The article discusses the role of preventive anti-crisis management on the basis of comprehensive measures to overcome the crisis situations. The reasons and moments of crisis beginning are considered, and in case of objective impossibility to avoid entering the crisis period, the approaches to overcoming them are indicated. The basic concepts of anti-crisis management, preventive management and preventive anti-crisis management, which are effective tools for crisis management in the conditions of cyclical crisis phenomena, are defined. The main tasks of preventive anti-crisis management are revealed, and the estimation of probability of occurrence and analysis of consequences of influence of potential crisis phenomena and situations, at development of anti-crisis strategy, realization of action plans on crisis prevention is presented. The key areas of preventive management and the necessary tools for the implementation of anti-crisis measures at the enterprise are identified. The crisis warning functions that will be performed by the crisis prevention service are presented.

This article focuses on the aspects of human resource management strategies in crisis management, as well as the comparison of classical and modern ways to overcome the consequences of crises for human capital. The possible consequences of ongoing and possible crises, as well as ways to prevent and overcome them, are investigated. Personnel strategies in human resource management are disclosed. The presentation of strategic human resource management in a crisis period is given.

Abstract This study has two main objectives: first, it assesses the effect of outbreak pandemic diseases on the French firms’ stock returns by considering the sector of activity as the main center of analysis. Second, it investigates the role of the crisis management system, firm debt strategy, and monetary policy in dealing with the adverse shocks of the major outbreak of the COVID-19. The study results can be summarized as follows: (1) the daily growth in COVID-19 cases and deaths are associated with lower stock returns of the listed firms, especially for the firms operating in the energy, industrial and health care sectors. In contrast, telecommunication and consumer sectors are not significantly affected. (2) The pandemic’s adverse effect is much more tolerant with the French firms with an efficient crisis management system and low long-term debt commitments than the firms that do not have such a system and engaged with long term debts. (3) Euribor rates and monetary policy are still playing an essential role during the pandemic period.

Québec university communities are facing intensified pressure to address the incidence of sexual violence on campus. The ESSIMU ( Enquête Sexualité, Sécurité et Interactions en Milieu Universitaire) survey (2016) revealed that one third of respondents (students and employees from six universities, all genders combined) reported having experienced at least one form of sexual violence since arriving at university, committed by someone affiliated with the same university. As the issue is becoming increasingly institutionalized, a process that often erodes activism, this article highlights the role feminist activism has played in placing sexual violence on university campuses on the political agenda. From the dual perspective of feminist activists and researchers on the ESSIMU team, the article explores the backdrop of this mobilization, and the network of feminist resistance that fostered the ESSIMU study, itself a significant contribution to the increased recognition of sexual violence in universities. It also considers the role of university and government institutions in (re)producing such violence and the role of media in making it a public issue.

Purpose Many scholars have developed several theories and empirics to study issues related to investment policy. However, there are still some unexplored issues in the field of finance that require further analysis and investigation, particularly in the corporate governance literature such as the role of managerial talent in the firms. This study investigated the impact of managerial ability on investment decisions of the firms. Design/methodology/approach The study first uses firm efficiency and managerial ability by using data envelope analysis (DEA) proposed by Demerjian, Lev and McVay, 2012. Data is collected for the firms listed in Shenzhen and Shanghai stock exchange for an emerging market of China during the crisis period with 1,640 number of observations. Findings The study reveals that the presence of more managerial talent in a firm is significant for the strategic decisions of the firms. Findings follow a resource-based view and identify that more talented managers help the firms in the acquisition of resources specifically during financial distress. The study subdivides the firms based on: ownership structures and financial constraints. Results generated from propensity score matching imply that the role of high-talented managers is significantly different from that of low-talented managers. Originality/value The study reveals managerial ability as a determinant of investment policy. To the researchers’ best knowledge, none of the previous studies have been conducted in emerging market literature during the crisis period.

A number of scholars and media in South Korea have recently raised questions regarding the necessity of a "government administrative control tower" (GACT) for dealing with crises. This paper aims to conceptualize GACT as a crisis management system and suggests administrative methods for improving this model by examining issues raised by its operation. Since the control tower is critical in times of crisis, this paper limits its focus to the role of GACT as a crisis management control tower. In crisis, an on-site control tower focuses especially on prevention, and on-site response and management must be synchronized with a higher-level administrative decision making control tower for the system to operate properly. While a fully authorized on-site control tower should serve as the central agent, a higher-level administrative decision making control tower should mobilize additional organizations and resources to support on-site capability. The operating principle for the latter should be to create an environment in which heterogeneous parties work together to make decisions about what to do rather than the president or the prime minister directly making orders and taking control.


The need for environmental conservation is recognized globally. This paper makes an attempt to assess the role of Local Government Institutions in the protection of environment in India and Bhutan. Among different levels of environmental administration in India and Bhutan, the most effective is the presence of local government institutions for the efficient utilization and management of natural resources. This paper discusses relevant policies and practices promoted by these institutions for preserving and protecting environment. At the local government level, there are several mechanisms and agencies through which information regarding public welfare and environment conservation can be communicated to the villagers. These can be used to create the much-needed awareness about the protection of the ecology and the environment. This paper examines how the response to environment management can be strengthened with the better involvement of the institutions and the role of these institutions in some specific contexts of environment management and protection.
