the current challenging social conditions. The authors analyzed the distance learning technologies used by various academic organizations during the pandemic, as well as some distance learning platforms for advanced training courses. The analysis showed that modular competence-based distance learning technologies are widely introduced in the domestic academic environment. Modular academic disciplines consist of interrelated modules and presuppose a large amount of programmed self-learning. The article also contains an analysis of particular distance learning techniques and introduces new various technologies of blended learning. The materials can be used to develop new distance learning and blended courses.

The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. Key words: distance education, online learning, information and communication technologies, educational platforms, quarantine, COVID-19.

This article reports the results from a national survey directed to the department chairs of political science to assess the current and future state of distance learning in that discipline. The insights of this research are relevant to all social science fields and offer important insights to other academic disciplines as well. Key findings of the study include the low utilization of distance learning courses, a low degree of importance currently attributed to distance learning and modest expectations of future growth, ambivalent acceptance of a future role for distance learning, the common use of Internet-related technologies, low levels of faculty knowledge and interest about distance learning, limited institutional support, and serious doubts about the appropriateness and quality of instruction at a distance. We propose a model of the size and scope of distance learning as a function of three factors: the capacity of distance learning technologies, market demand, and faculty and university interest in distance learning. The article concludes with suggestions of critical areas for future research in this dynamic, fluid post-secondary environment.

The article considers new requirements for higher education, the improvement of modern educational technologies such as training courses and distance learning technologies, and the study and identification of difficulties of students during the crisis caused by the pandemic. To date, a certain amount of knowledge important for formulating and solving the problem of adaptation of students during online education has been accumulated. Stating the active development of various aspects of the problem that we are investigating, we can conclude that the problem of adaptation of students to online learning using distance learning technologies and the difficulties that arise in this case have not yet become the subject of a special study. Questions about the effectiveness of distance or blended learning and the role of personal qualities of teachers and curators in the educational process are determined by primary importance of the problems of education and training at this stage of development of modern Ukraine.
