Social rental housing is one of the possible instruments which are applied to ensure the satisfaction of housing needs. However, public funds which are transferred to entities that operate within this area should be usually classified as State aid. The analysis presented in this paper concerns the following question: is it possible to consider the operation of a social rental housing program as services of general economic interest. This question seems to be a topical issue because of a new legislative initiative aiming at establishing a governmental housing program that was implemented by the Act of 10 September 2015 which amended the Act on certain forms of supporting housing construction. The aforementioned program stipulates the legal frames for refundable and preferential financing that may be granted to specific entities in order to realise investments in social rental housing. The governmental housing program complements earlier local housing policies in force. What is significant is that the Polish legislator decided to qualify support granted as services of general economic interest, as referred to in Commission Decision 2012/21/UE of 20 December 2011 on the Application of Article 106(2) of the Treaty on the Functioning of the European Union to State aid in the form of public service compensation granted to certain undertakings entrusted with the operation of services of general economic interest. Applying Commission Decision 2012/21/UE to this situation raises some doubts as to the lack of clarity of a term “social housing”. Due to a certain controversy over the abovementioned issue, the authors have attempted to examine whether the application of preferential provisions of Commission Decision 2012/21/UE to the social housing program is in accordance with the relevant provisions of EU competition rules.

Energy consumption in the social housing sector constitutes a major economic, social, and environmental issue, because in some countries such as France, social housing accounts for about 19% of the housing sector. In addition, this sector suffers from ageing, which results in high energy consumption, deterioration in the occupant quality of life, and high pressure on the budget of low-income occupants. The reduction of the energy consumption in this sector becomes a “must”. This reduction can be achieved through energy renovation and innovation in both energy management and occupant involvement by using smart technology. This paper presents a contribution to this goal through the investigation of the impact of smart monitoring on energy savings. The research is based on monitoring of comfort conditions in an occupied social housing residence in the North of France and the use of building thermal numerical modeling. Results of monitoring show that the indoor temperature largely exceeds the regulations requirements and the use of a smart system together with occupant involvement could lead to significant savings in heating energy consumption. The novelty in this paper concerns the use of comfort data from occupied social housing residence, occupation conditions, and building thermal modeling to estimate energy savings. The proposed methodology could be easily implemented to estimate heating energy savings in social housing buildings that lack individual energy consumption monitoring.

Abstract Housing sector plays an essential role in the sustainable development of the countries; however, there are significant problems in terms of its ability to access which promotes the occurrence of solutions that guide the housing deficit reduction as well as economic savings and natural resources preservation. One key strategic would be the use of social housing as a mechanism to ensure a decent house accessed by vulnerable population. The general housing design requires satisfying characteristics of indoor environmental comfort, arising the need outlook technical solutions. This research aims to propose functional and hygrothermal improvements for social housing located in a temperate continental climate zone in The Sierra region of Ecuador. The methodology was focused on energy simulations using Design Builder software and comparing the results with the application of passive bioclimatic recommendations. In addition, based on the quantitative housing deficit this research achieves qualitative contributions in order to improve the living conditions of low-income population whose get access to social housing in Ecuador. An experimental case study, located in Azogues a canton of the province of Cañar, has been selected for the simulation analysis which belongs to a housing governmental program named Manuela Espejo promoted by the Ministry of Urban Development and Housing and special designed for people with disabilities. The research has an applicative nature approach, with a sectional scope and explanatory depth, based on primary and secondary information sources; data collection techniques were social perception surveys used to determine comfort levels of the social housing users. The results show, based on the energy simulations carried out, improvements in terms of habitability conditions and an architectural proposal compiles passive bioclimatic recommendations focused on the design of social housing in Ecuador. Therefore, this research contributes to the implementation of new social housing plans that not only would help to reduce the housing deficit, but also contribute to improving the housing indoor environmental comfort perceived by the users.

The subject of the study is the organizational and economic aspects of managing the equilibrium state of housing affordability for the population during construction. The analysis shows that despite the successful development of the housing sector and the functioning of the housing market, housing affordability is differentiated, which is manifested in unsatisfactory housing conditions of a significant part of low-income and other established categories of citizens. The aim of the study is to improve the processes of ensuring targeted consistent housing policies already at the construction stage to increase not only market, but also social affordability of housing. Materials and methods include a methodological approach, which involves the construction of a model of interaction between the investor and local authorities during the construction process in order to accelerate the solution of the problem of increasing housing affordability for the low-income citizens on the basis of ensuring the required volumes of housing construction in accordance with the main legislative formats. The optimization of the coordination model of the interests of investors and the municipality during the construction in this social housing cluster is ensured through the implementation of mechanisms to reduce the expenses of investors to obtain a land plot, as well as the proposed measures that increase the social accessibility of housing. The task is to ensure the balance and comprehensiveness of the market and social affordability of housing for various categories of citizens by expanding the list of powers of municipalities and financing their implementation for the construction of social housing facilities.

AbstrakRumah merupakan kebutuhan primer setelah pangan dan sandang. Setiap orang dalam strata sosial ekonomi akan berusaha memenuhi kebutuhan akan rumah. Bagi kebanyakan masyarakat berpengahasilan rendah, pemenuhan kebutuhan dasar ini sangat sulit untuk terpenuhi, yang apabila tidak ada solusi untuk mengatasinya akan menimbulkan masalah kesejahteraan sosial. Untuk mengatasi masalah tersebut, pemerintah beserta bank bekerja sama mengeluarkan skema pembiayaan yang terjangkau bagi masyarakat berpenghasilan rendah. Selain itu program ini diharapkan mampu mengejar kebutuhan perumahan yang terus naik dan sekaligus bisa meningkatkan pertumbuhan ekonomi. Oleh karena itu, dalam studi ini peneliti berniat menganalisis efektivitas program perumahan bersubsidi terhadap kesejahteraan sosial masyarakat di  kabupaten Garut. Populasi dalam penelitian ini adalah seluruh konsumen perumahan bersubsidi di kabupaten Garut. Teknik pengumpulan data dilakukan melalui purposive sampling dengan jumlah responden sebanyak 200. Sementara variabel dalam penelitian ini yang terlibat ada dua. Pertama, program perumahan bersubsidi diperlakukan sebagai variabel laten eksogen. Kedua, kesejahteraan sosial bertindak sebagai variabel laten endogen. Kemudian penelitian ini menggunakan metode deskriptif eksplanatori. Metode PLS-SEM dengan bantuan perangkat lunak XLSTAT 2014 digunakan untuk menjawab hipotesis penelitian. Hasil menunjukkan bahwa program perumahan bersubsidi berpengaruh signifikan terhadap peningkatan kesejahteraan sosial dengan kontribusi sebesar 60,63%. Hasil penelitian ini diharapkan dapat menjadi evaluasi program perumahan bersubsidi bagi pemerintah, bank, dan stakeholder dalam rangka menyelesaikan masalah kesejahteraan sosial masyarakat.Kata-kata kunci: Kesejahteraan Sosial; Kredit Pemilikan Rumah; Perumahan Bersubsidi; Sosialisasi. AbstractHouses are the primary needs after food and clothing. Everyone in the socioeconomic strata will try to meet the house needs. For most low-income people, the meeting of this basic needs is very difficult to suffice. It will cause social welfare problems if there are no solutions to overcome housing needs in the low-income people. To overcome the social welfare problems, the government and banks work together to issue affordable financing schemes for low-income people. This program is expected to be able to catch up with the increasing housing needs and at the same time be able to increase economic growth. In this study, therefore, the researcher intends to analyze the effectiveness of the subsidized housing program on the social welfare of the people in Kabupaten Garut. The population in this study is all consumers of subsidized housing in Kabupaten Garut. Data collection technique was carried out through purposive sampling with a total of 200 respondents. While the variables in this study involved two variables. First, the subsidized housing program is treated as an exogenous latent variable. Second, social welfare acts as an endogenous latent variable. Then this research uses a descriptive explanatory method. The PLS-SEM method using XLSTAT 2014 software is used to answer the research hypothesis. The results show that the subsidized housing program has a significant effect on improving social welfare with a contribution of 60.63%. The results of this study are expected to be an evaluation of the subsidized housing program for the government, banks, and stakeholders in order to resolve the problem of social welfare.Keywords: Communication tool; new language; community; variety of languages; shemale.

The paper argues that low income housing is socially produced in different social contexts and examines the socio- economic issues in the social production of low income housing. It also presents some results of a case study in Nigeria to explain and understand housing production by low income people despite their marginalization and exclusion.Knowledge of how low income people produce houses and understanding the underlying motivation for house ownership in different social contexts is critical for policy. Nghiên cứu được thực hiện nhằm đánh giá thực trạng phát triển nhà ở xã hội (NOXH) cho người có thu nhập thấp (TNT) tại một số đô thị trên địa bàn tỉnh Bình Định trên cơ sở thu thập số liệu từ các phòng ban chức năng và khảo sát thực địa. Kết quả nghiên cứu cho thấy phát triển NOXH tại tỉnh Bình Định đã giải quyết vấn đề về nhà ở cho 1.876 hộ TNT trong giai đoạn 2009-2019. Nguồn cung về NOXH cho người có TNT có sự thay đổi tích cực: giai đoạn 2018-2020 tăng gấp 12,55 lần so với giai đoạn 2009-2017. Các dự án NOXH cho người có TNT tập trung chủ yếu ở thành phố Quy Nhơn cho thấy sự đầu tư có trọng điểm, có thứ tự ưu tiên. Tỉnh đã huy động được các doanh nghiệp tư nhân tham gia đầu tư xây dựng NOXH cho người TNT. Tuy nhiên, nhiều dự án NOXH cho người có TNT chậm tiến độ hoặc không triển khai, chưa tiếp cận đúng người TNT có nhu cầu nhà ở, tình trạng sang nhượng NOXH không đúng quy định, chất lượng một số công trình chưa đảm bảo và công tác quản lý NOXH chưa đạt hiệu quả mong muốn. Trong nghiên cứu cũng đề xuất được một số giải pháp nhằm tăng hiệu quả tiếp cận NOXH cho người có TNT tại Bình Định. ABSTRACT This study was conducted to assess the status of social housing development for low-income people in some urban areas in Binh Dinh province based on data collection from functional departments and survey results. Research results showed that the development of social housing for low-income people in Quy Nhon city, An Nhon town and Bong Son town in Binh Dinh province has provided 1,760 apartments for people with low income in the period of 2009 - 2019. In this period, 10 housing projects for low-income people were implemented in the study area, of which 05 projects were launched for sale and 05 projects were delayed. The supply of social housing for low-income people has not met the targets, the management and development of social housing for low-income people in the study area is not strict. According to the social housing development plan, the total social housing supply will be 3.966 units in 2020 and 4.900.550 units in the period of 2021 - 2025. The study has proposed four solutions to increase the effectiveness of social housing development for low-income people in Binh Dinh.

The article describes the study of the impact of the 1965 reform on the social housing program at the Chelyabinsk tractor plant. It is possible to trace the dynamics of obtaining housing by the plant for distribution among its employees in the period from 1963 to 1971. A comparison with similar indicators of Zlatoust plants was made. The author concludes that the reform of 1965, contrary to the all-Union trend, had a negative impact on the already difficult situation with housing in the CHTZ.
