Abstract The design and implementation of water policies to address scarcity problems are largely shaped by the behavior of interest groups and their ability to influence policymakers. Different and opposed interests of stakeholders regarding policies trigger water conflicts and, frequently, lead to the failure of the implemented regulation. Departing from political economy theory, we empirically estimate the determinants that affect the level of lobbying effort and effectiveness by water interest groups for influencing water policy. The findings are based on data collected by a survey administered among different irrigators' groups, in a water-stressed river basin (the Jucar River Basin in Spain) that vie to increase their water allocations. Our results demonstrate how lobbying effort depends on the involvement of the interest groups, the energies exerted to sway water authorities, and on the variation among the group members. Lobbying effectiveness is a function of the effort exerted. Furthermore, both functions depend on the intrinsic characteristics of the group's members. While the empirical results corroborate several main statements of the theory of lobbying and interest groups, some deviations based on the empirical application remain.

A growing amount of literature in the political economy suggests that the implementation of an environmental policy is limited due to the complexity of the interests of different interest groups and the political dominance of the polluting industries. This paper examines this insufficient implementation of an environmental concept in the case of the climate policy in the U.S.A., Germany and Japan. The focuses of this analysis are the choice, design and implementation of climate policy instruments in these countries. Starting from the fact that interest groups in the policy-making process prefer different policy instruments, the analysis shows which interests are enforced via which political instrument.

Abstract Water policies have been implemented worldwide to face water stress. However, the existence of water users' groups with opposite interests and different political power results in the plain failure or low effectiveness of water policy reforms. A better understanding of users' perceptions regarding policy outcomes is important to avoid the failure of water policies and the intensification of water conflicts. This paper empirically examines the divergent perception of interest groups on the implementation of different policies dealing with water scarcity and their proactive involvement with water agencies. We have conducted a survey in the Jucar River Basin (a water-stressed basin in southeastern Spain) to analyze interest group opinions regarding water policy effectiveness and water institutions' performance in water management. Questionnaires were sent to the main irrigation districts and urban water utilities within the basin. The collected information gives a general picture of the behavior of opposite water interest groups in this basin. The analysis of the perceptions on water policy reform between the groups highlights the existence of significant differences between preferred measures to address water scarcity and lobbying capacity. These differences depend on the size of the group, the specific basin location, and other group characteristics.

Recent literature on Mexican industry has emphasized its uneven sectorial development: some sectors have been successful, while the rest remain well behind. Given these circumstances, the present paper proposes a particular division for Mexican industry in High-Tech and Low-Tech sectors. This division is based on technological capabilities for a particular sample of industries during the nineties and verified for statistical robustness using the discriminant analysis technique. Finally, the division is used for an empirical application in terms of profitability and market structure. The empirical results reveal a diverse behaviour of the High-Tech and Low-Tech groups.

This is one of key chapters of the book presenting the argument of partisan government. This chapter interrogates the subnational variation in labour reforms through partisan governments and suggests regional political economy as critical to shaping orientation of partisan governments. It critically analyses the existing party-based interpretation of reform and shows that it is the instrumental interest assuaging the interests of support base that explain government orientation to labour reform. Through a caste/class analysis of political parties, the chapter highlights that significant business support and socio-economically homogeneous dominant support base characterize states with greater market flexibility. In contrast, when the dominant support base of party is heterogeneous and wide, the pace of reform is significantly muted. Partisan configuration—the socio-economic support base of government—determines not only the orientation of policies but also the interrelation between government and various interest groups in society.


This chapter focuses on legal instruments that take a broad view of water regulation. There are, as yet, no framework statutory instruments at the state or Union level but drafts have been prepared and this chapter reproduces the latest draft National Water Framework Bill. The next section then moves on to water policies that have been adopted at the Union and state level for some years, highlighting here the National Water Policy, 2012. The last section focuses on an upcoming area of water law, inter-sectoral allocation of water, an issue that is not yet well covered in legal instruments. This section highlights some state-level instruments that seek to address the issue.

Abstract The main objective of this research paper is to assess the extent to which the concept of water accounting has been applied for water management at the river basin scale in India. For this, the study first assesses the importance given to the use of water accounting for water management in India's national water policy. It then analyses the evolution of water accounting approaches in India through a systematic review of the past research studies on the theme. Further, it looks at their contribution to decision-making concerning allocation of water resources and resolving conflicts over water sharing. Finally, it identifies the existing gaps in the methodologies for water accounting so far used in India.

<p>Increasing pressures on ecosystems in the Latin American region as well as the adoption of multilateral conservation commitments have led to the implementation of instruments that are economic in nature but oriented towards the recovery, conservation, and functioning of ecosystems. The increasing adoption of schemes such as payment for ecosystem services (PES) has emerged as multilateral strategies to address water security problems in the mountain regions of Perú. However, their design and implementation can face many barriers when the policy is translated into practice in a local context. Socio-economic processes and hydro-climatic factors are affecting the capacity of the ecosystems of the glaciated Cordillera Blanca (Peruvian Andes) to provide water services, in terms of both, quality and quantity, to the main users of the Santa River basin. This study thus aims to analyze how the hydro-social relations affect, and are affected by, the introduction of water-related PES in the Quillcay sub-basin, one of the most populated sub-basin along the Santa River basin. The water metabolism approach was used to characterize water as a service produced by ecological systems (water as an ecological fund) and co-produced by social systems (water as a social flow). For this purpose, a classification of the different social and ecological uses and meanings of water was used, as well as the role of the different actors involved. </p><p>Based on the combination of primary data, both from an urban citizens survey (Huaraz) and semi-structured interviews with different actors, and from secondary sources, we present evidence that the metabolic pattern of water in the upper Santa basin is impacted not only by the glacial meltwater and rainwater regime but also by political, economic and cultural power relations over water. Thus, the implementation of a PES policy in the upper Santa basin affects and is affected by, ecological and social dimensions of water. In the ecological dimension, glacial retreat makes the design of a water-related PES more complex. In the social dimension, some socio-political processes, such as the lack of experience and the limited technical and financial capacity of public water management institutions to carry out these processes, as well as the lack of political will of regional and local authorities to promote them, are affecting the way these PES schemes are implemented. Along with these institutional bottlenecks, local socio-cultural processes related to a lack of interest in participating and demanding to participate in these decision-making processes could result in the design of a mechanism in which not all stakeholders benefit equally. This raises the need to recognize the multi-dimensional nature of water in the design and implementation of policies, and the importance of identifying processes and barriers which affect the success of these policies.</p>

Research on non-governmental organizations (NGOs, often international NGOs, or INGOs) has advanced over the last several decades from demonstrating that NGOs matter in shaping economic development and foreign aid to examining the potential for NGOs to advocate for new rights, set standards for environmental protections, and establish alternative economic arrangements in international relations. The study of NGOs as organizations has opened their potential as interest groups as well as economic actors in their own rights. Moving forward, new data and new theory is needed to fully develop International Political Economy (IPE) understandings of NGO motives, intentions, strategies, and power in global governance.
